ECARS Frequently Asked Questions ECARS is a database application that assists JB Andrews, and other bases in heavy air pollution zones, in meeting federal requirements to track vehicle emissions INSIDE their fence lines. This application is a sign-up style self-registration of your commuter status that takes less than 15 min to complete. What are the regulations that require my participation in JB Andrews ECARS program? Congressional Requirement - 42 U.S. Code Section 7418(d) Federal Requirement - Clean Air Act Section 118(d) Air Force Requirement - AFI32-7040, Air Quality Compliance & Resource Mgt, Para 4.4.1, pgs 23 & 24 Note: Members are also required to comply with state emissions regulations that apply OUTSIDE the fence line of JBA. For example state regulations in MD, VA, DC or the state in which your POV is currently registered. Which personnel on JB Andrews are required to use ECARS? -All Military Members who commute onto JBA 60 days more a year -All DOD Civil Service Employees who commute onto JBA 60 days more a year -Contactors are generally not required to use ECARS, unless usage is stipulated in their company's contract with JBA. 2
ECARS Frequently Asked Questions How do I access ECARS to register my commuter status? 1. Primary website link: https://apims.af.mil/apims/ecars/ 2. Alternate link: Go to AF Portal, Applications A to Z, Letter E, ECARS. 3. Workaround: If you are unable to access ECARS by one of the two methods above, a blank copy of AF Form 4434 can be obtained from your ECARS coordinator. Once completed and signed by you, return by email for a manual upload. How can I get assistance with my ECARS registration? Do I still have to use ECARS? Yes. Members must still register their commuter status on JBA. However, not all vehicles need an emissions test to satisfy the requirements above, and may register using an exemption. My unit is tenant on JBA. Do I still have to use ECARS? Yes. 3
ECARS Frequently Asked Questions Are there any ECARS emissions testing exemptions that may be applicable to my vehicle/commuter status? Yes. A list of exemptions are available on the following slide. Exemptions are obtained using the drop down tabs inside of your ECARS registry profile. I am a reservist assigned to JBA. Do I still have to use ECARS? Yes. However, a exemption may be applicable to you if you drive a POV on base less than 60 days a year. I take public transportation or carpool onto JBA. Do I still have to use ECARS? Yes. Members are still required to register their commuter status. However, a exemption may be applicable to you if you drive a POV on base less than 60 days a year. 4
ECARS Vehicle Exemptions Some exemptions are: Vehicles 2 years old or newer Diesel vehicles Senior Citizen (70+ and vehicle is driven less than 5,000 miles per year) Disabled Citizen (Must have metal disabled registration plate & drive less than 5,000 / year) Electric vehicles/zero-emission vehicles Historic Vehicle - Designated as historic (20+ years and registered as historic vehicle) Trucks with a gross vehicle weight of 26,000 lbs. or greater Gasoline vehicles models 1977 or older Motorcycles (including 3-wheeled motorcycles) A repair waiver can be obtained for vehicles that fail the emissions test, undergo repairs, and fail again. Minimum repair cost must be at least $450 in order to qualify for a waiver. Waiver is good for two years. NOT EXEMPT: Hybrid vehicles (must test after 36 months after the model year ex. 2010 will test in 2014) 5
Procedures Once ECARS is notified that a new JB Andrews member has on-boarded and is required to participate in ECARS, a system generated email will sent be to the participant instructing them to selfregister their commuter status. Participants will then have 30 days to comply, after which they will start receiving past-due notices (email) and appear on installation wide delinquency reports. Military members and DOD civilians who do not receive an initial notification email should contact Ms. Michelle Kasunic, usaf.jbanafw.afdw-rsrcmgmt.list.11-ces-cc@mail.mil, DSN 858-3162/301-981- 3162 in order to be entered into the ECARS system. Members will need to periodically update the database as their commuter status changes, exemptions expire, when new vehicles are acquired, and when previously registered vehicles are sold/removed from service. 6
