11 Trials and policy Experiments and trials are a part of Finnish transport policy Experiments are encouraged Experiments are performed by private sector Experiments rather than desktop exercises serve as a basis for decision making For experiments that have an impact on road safety, the safety of the experiments must be ensured before actual tests on roads! 12 HCT Trials High Capacity Transport HCT trials aim to develop ways to make goods transports more efficient and transports on road safer Several points of view: hauliers, industry, road safety, environmental protection, vehicle manufacturers, Trials on roads need permits from Trafi, requirements: Analysis on the safety of the vehicle combination Pre-defined routes Clear plan on research on development Results are made public and available to interested parties Limited duration (usually around 5 years) End result: supporting information for policymakers Recommendations for possible new combinations Guidance on which aspects are relevant for safety and environment Finnish Transport Safety Agency 12

13 HCT preliminary experiences 47 experimental vehicle combinations on road (05/2018) Trial combinations are also used for trials on closed areas Experiences so far positive concerning road safety Clear possibilities to increase transport performance Logistics chain could be made more efficient CO2 reduction -5 to -35% with longer combinations CO2 reduction -2 to -20% with heavier combinations Measuring differences in real traffic is very hard Impossible to scale everything same +30% It takes time to understand how good the reference level is Finnish Transport Safety Agency 13
