ONE Notice is hereby given that on April 10, 2018 at 11:00 a.m. (Prevailing time), sealed proposals will be opened and read in public by the Purchasing Agent in the Mercer County McDade Administration Building, 640 South Broad Street, Room 321, Trenton, New Jersey for: AIRCRAFT RESCUE AND FIRE FIGHTING AND AIRPORT OPERATIONAL SUPPORT SERVICES FOR THE TRENTON MERCER AIRPORT AB Clarifications, amendments, additions, deletions, revisions and modifications are part of the Contract and change the original documents only in the manner and to the extent stated. Respondents shall complete the Acknowledgement of Receipt of Addendum No. One and shall include the Acknowledgement with their response. 3 AIRCRAFT RESCUE AND FIRE FIGHTING AND AIRPORT OPERATIONAL SUPPORT SERVICES FOR THE TRENTON MERCER AIRPORT AB Q1- Does the airport have specific advanced conference/training opportunities for staff to attend? A1- The Airport has no specific training. However, the American Association of Airport Executives offers an "Airport Master Firefighter" for fire fighters and "Airport Fire Officer" for fire captains and would be considered as advanced conference/training. Q2- Will car rental companies be cleaning/washing vehicles inside the fire station? Will they reimburse the contractor for water and electric usage? A2- Car rental companies will not clean /wash vehicles inside the fire station. Q3- AC 150/ (current edition) no longer includes a Table A-3.1. A3- Change the first sentence of Paragraph 7 to read "The Airport has outfitted three (3) ARFF Apparatus with recommended equipment; a copy of this equipment list is attached to this package". Q4- In the bid it states on page 21 "...a copy of the equipment list is attached to this package." There is no equipment list attached to the RFP. Please provide the list of county owned equipment. A4- The list of County owned ancillary equipment obtained on an FAA Grant for the two (2) Rosenbauer ARFF trucks is attached. The reserve KME is equipped similarly. Q 5- Please provide a list of all ancillary equipment and quantity that must be provided by contractor. A 5- The contractor must provide those items listed on Page 21, Paragraph 7 with the exception of the following items which are hereby removed from the list: #3, #4, #19, #22, #23, #24, #26, #27, #28, #29, #30, #36, and #38. Q 6- Please confirm the number of ARFF vehicles (two or three) for which the contractor must provide the ancillary equipment and firefighting agents. A 6- The Airport has outfitted the three (3) ARFF Apparatus with recommended equipment. The contractor must provide the firefighting agents for the three (3) ARFF Apparatus. Q 7-Does the airport have a specific manufacturer's brand and/or color required for the PPE or is this left to the contractor's discretion as long as it meets NFPA standards? A 7-The airport does not require any specific manufacturer's brand and/or color. Q 8- Does the airport have a specific manufacturer's brand and model number for the Self-Contained Breathing Apparatus or is this left to the contractor's discretion as long as they meet NFPA standards? A 8- No specific brand however, air packs are to be 4,500 psi/30 minute bottles that meet the NFPA standard. How many SCBAs are required to be purchased/maintained? NFPA. The amount of SCBAs the contractor is required to purchase/maintain is an amount that is sufficient for staff and recall. Q 9- How many portable radios will the contractor be required to provide? A 9- The amount of portable radios the contractor is required to provide is an amount that is sufficient for staff and recall.

4 Q 10- On page 21 bullet 17 states "The replenishment and reserve inventory of any and all agent and supplies necessary to exceed Federal Aviation Administration requirements by 25%" but Appendix 1, Off- Airport Response, Section 1.4.c., states, "At no time can our reserve stock of firefighting agents fall below the minimum 200% for each ARFF vehicle as required by AC 150/5210-6c." What is the amount of reserve inventory of AFFF does the airport requires to have on hand? A 10- The amount of replenishment and reserve inventory the airport requires on hand is 225% of the quantity of agents carried on each truck plus sufficient quantities of agents for training/required testing. Q 11- As the AC 150/5210-6c has been cancelled and not replaced, does the airport still require a minimum reserve stock of firefighting agent at 200% for each of the three ARFF vehicles? A 11- The RFP document is hereby revised to refer to the most current edition of AC 150/ Having said that, the minimum required replenishment and reserve stock of firefighting agent is 225% of the quantity of agents carried on each truck plus sufficient quantities of agents for training/required testing. Q 12- Please confirm the firefighters are not required to be paid prevailing wages. A12- Firefighters are not required to be paid prevailing wages.
