City of West Branch Office of the City Administrator To: City Council and Mayor From: Matt Muckler, City Administrator Date: October 15, 2016 Weekly Council Update South Downey Construction Schedule: Rathje Construction worked this week to switch traffic over to the east side of S. Downey so that work can be completed on the west side of the street. Crews began the installation of stormwater infrastructure as well last week. Stormwater work is expected to be completed by the middle of next week. Grading and widening will then take place and is expected to be finished by the end of October. The approaches to Industrial Drive and Kum N Go will be paved the first week of November. Paving is scheduled for the week of November 7 th and backfill will take place the following week. Permanent striping will be completed and all traffic control devices are expected to be pulled before Thanksgiving. Roger Laughlin and Leslie Brick Recognized by Iowa League of Cities: Mayor Roger Laughlin and Deputy City Clerk Leslie Brick were among 165 city officials from across the state to be recognized for their participation in the 2015-2016 Municipal Leadership Academy (MLA). The workshop series is conducted every other year after the regular municipal elections and is the only training opportunity that gives city officials in Iowa a broad-based look at the many aspects of city government. Topics covered during the workshops included council meeting procedures, city budgeting and economic development. Mayor Laughlin, Deputy City Clerk Brick and other MLA graduates were recognized for their accomplishments during a special awards ceremony at the Iowa League of Cities Annual Conference & Exhibit in Des Moines on September 15 th. Over 500 city officials attempted parts of the MLA workshops; however, to graduate an official needed to attend three out of the four MLA sessions. After the recognition event, graduates received a certificate honoring their completion of training. MLA offers a comprehensive overview of municipal government and is presented by staff of the Iowa League of Cities, the Institute of Public Affairs at the University of Iowa and the Office of State and Local Government Programs at Iowa State University Extension. Park Space in PV Monthly Report: The Fehr Graham Monthly Project Status Report for work completed in September at the new park space in Pedersen Valley is attached to this week s Update.

CIP Cost Estimate Updates: Due to some updated estimates and the inclusion of water, sewer and stormwater costs into the CIP, the projections for the CIP have changed substantially since the August 26, 2016 Version of the CIP. An updated version of the CIP, dated October 11, 2016 was distributed last week with the Council Packet. During the last few days, City Engineer Dave Schechinger has provided additional cost estimates for the College Street Bridge Project and updated estimates for the Foster Street Sidewalk Project and Beranek Park Improvements. These documents are attached to this week s Update. 4 th Street Water Main: The issue of the 4 th Street water main will be discussed at the Monday October 17 th Weekly Council Update. Previously, the Council approved a change order for $49,247.50. Quotes for the project (to be completed before winter) received up to this point have exceeded that amount. The lowest received thus far is $58,780. In lieu of accepting this quote, the Council could extend the deadline for the work. This would likely bring a lower bid but would delay the installation of the water main, sidewalk, a couple of approaches and finish grading until spring. Joint Work Session of Council and P & Z: KLM Investments has requested a Joint Work Session of the City Council and the Planning and Zoning (P&Z) Commission to discuss the Meadows Subdivision Phase 3, which would include commercial development along Main Street. This meeting has been tentatively been scheduled for Tuesday, Nov. 15 th at 7:00 p.m. A P&Z Meeting will immediately follow the Joint Work Session.
