1 TRANSPORT MANAGEMENT PLAN Eagle Alliance Earthmoving s Transport Management Plan has been developed to ensure compliance with the Chain of Responsibility (COR) legislative requirements for heavy vehicle transport. This legislation relates to the elements of: Fatigue Management (definitions for work and rest hours) Mass, Dimension and Load Security (dimension limits, vehicle mass limits, load stability and restraint) Dangerous Goods (transportation, container weight declarations, placarding and labeling) and Recordkeeping Requirements (driver records, retention and sentencing of records) as well as Speed Compliance (compliance with the Heavy Vehicle Speed Compliance Legislation effective 1 July 2010) Definitions BFM Basic Fatigue Management Heavy Vehicle a) when referring to mass, dimensions and loading legislation this applies to trucks over 4.5T GVM b) when referring to fatigue management and regulated driving hours this applies to trucks over 12 T GCM GVM (gross vehicle mass) means the maximum recommended weight a vehicle can be when loaded. GCM (gross combination mass) means the maximum loaded mass of a motor vehicle and any vehicles it may lawfully tow. A fatigue regulated heavy vehicle is any of the following: a motor vehicle with a Gross Vehicle Mass of more than 12 tonnes, a combination with a Gross Vehicle Mass of more than 12 tonnes or a bus. 2 FATIGUE MANANGEMENT Standard Hours Solo Drivers In any period of Time Work Rest A driver must not work for more than a MAXIMUM of 5 ½ hours 5 ¼ hours work time 15 continuous minutes And must have the rest of that period off work with at least a MINIMUM rest break of 8 hours 7 ½ hours work time 30 minutes rest time in blocks of 15 continuous minutes 11 hours 10 hours work time 60 minutes rest time in blocks of 15 continuous minutes 24 hours 12 hours work time 7 continuous hours stationary rest time* 7 days 72 hours work time 24 continuous hours stationary rest time 14 days 144 hours work time Two night rest breaks** and two night rest breaks taken on consecutive days * Stationary rest time is the time a driver spends out of a regulated heavy vehicle or in an approved sleeper berth of a stationary regulated heavy vehicle. ** Night rest breaks are 7 continuous hours stationary rest time taken between the hours of 10pm on a day and 8am on the next day (using the time zone of the base of the driver) or a 24 continuous hours stationary rest break. 3 MASS, DIMENSION AND LOAD SECURITY Overloaded Vehicles Under no circumstances will Eagle Alliance Earthmoving accept that any of its contractors operate an overloaded, over dimensional or inadequately restrained vehicle. Weighbridge / load cell or other method used to measure load mass: Operators loading a truck (along with a supervisor on site ordering a truck to be loaded and the project manager of the project) have a responsibility under the Chain of Responsibility to determine what the trucks weigh when they are loaded to ensure that they do not exceed the relevant mass limits. To determine vehicle weight, methods include: using the listed weight, weighing the contents of the load via a weighbridge or on-board scales, calculating the weight or estimating the weight from the volume of the load or a combination of methods. Vehicle payloads can be calculated by taking the difference of the GCM or GVM and tare mass figures listed on the side of the vehicle or off the vehicle registration details to confirm payload capacity. Available Carrying Capacity = GCM / GVM tare existing load Load restraint: The National Road Transport Reform (Mass and Loading) Regulations 1995 require that: a load on a vehicle must not be placed in a way that makes the vehicle unstable or unsafe; a load on a vehicle must be secured so that it is unlikely to fall or be dislodged from the vehicle and an appropriate method must be used to restrain the load on a vehicle. 4 Excess Mass Dimensions: The Department of Transport and Main Roads, in cooperation with other agencies, local government and industry, has developed numerous guidelines and policies to facilitate the movement of large vehicles and vehicles carrying large indivisible articles within Queensland in a safe and efficient manner. Guidelines issued under Section 48 Transport Operations (Road Use Management Mass, Dimension and Loading) Regulation 2005 are available to address the conditions under which particular sized vehicles may be used on roads in Queensland, especially those with higher masses or requiring a pilot vehicle. TRANSPORT OF GOODS Transport of Regulated Waste: Regulated waste is industrial or commercial waste (non-domestic waste) as defined by the Environmental Protection Regulation This includes (but is not limited to) acids, adhesives, asbestos, batteries, contaminated soils, fly ash, lime neutralized sludge, oils, organic solvents, pesticides, petroleum tanks sludge, surfactants, timber preservative effluent and residues, tyres and vehicle wash down waters. Is the load less than 250kg? Yes dispose of waste at a licensed waste facility. No A Licensed Regulated Waste transporter is required to collect waste and dispose of it at a licensed waste disposal facility. Is the waste trackable? Yes refer to Code of Environmental Compliance for Regulated Waste Transport (ERA 57). No Eagle Alliance Earthmoving to retain the docket which records: quantity of waste, type of waste, who transported the waste and who received the waste. Eagle Alliance Earthmoving Pty Ltd Page 4

5 RECORDKEEPING Maintaining records is essential. Transport Management records include Job Dockets, Induction Records, Tipping Dockets, Incident Reports, Contractor Details. Ensure that these records (or copies, if the originals are required to be submitted elsewhere) are kept with the Contractors file. SPEED COMPLIANCE Heavy Vehicle Speed Compliance Legislation was introduced on 1 July It complements existing Chain of Responsibility Legislation and Eagle Alliance staff and contractors must consider all steps of the chain from receiving an order for a service to dispatching a contractor, making sure that these services can be delivered safely in a reasonable time frame to the drivers, keeping vehicles within the allocated speed limits.
