Pennsylvania State Police Tactical Mounted Unit 25,500# GVWR Crew Cab Tractor The following pages specify the design and component requirements for a crew cab truck tractor. In addition to the vehicle specifications, the following requirements must be fulfilled: 1) Requested vehicle shall be delivered to the Pennsylvania State Police Transportation Division at 20 th & Herr Streets in Harrisburg by the vendor or vendor's authorized representative. 2) Prior to acceptance by the Commonwealth, the Transportation Director and a representative of the Tactical Mounted Unit will conduct acceptance tests. a) The acceptance tests will consist of a functional performance test during which all functions related to the unit s operation will be operated. All electrical, mechanical and structural components will be required to demonstrate compliance with the requirements of the final contract. Items which determine this acceptance level shall include, but not limited to, the general appearance of the interior and exterior of the body for completeness and quality of workmanship, lubrication and fluid levels with leaks corrected, mechanical operation of the vehicle and all electrical components operational. Allied or optional equipment specified to be furnished and installed which is not available through the vehicle manufacturer shall conform to the best quality standards known to that particular industry, both product and installation. b) The Pennsylvania State Police will inspect all vehicles prior to acceptance. It will be the responsibility of the delivering dealer to remove any vehicle rejected by the Pennsylvania State Police within two (2) working days after notification and return the vehicle to the Transportation Division upon correction of deficiencies. c) The Commonwealth of Pennsylvania disclaims any liability for damage to vehicles not unconditionally accepted by the Commonwealth. d) The Pennsylvania State Police reserve the right to test and reject any vehicle that does not conform to this specification. e) The vehicle shall be free of all dealer signs and emblems. f) The vehicle shall be clean, lubricated and serviced; ready for immediate service. g) The vehicle shall include a copy of the manufacturer's standard warranty policy. The warranty start date will be the date the vehicle is actually placed in service, not the date of delivery.

h) Vehicle Sales and Use Tax Return and MV-1, Application for Certificate of Title shall be prepared in the name of Pa. Department of General Services, 2221 Forster Street, Harrisburg, Pennsylvania 17125. i) The following forms/documents must accompany each vehicle: - MV-1 form, with blocks A, B, C and I completed and made out to: Department of General Services 2221 Forster Street Harrisburg, PA 17125 - Manufacturer's certificate of origin completed and notarized in both the assignment number 1 and odometer disclosure sections on the rear of the form. - Four copies of the invoice made out to: Pennsylvania State Police Transportation Division 20th and Herr Streets Harrisburg, PA 17120 - NOTE: The following information should be included on each invoice: - Dealer stock number - Vehicle Identification Number - Vehicle color and color code number - Key number - Federal Tax I.D. number - Purchase order number and item number 3) A layout drawing shall be submitted with the bid showing proposed location of equipment and body configuration design. 4) All questions concerning conditions and specifications must be directed to the Bureau of Procurement no later than five (5) days prior to the date of bid opening pursuant to the General Conditions and Instructions to Bidders, number three. Any changes or alterations to the specification as suggested by the vendor must be submitted and have final approval of the Pennsylvania State Police Transportation Director. The Bureau, before final construction, shall approve a final set of engineering drawings. 5) A complete set of operation and maintenance manuals, including allied equipment, shall be provided upon delivery of vehicle.

Pennsylvania State Police Tactical Mounted Unit 25,500# GVWR, minimum, Crew Cab Tractor Specifications Intent: The intention of these specifications is to describe a diesel powered truck tractor with aluminum bed and frame mounted gooseneck hitch to be used to tow the department s existing horse trailer, which is registered at 25,000 lbs. GVWR. The truck must be engineered with sufficient capacity to accomplish this task. The department s trailer may be inspected by contacting Corporal Michael Funk, Supervisor, Tactical Mounted Unit, at 717-508-0033. CHASSIS ENGINE - 25,500 lb. GVWR, not to exceed 26,000 lbs. - 85 Cab-to-axle, approximately - 198 Wheelbase, approximately - High tensile steel frame, 120,000 psi (850,000 lb. rbm, min) - Front bumper, full width, aerodynamic with bright corrosion resistant finish - Two front tow hooks or eyes - Diesel, 350 HP/1000 lb./ft. torque, minimum - Three position engine compression brake with dash switch - Temperature controlled fan clutch - Highest available cooling capacity with extended life coolant - Engine block heater with receptacle type socket - Premium radiator hoses - Heated fuel/water separator TRANSMISSION FRONT AXLE REAR AXLE - Allison Automatic 3000HS, wide ratio, six speed - Trans Synd Synthetic transmission fluid - Dash mounted temperature gauge - Auxiliary transmission cooler - 8,000 lb. capacity with tapered leaf springs - HD front shock absorbers - Power steering - Synthetic axle lubricant - 17,500 lb. minimum capacity, air ride, with shock absorbers. - Electric air suspension dump valve with auto-fill - Synthetic axle lubricant - Limited slip or driver controlled locking differential - Gear ratio to be selected by the department after award of purchase order, from standard available ratios. Dealer to

provide at least three computer-runs showing vehicle performance. BRAKES ELECTRICAL CAB TIRES FUEL TANK - Air brake package with ABS and heated air dryer - 12 volt maintenance free batteries - 1950 CCA @ 0 F, minimum - 200-amp alternator - Back up alarm - Jump start studs - Cab mounted positive load disconnect switch - Cab lighting shall be LED wherever possible from OEM - Conventional crew cab w/tilting hood and fenders and bright corrosion resistant finish grill - Air ride suspension - Seating for driver and four (4) passengers - Driver and all passengers high-back premium cloth bucket, air ride, lumbar support; with inboard and outboard arm rests. - Tilt/telescope steering column - Dual corrosion resistant heated remote trailer tow, with integral convex or 8 convex mounted below mirror - RH down-view mirror - RH and LH corrosion resistant convex mirrors with tripod brackets mounted on fenders - Cab grab handles left and right side, front and rear, with anti-slip inserts, at each door - Air conditioning integral with the heater and defrosters - Cruise control - Power windows and door locks - Air horn - AM/FM Radio, manufacturer s standard - Color, white. - 255/80R22.5 Radial Tires, rated appropriately for the application and intended use - Front tires to be steering tread; Michelin XZE or equivalent - Rear tires and spare tire to be Michelin XDN2 Grip or equivalent - Wheels to be hub piloted aluminum disc - Spare wheel and tire mounted in underbody carrier. - 100-gallon total capacity aluminum, dual mounted under cab, left and right side - Heated filter/separator with primer pump

TRAILER TOW PACKAGE - Gooseneck hitch, frame mounted, 30,000# capacity. 2 5/16 HD ball and two (2) D rings to accept safety chains; both rated appropriately for the capacity of the hitch. - Glad hands for trailer air brakes compatible with horse trailer - Wiring connection compatible with horse trailer - Class V receiver hitch integral to ICC bumper with safety chain loops. 6-prong trailer wire socket with cover. Truck to have integrated brake controller. BODY - Aluminum flatbed towing body. Body design to compliment trailer design to ensure maximum maneuverability and sharpest turning radius. Final body design to be presented and approved prior to build. - Approximately 10 long x 8 wide - Longitudinals to be 5 aluminum J sills full length, set at 34 apart - 3 aluminum I beam cross members on 12 centers - 3 ½ wide x 5 ½ high aluminum extrusions each side with 3 ½ wide x 8 ½ high extrusion across the rear of the body. - 1 ½ x 3 ½ stake pockets each side - 3/8 x 3 rub rails down each side - Floor to be constructed of.156 5086 aluminum alloy diamond plate welded to I beam cross members - Cast and tapered rear corner caps for trailer swing clearance - DOT approved mud flaps mounted aft of rear wheels - ICC bumper assembled of steel tubing mounted to rear of truck frame. Steel bumper assembly must not contact aluminum body. - Floor to be framed out for access to frame mounted gooseneck hitch. - 52 high bulkhead tapered to match truck cab with punched out window grill - Bulkhead to include oblong stop/turn/tail lights grommet mounted in upper corner, each side and one cargo light. - Auxiliary 24 x 16 x 16 toolboxes constructed of smooth mill finish aluminum sheet. Boxes to be designed to prevent water from road splash and normal washing from entering. Check strap, cable or chain to hold door horizontal from box when opened. One box mounted under front corner on each side of the bed (two total). - All tool/storage boxes to have stainless steel paddle style lockable latches that are keyed alike.

- Taillights to be 4 grommet mounted LED, reference, Truck Lite model #44, red LED. Back up lights to be 4 grommet mounted white LED. All clearance lights to be LED, appropriate color for location, Reference, Truck Lite #30. - License plate bracket to be center of light skirt and shall have recessed chrome plated LED license plate lights mounted either side of plate (two total). - Reflectors and conspicuity tape in accordance with applicable DOT and state laws, as well as, FMVSS. - Trailer plug connections to be mounted inside aluminum box mounted on the rear of the bulkhead storage box. - Wiring harness and connections to be water proof, utilizing sealed molded plugs or connections with shrink-wrap to seal out weather. Plug connections to be swabbed with dielectric grease.
