1. Introduction These norms and standards have been specifically developed for use under SPUR and are based on those followed in other slum upgrading projects in India specifically the DFID funded Madhya Pradesh Urban Services for the Poor and 'Norms & Standards for Municipal Basic Services in India'; NIUA 07-01; April 2007. The standards have been tailored to meet local conditions in Bihar for which, reference has been made to PHED Bihar. The key objective for framing these norms & standards is to provide effective and sustainable infrastructure facilities in the urban slums covered under SPUR. Within the framework of slum improvements under Bihar State Slum Policy, these norms & standards have been modified to also ensure efficient, practical and economical design. The norms & standards are supported by standard drawings with typical infrastructure details. These can be included in contract drawings to guide the contractor and ensure adherence to the norms & standards. A project such as SPUR also provides two other main opportunities (i) to demonstrate best practice by applying effective norms & standards and, (ii) to pilot innovative infrastructure designs or new materials which, if effective, can be used in the future. As such, there will be some flexibility in the norms & standards in allowing the use of these innovations which would be agreed in advance with UD&HD and the ULBs. 14 15
2. Water Supply Piped Water Supply for Individual connections (to be encouraged) Feasibility of connecting with the existing water distribution system of the town should be explored. Water Supply through public stand posts If the residents of slum are not willing to take individual water connections. Serving population per public stand posts (PSP):125 persons per tap (considering two taps per post) and minimum one PSP for distance up to 200 meter Pipe Materials: upvc for diameters up to 150 mm, HDPE for diameters up to 300 mm or DI for diameters above 300 mm. For pipes exposed over ground/rocky areas, DI pipe to be used. Depth of Trench: 900 mm if pipe line laid under the carriage way and 600 mm if the pipe line is laid on the side of carriage way. Minimum Diameter for Distribution Pipes: 100 mm Public stand post: 1.3 metres above ground, minimum ¾ pipe with double steel faucet with apron draining to drain or soak pit. Minimum distance between 2 hand pumps: 100 m Maximum distance of household to PSP or hand pump: 200 m Hand Pump: One for 150 populations (if no piped water supply). Type of Hand Pump India Mark-2 gravel packed/dth hand pump in South Bihar with drain and PCC platform (1.82 m dia.) and 40 mm dia. pipe. Shallow well hand pump in North Bihar with 1.2 m x 1.2 m brick masonry platform. Arsenic removal plant or fluoride removal plant should be built in where required. 3. Sanitation B1 Toilet Facility SPUR will explore the option of providing an 'individual toilet' in the first instance. Community toilets will be considered only when individual toilets are not possible and if the community is ready to take responsibility for maintenance. Preferred facility on plot Individual toilet (with complete superstructure, A.C. sheet roof, M.S. sheet door) for each house if space is available. The beneficiary should agree to contribute minimum Rs. 1500/-. The beneficiary may also contribute Rs. 1000/- plus labour for excavation of foundation and leach pit. An undertaking must be taken from the beneficiary for his/ her contribution in the form of cash or in the form of cash + labour. Shared Toilet: 1 toilet between 2 to 4 families if space is available among the family block and willingness to share facility. The beneficiaries (all families sharing the toilet should jointly agree to contribute beneficiary contribution stated above. An undertaking must be taken from the beneficiaries for their contribution in the form of cash or in the form of cash + labour. Preferred facility - off plot (only if on-plot is not possible) Community Toilet: 1 seat for 20 to 50 people if space is not available with individual house owners. Separate seats for men, women and children. Each complex should have adequate provision for water supply, electricity, 16 17
water tank and septic tank/soak pit. The women's toilet will also have a covered bathing space and provision for disposing off menstrual waste. An incinerator may be provided as per the drawing. B2- Disposal System On-plot twin pit pour flush system: Two pits should be constructed with the construction of toilet if space is available, otherwise only one pit may be constructed. Community septic tank (with sewer system) in areas where pits cannot be constructed on account of high water table or bed rock or due to space constraint. Minimum sewer pipe internal diameter: 150 mm. Sewer material: RCC with Sulphate Resistant Cement. Minimum cover: 650 mm. House sewer connection: Min. dia. 100 mm upvc/ HDPE/ MDPE up to property line. Biogas plant can be provided with community toilet to feed fuel to incinerator (if feasible and if community is ready to maintain it). 4. Storm Water Drainage Where sewers are provided in residential streets/lanes, drains should not be provided. Rather aim for storm water to be allowed to run on the street surface. Sections: Minimum internal size 300 mm x 300 mm. Bed Slope: Minimum 1 in 500 for self-cleansing. The drains should be connected with the existing main drain if feasible; otherwise shall be terminated up to the suitable discharge point but not to the low lying area creating cess pool. The drains should be covered by removable precast RCC slab if sufficient carriage width (minimum 0.60 meter) is not available. Material: Drains up to size (300 mm x 300 mm) to be constructed with PCC 1:2:4 (M15) with 100 mm thick base at bottom without reinforcement over 3 thick brick flat soling. Drains of size (450 mm x 550 mm) to be constructed with RCC 1:1 ½ :3 (M20) with 100 mm thick base at bottom on both sides of wider approach road of Cement Concrete. Drain on one side or both sides should be provided as per specific site condition. 5. In-slum Street and Lane Paving If the distance between two opposite building line is up to 1.0 m, the paver block up to 0.5 width with CC drain of size 300 mm x 300 mm with removable RCC cover on one side of the road should be constructed such that total carriage way is up to 1.0 m width. If the distance between two opposite building line is more than 1.0 m but up to 1.8 m width, paver block in width from 0.5 m to 1.3 m with open CC drain of size 300 mm x 300 mm on one side of the road should be constructed. Both side open drain should be provided if the distance between two opposite building lines is more than 1.8 m but up to 3.1 m so that minimum 1.0 m carriage way is available. If the distance between two opposite buildings is more than 3.1 m width, CC road as per drawing shall be constructed with open RCC drain of size 450 mm x 550 mm on both side of the road such that minimum carriage way of 2.0 m width is available. The decision for covering 18 19
one side drain or both side drain may be taken by the engineer depending upon the traffic load on the road so that more carriage way (if required) is made available. But in no case the carriage way should be more than 3.50 m width. As far as possible paver block road should be constructed within the slum, even if the width between building line is more. Because, once the CC roads are constructed without laying water pipe line & sewer line, it will be difficult to provide water line and sewer line in future. Apart from this, rain water may percolate from paver block roads resulting recharge of ground water. CC road should be constructed with 6 thick CC M20 over brick flat soling bed. Roads more than 3.5 m width will not be constructed under this programme. Steps with ramp: To be constructed where there are steep slopes (wherever required). Drainage to be incorporated into road design 6. Solid Waste Management Community Containers: To be provided at common places and to be linked with ULBs transportation arrangements for waste with waste separation. It is proposed to have house to house collection system and source segregation at later stages. 7. Street Light System New Light fixtures: Solar street light with 2x11 W CFL with complete system including SPV panel, battery and 4.5 m high pole. Number of Poles: The street light poles shall be provided at an interval of 30 meter where there is straight road or at every turning point. Community should take responsibility of safety and maintenance of solar street light. 8. Community Hall Should be constructed subject to availability of space and should be used preferably for Aanganbadi Centre (if does not exist) or it should be used only for community meetings and public use.
