Refuse & Recycling Curbside Collection Program Efficiency Recommendation Tammy Chastain September 4, 2018
TOH Refuse and Recycling Relatively unchanged for 20-25 years At least since recycling started in ~1993 Program difficulties include: We are mandated to pick up weekly by county code Current recycling route requires full staffing Pulling from other DPW divisions is not sustainable Recycling is difficult to compact in the trucks All are completely full by the end of the day Under contract with American recycling Must keep contamination under 10% Issues with what is and is not acceptable in recycling Stems from the overall process and what the market will accept Landfills are in the process of changing rules/regs and some are no longer accepting certain material Construction debris and sweeper debris not accepted at Lorton VA landfills have an average remaining lifespan of 23 years 2 September 4, 2018 Refuse & Recycling Program

Proposed Collection Program Improved efficiency Improved distribution of routes Number of stops spread evenly among crews and days Improved collection areas Routes within the areas are grouped together Areas are more localized as compared to the current program Improved adjustments for holidays These will now be adjusted to combine the recycling into one day and shift refuse collections as necessary Have more sustainability for the division Require less support from other DPW divisions Allows for future absorption of additional collection stops Service WILL remain the same Refuse/Yard Waste and Recycling will still be collected weekly 8 September 4, 2018 Refuse & Recycling Program Recommendation

Town Wide Cleanup Program (Spring/Fall) Program has been in place for over 20 years As development occurred increased support has been needed from other divisions; water & sewer, grounds, streets, etc. In the most recent years collections has either resulted in overtime and or stretched over to the following week 13 September 4, 2018 Refuse & Recycling Program Recommendation
