2 4.1 Special Airport Rules General All vehicular and pedestrian traffic on airside is subject to the Danish Road Traffic Act and CPH s Local Regulations. Note: In some cases, it will be necessary and allowed for Security and Safety Inspectors - in connection with their supervisory work and registration of reports on the aprons - to violate rules in the Local Regulations, as their work in this context is defined as official errands. In these cases, the vehicle left, must be clearly marked with yellow or blue top flash Vehicular and pedestrian traffic must keep to the areas and roads for which their Airside Traffic Permit is valid Vehicles brought to the airside must be equipped with a vehicle pass. The vehicle pass is not an airside parking permit and does not entitle to long-term parking on airside during missions Discarded vehicles without number plates must not be left on airside without permission from CPH/Airside Safety. The owner is responsible for removing such a vehicle from airside Vehicles which, pursuant to BL11-1, para 8.2, are exempted from registration, must be provided with a special number plate documenting this. Such a plate serves as well as a vehicle permit Smoking is prohibited outdoors on airside. This also applies inside a vehicle, both while driving and when the vehicle is stationary During low visibility (e.g. fog or heavy precipitation), CPH may, if required, initiate special precautions for the vehicular traffic in order to minimize the risk of collision between aircraft and vehicles on the service roads, e.g. by temporarily blocking service roads. See also Appendix Vehicles must not enter an escort-supervised working area without prior agreement with the present CPH-escort Giving way on airside Road traffic must unconditionally give way to: aircraft taxiing under own power or being towed, marshallers (FOLLOW ME-cars) guiding a taxiing aircraft, tow tractors pushing back or towing aircraft and consequently have their yellow beacon activated, aircraft with flashing anti-collision lights, fire and emergency vehicles on turn-out, snow clearing vehicles operating, cars escorting ambulances and passengers on foot Passage is forbidden: between a FOLLOW ME-car and the following aircraft, or between an escort car and a subsequent vehicle convoy Speed limit on airside Unless otherwise stated by road signs, a general speed limit of 40 km/h applies on the entire aerodrome area. 3 Exempted from the general speed limit are: Emergency turn-outs, Escorting of rescue vehicles, Marshallers driving on runways and taxiways a) while escorting an aircraft, or b) in case of emergency calls in connection with assistance to aircraft. Driving on runways, taxiways and service roads in the Manoeuvre Area while carrying out official flight safety related inspections, friction testing, snow clearance, startling of birds and wildlife, etc. Above exceptions do not override the unconditional give way to aircraft! Vehicle engines in idle Vehicle engines must not run idle for more than 1 minute on airside. Motorized equipment which needs engine power for their main function e.g. lifting or excavating are exempted while operating, but during breaks and whenever such equipment is not in use, the engine must be switched off Parking on airside On airside, parking of vehicles and handling equipment is permitted only in areas reserved therefore, e.g. marked by signs and/or markings on the pavement On service roads and pier roads, parking in unnamed parking bays is limited to 3 hours, as indicated by signage and on boards in the areas concerned. Failure to comply with the time limit leads to the imposition of a charge to the vehicle owner or user Parking in parking bays dedicated to specific companies / departments are only allowed if there is compliance between the name repainted at the parking space and it is evidenced by the company logo on the car and/or vehicle passes In case vehicles and equipment are parked or left in places where they may obstruct a) aircraft or road traffic, b) ground servicing of aircraft, c) airport operation in general or d) affect flight safety in particular, this will be considered as a breach of the Civil Aviation Regulation BL11-1. Such offence will be managed in accordance with Chapter 8.2 in Local Regulations It is forbidden to place or leave behind vehicles and handling equipment in orange-hatched areas, e.g. between aircraft stands or underneath movable passenger loading bridges It is forbidden to leave vehicles and ground handling equipment in equipment parking areas, unless it is being used for the next approaching aircraft llegally parked vehicles and equipment shall be removed immediately or within very short time-limit, if so ordered by CPH. Pursuant to BL11-1, illegally parked vehicles and equipment, which are not removed within the time-limit set by CPH, will be removed without further notice at the owner s expense CPH will by inspections, request illegally parked vehicles and handling equipment removed within a situation given reasonable notice. Pursuant to BL11-1, illegally parked vehicles and equipment, which are not removed within the time-limit set by CPH, will be removed without further notice at the owner s expense Rules for carriage trains A ramp tractor must tow a maximum of 10 baggage trolleys or 6 pallet trolleys or 2 BBB trolleys per carriage train. If a carriage train comprises multiple unit types, e.g. baggage and pallet trolleys, no more than 6 trolleys are allowed in the carriage train at the time. For other and ordinary vehicles, the maximum number of trailers/trolleys allowed is dictated by the Road Traffic Act The most heavy trailers in the carriage train must be placed in front, but in such a way that the statutory lighting, as dictated by the Road Traffic Act, is still visible. 4 When operating indoors a ramp tractor must tow no more than 6 baggage trolleys or 3 pallet trolleys per carriage train Every unit in the carriage train must be marked with clear and conspicuous reflectors along the sides and on the rear end According to the Road Traffic Act, the ramp tractor driver must make sure that the carriage train can pass without danger or inconvenience to others, including not blocking the road for crossing traffic while stationary, and that carriage train can be operated without risk of inflicting damage to persons, buildings, aircraft or the other traffic On the road between Aircraft Stand A4 and Aircraft Stand A30 (Terminalvejen), driving with carriage trains of more than 2 trailers/trolleys is not permitted. 4.2 Escorting on Airside General rules for escorting on Airside Persons who need to go to an Airside area which they do not have Airside Traffic Permit for, must be escorted. Guide escorts with a subsequent column of vehicles, VIP columns, snow clearing columns and SEC monitoring vehicles are considered as one vehicle. Before guide escorting, the escort must ensure that the driver of the escorted vehicle has understood: a) The specific plan with the escort. b) The route and the areas where the escorting will take place. c) The signals to be used for communication between the guide and the driver of the escorted vehicle. This is important to make sure that the driver of the following vehicle knows exactly where and when he is released from his guide escort. d) At "Full Stop" signs, the columns and the following vehicles must continue to follow the guide escort. It is only allowed to stop, when the guide escort stops. e) The necessity of constantly following the escorting vehicle. No other traffic is allowed to place itself between the escorting vehicle and the following vehicle Two types of guide escorts In practice, two categories of escorts are used on Airside. Guide escorts (also designated accompanying escorts) allowed to escort in Class 1 areas Authorized escorts allowed to escort in the Classes 2, 3 and 4 areas There apply different rules for the two types of escorts Guide escorting (accompanying) Who can escort as guide escorts: a) Any person who has an airport ID card with an Airside Traffic Permit minimum Class 1 and b) Who has at least one month of experience in moving around in Class 1 areas on Airside This person is allowed as a guide escort for maximum one accompanied vehicle on the Airside areas in Class 1. Guide escorting must be executed: a) by driving in front of in own vehicle which must carry a vehicle pass, or b) by driving along in the escorted vehicle, or c) by walking in front of the escorted vehicle. 5 Authorized escorting Who can escort as authorized escorts and where: a) CPH employees from MAR, KOR or SAG are approved for performing authorized escorting services on service roads, aircraft stands, taxiways and runways. b) These authorized escorts must have an airport ID card with an Airside Traffic Permit Class 2, 3 or 4. The authorized escorting is allowed in the Traffic Classes 2, 3 and 4. Meaning that it is still only allowed to escort within own Traffic Permit Classes. Example: An escort with Traffic Permit Class 2 is only allowed to escort within the Class 1 and 2 areas. An escort with Traffic Permit Class 3 is only allowed to escort within the Class 1, 2 and 3 areas. Should other personnel wish to perform authorized escorts, this is to be allowed with a special permission from CPH/Airside Safety (TRO Trafikafdelingen) Costs for authorized escorts Costs for being escorted by an authorized escort will be invoiced the requiring part. Contact i.meilstrup@cph.dk for current prices Sanctions In case of violation of the regulations, CPH/Airside Safety may revoke the permission from a person or a company s employees to operate as escorts on Airside. 4.3 Use of Motorcycles, Mopeds and Bicycles General rules for use of motorcycles, mopeds and bicycles on airside: Not permitted in the Manoeuvring Area (runways, taxiways, service roads and roads). Not permitted on aircraft stands and taxiways in the apron areas (North, South, East, West). Private motorcycles and mopeds are not permitted in the CSRA/SRA areas. In other areas including maintenance areas only permitted on marked roads. Bicycling to and from the Fuel Farm is permitted only via the marked cycle path along Hydrantvej across Taxiway J. Bicycling along the front of Terminal 1 between check west and aircraft stand A30 is allowed when paying attention to passengers on foot and employees. Vehicle and bicycle drivers must use hi-vis warning clothing as described in Appendix Like any other road traffic, motorcycles, mopeds, and bicycles must unconditionally give way to aircraft. For other give way rules, see Mopeds are subject to the same vehicle pass regulations as apply for ordinary motor vehicles on airside. If the moped is not registered, the frame number is used instead for identification. 4.4 Road Traffic in Areas with Aircraft Movements Apron areas Driving in apron areas always takes place at your own risk While driving, yellow beacons shall only be used on the marked roads within apron areas, in case of a) escorting other vehicles or b) warning other road traffic about hazardous, wide or slow transports, ref. the Road Traffic Act. 6 In low visibility conditions (due to fog or heavy precipitation), vehicle traffic on service roads and roads crossing taxiways with aircraft movements must be reduced to an absolute minimum. For further information, see Appendix On aircraft stands, where there are no service roads behind the aircraft stands, handling vehicles and equipment are allowed to cross the aircraft stand along the orange safety lines at the rear end of the aircraft stands (on the aircraft stand side of the lines). It is permitted to cross the safety lines shortly while passing around a parked aircraft, if no aircraft or other traffic passes on the taxiway. Permission includes persons with Airside Traffic Permits Class It is not allowed to cross an aircraft stand during clearance. In that case, Passing must be performed along the orange safety lines, either on the existing service road Or on the taxiway side of the orange safety lines. Passing on the taxiway around an aircraft stand during clearance is only permitted if no aircraft or other traffic passes on the taxiway. Permission also includes persons with Airside Traffic Permits Class 2. Note: It is not allowed to drive between the FOLLOW ME-car and the aircraft Vehicles not belonging to the category handling vehicles (see Chapter 1) and not too high for this purpose shall use the Terminal Road and the roads along the piers. (See attachment 1, Vehicle height limits in the North Aerodrome) All ordinary road traffic must keep to the marked roads The service roads along the rear of the aircraft stands are meant for authorized road traffic only, i.e. official vehicles involved in aircraft handling, safety inspections, road traffic control, security surveillance and maintenance of technical facilities, etc. Note: On service roads, wide vehicles - passing one another - are allowed to cross the orange safety lines towards the taxiway and the aircraft stand, respectively, on strict condition that: No aircraft or other traffic is passing on the taxiway The aircraft stand is not under Foreign object debris (FOD) inspection There is room in the rear of the aircraft stand, i.e. o no need to drive under the tail of a parked aircraft and o no need to disturb the handling on the aircraft stand. If the conditions are not fulfilled, stop and wait until there is room either at the taxiway or at the aircraft stand. See the Danish Road Traffic Act 20. The authorization also applies to persons with Airside Traffic Permit Class 2 (Driver 2) The service road (Nordvest) between Check West and the Fuel Farm runs along the rear edge of aircraft stands A31-A34. Whenever aircraft enter or leave these stands, all traffic on the service road must wait by the warning flashlights at the Fuel Farm or at CSRA Check West Handling vehicles servicing aircraft on Stand E60 must always use Hammersvej for access Road traffic on Handlingsvej Syd must be particularly aware of aircraft taxiing into aircraft stands B10, B15 and B17 and keep well clear of the aircraft stand, i.e. stop before the orange shark teeth. Due to the road traffic, all aircraft entering these aircraft stands will be escorted by a FOLLOW ME car while crossing the service road If the driver s rear view is limited, e.g. due to the vehicle s height or load, reverse operation closer than 10 meters from an aircraft stand or a taxiway safety line must not take place without a signalman behind the vehicle. 7 4.4.2 Aircraft stands It is forbidden to cross and/or drive in on an aircraft stand, unless due to an official errand. It is only permitted to enter an aircraft stand, when the task to be carried out directly requires this. See also & It is forbidden to drive beneath the movable part of a passenger boarding bridge. Parking within the orange hatched operational area of the bridge is forbidden Vehicles and handling equipment around an aircraft must never block the forward escape route for a fuel tanker Driving beneath the wings or fuselage of an aircraft is forbidden, unless this a) has been agreed with the operator or the handling agent, or b) is unavoidable in connection with the handling or technical maintenance of the aircraft Vehicles and handling equipment must not cross the aircraft stand safety lines until the aircraft engines are stopped and the anti-collision lights switched off. During handling activities, it is permitted briefly to overstep the safety lines of a neighbouring aircraft stand, as long as no aircraft is moving on that aircraft stand at the time (i.e. entering or pushing back). Equipment must not be parked or left behind on the neighbouring aircraft stand If the driver s view is limited, e.g. due to the vehicle s height or load, reverse operation must not take place without a signalman behind the vehicle Taxiways outside the Manoeuvring Area Operating on taxiways is permitted only when: a) directly necessary for the task being carried out, and b) the person involved holds a Class 3 Airside Traffic Permit. Vehicles used on the taxiways must be equipped with conspicuous yellow rotating beacon and type-licensed two-way radio. While operating on taxiways, constant monitoring of the radio channel to be used on the location in question must be maintained. Prolonged stopping on taxiways is not permitted without notifying the tower controlling the air traffic on the location in question Maintenance areas (hangar aprons) On hangar aprons, road traffic and pedestrians must always give way to aircraft Visitors, e.g. delivery vans, must use the Main Gate for access to/from Hangar Area North Except from traffic to/from parked aircraft on the hangar apron in Hangar Area North, vehicular and pedestrian traffic in Hangar Area North must take place along the marked roads South, East and West Aerodrome All road traffic on Nordvestvejen must unconditionally give way to aircraft and FOLLOW ME cars escorting the aircraft to and from Aircraft Stand W1. Furthermore, the road traffic must give way to aircraft being pushed back from Aircraft Stand W Manoeuvring Area Access to the Manoeuvring Area for persons and vehicles is generally prohibited Traffic on the maneuvering area must therefore only take place after being authorized by the Control Tower. 8 Persons possessing a Class 4 Airside Traffic Permit will normally be allowed to enter the Manoeuvring Area on condition that the actual air traffic load and weather conditions so permit. Persons without official business, which require access to the Manoeuvring Area, must use the perimeter roads surrounding the area In case visibility below 3 km is forecasted, the Control Tower will transmit a repeated bell signal (ping) on FM channels 1, 15, 16, 17, and 18, which indicates that special rules are now in force for all road traffic and ground movements on the Manoeuvring Area. In this situation, all permissions to enter and operate on the Manoeuvring Area must always be re-confirmed by the Control Tower A vehicle used in the maneuvering area shall: be equipped with a VLT (Vehicle Location Transmitter), cf and be equipped with a certified two-way radio for communication on the radio frequencies used in the airport and be equipped with a conspicuous yellow beacon on the rooftop, visible from all sides and be marked with a uniform conspicuous yellow colour (except Fire & Rescue vehicles) and be equipped with a copy of CPHs Kortbog (can be ordered from tekniskvidencenter@cph.dk) The vehicle s VLT, radio and rotating beacon must not be switched off while on the Manoeuvring Area Marking of mobile obstacles on the Manoeuvring Area must be carried out in accordance with Civil Aviation Regulation BL Vehicles operating on the Manoeuvring Area must not enter the CSRA and SRA - Area without prior contact to OC on radio or phone. This also applies for tractors towing aircraft to the North Aerodrome It is permitted in particularly acute cases - to cross the CSRA border from the Manoeuvring area and towards the apron area, without prior permission from OC. If such a particularly acute situation occurs (e.g. Runway inspection is requested to run off the track, by the tower), immediately after breaking the CSRA limit, do the following: Stop and drive into the side (in the CSRA / apron area), Contact OC immediately (20-30 seconds max.) on Channel 7 or phone , and state the place and cause of the crossing of the CSRA border, Stay seated inside the vehicle without contacting others, Wait for additional instructions from OC. The event will be reported, but if this procedure is followed, there will be no sanction in the subsequent case processing; provided there was a real acute situation and there was no roughly negligence. Also, remember to report the incident to your manager. Your verbal self-reporting to OC, will be recorded, but it will be treated confidentially and not disclosed to third parties. IMPORTANT: This scheme does not apply to breaches of CSRA borders from other areas, e.g. in the terminal area. 4.5 Layout and Safety Equipment of Vehicles General CPH may stipulate special rules for marking and equipping of vehicles meant for use on the Manoeuvring Area and on taxiways in apron areas All vehicles used or intended for use in C-SRA area must be identifiable from a distance. 9 All vehicles in the C-SRA must therefore be clearly marked with the company logo on both sides of the vehicle. Letters and numbers must be at least 10 cm high and in a color that differs from the vehicle color. The minimum height of 10 cm applies to the smallest letters and numbers in the company logo. Magnet Signs are not allowed When operating on airside after dark, ramp tractors and other vehicles shall switch on their lights Vehicles used on airside shall comply with the acc. Road Traffic Act prescribed Requirements Furnishings and equipment unless granted specific exemption from Statens Bilinspektion, the Road Traffic Act provisions on lights and marking of vehicles and motorized equipment with reflexes, cf. Order on detailed regulations for vehicle design and equipment on airside. At low visibility, tractors with carriage trailers, the rear trailer must be equipped with tail lights, Cf.Ordinance on vehicle design and equipment Vehicles and equipment without the above mentioned marking must not operate on airside areas used by other traffic Fuel tankers and dispensers used for aircraft refueling must be equipped with a horn for warning of the ground handling staff and other ramp personnel in case of an emergency. The fuel company, in cooperation with the handling companies, shall regularly ensure that the meaning of the warning signal is understood by the ramp personnel, e.g. by being part of regular exercises Tractors, vehicles and other machinery must meet the rules in force at the time in question, including regulations in force at the time in question from the Danish Ministry of Environment and the Danish Working Environment Authority Manning and operation of vehicles and equipment Formal rules and limitations regarding manning and operation of for example handling equipment and special vehicles on airside will not be stipulated by CPH, but by the authority in charge of approval of such equipment/special vehicles. For such equipment, operation, manning and use on airside must comply with the conditions in the technical approval certificate of the equipment concerned as well as national and international guidelines, including the Road Traffic Act CPH might, cf. BL11-1, for flight safety reasons impose operative restrictions for where and how a special vehicle may be used on airside Use of vehicle safety belts Exempted from the requirement of using safety belts are: a) persons driving on the Manoeuvring Area, b) marshallers driving on taxiways and aircraft stands while escorting aircraft, c) persons driving handling vehicles with a top speed not exceeding 30 km/h and d) persons driving handling vehicles on an aircraft stand during handling of the aircraft on that particular stand Brakes, etc On airside, handling equipment or vehicles must not be used unless equipped with functional brakes or otherwise properly secured against unintended moving Handling equipment and vehicles must not be placed close to a parked aircraft unless the brakes have been checked beforehand and found to be fully functioning. 10 4.5.5 Use of studded tyres or snow chains Due to the risk of damage to centreline light fixtures etc., the use of studded tyres or snow chains is not permitted on pushback and tow tractors. For driving outside on airside at Copenhagen Airport, use of studded tyres and snow chains is permitted on common passenger cars and ramp tractors Rotating beacons While operating on a) taxiways within apron areas and b) runways, taxiways, service roads, and other areas on the Manoeuvring Area, vehicles must always have their rotating yellow beacon activated Outside the Manoeuvring Area, the rotating yellow beacon must only be used while operating on the marked roads, if a) the vehicle is escorting other road traffic, or b) the beacon is necessary to warn other road traffic about particularly slow, wide or high vehicles as specified by the Road Traffic Act Rotating yellow beacons on vehicles used in areas with aircraft movements must be visible from all angles (360 ) If the rotating beacon is not visible from all angles due to the vehicle superstructure, extra rotating beacon(s) must be mounted on the vehicle in order to meet the requirement Tow and pushback tractors must be equipped with powerful yellow rotating beacons visible from all angles in order to warn other traffic to give way during pushback and towing of aircraft The tractor s rotating yellow beacon must be activated before pushback of the aircraft, but no earlier than seconds before the tractor starts to move, in order for other road traffic to get out of the way VLT Vehicles used in runway or ILS areas as well as on taxiways on the Manoeuvring Area must be equipped with VLT (Vehicle Location Transmitter). The VLT must not be switched off while driving or operating in these areas. In case the VLT should fail, the vehicle must leave the Manoeuvring Area immediately - unless otherwise agreed with the Control Tower - without crossing any runways in the process Other vehicles or equipment without a VLT must only be used in the areas mentioned in on the condition that they are either being escorted by another (escorting) vehicle equipped with a VLT or solely being used for work activities within a closed and clearly marked work site, cf. Civil Aviation Regulation BL3-12, sections 5.2 and Aircraft tow tractors without VLT are allowed to tow aircraft on the Manoeuvring Area and on taxiways within apron areas on the condition that the aircraft transponder has been activated in Mode S while the aircraft is being towed, cf. Appendix Refuelling of vehicles Within Aerodrome North, refuelling of vehicles etc. is permitted only on designated parking spaces in areas with concrete or asphalt surfaces. In other parts of the airport, refuelling of vehicles is permitted only at authorized fuelling installations. The safety distance to the nearest parked aircraft must be at least 20 metres. 11 4.5.9 Registration of vehicles used on Airside All vehicles, tractors and motor vehicles used for carriage of goods or trailers are required to register, cf. the Registration Order 3 and 4. TAX may, (after CPH has authorized the vehicle to be used on airside), exempt the vehicle from registration fee. TAX determines the terms, including the license plates, which the vehicle is to be provided with. Permission may be granted to persons or companies with a relevant connection to the airport. CPH issues a document to be used for delivery of RF license plates at SKAT (TAX) in Tåstrup. For used vehicles, the document will be issued by presentation of an inspection certificate from an approved visual inspection. Brand new EU-certified vehicles should not have a visual inspection, but approval from CPH must be granted for exemption from registration. For brand new vehicles, the certificate will be issued if documentation is present that the vehicle is an EU certified new vehicle. Issuing of documents for the delivery of the RF license plates can be done by personally contacting the car repair shop at Maglebylille, or by sending a request to aut.kontor@cph.dk with a copy of the inspection certificate that documents the vehicle is an EU-certified new vehicle. The vehicles follow the general rules of inspection. That means, cars are called for periodic inspection in accordance with applicable rules, while tractors and motor vehicles required to register are not called for inspection. Tractors and motor vehicles must be inspected in accordance with the terms set out in the registration exemption. That means once a year! It is the company's own responsibility that the vehicle is called for inspection. The vehicles most recent certificate of inspection must always be displayed on request for police, inspection services and CPH. The vehicles mentioned (cars, tractors and motor vehicles carrying goods / luggage carts) are subject to registration and must have an RF license plate by exemption from registration tax CPH Lokale Bestemmelser Trafikafdelingen (TRO) July,
