1 ADF Spring Business Meeting March 20, 2017 Las Vegas, Nevada Call to order at 9am Role Call Joe passed a sign-in sheet around room as well as previous meeting minutes (LAS March 20, 2017) for review and acceptance vote. 2 President Remarks: Joe opened welcoming all who could attend and thanked Matt for adjusting our meeting time to allow members an opportunity to register for NATCA CFS and listen to opening speakers. Joe advised all of times for NATCA speakers. Michelle added that the NTCA CFS has a PDA app for their event that was awesome it gives times, locations, and has an interactive part. Joe discussed past business meetings, specifically nominations at LAS meeting where John Schwoyer (AAL) was nominated for President and accepted his nomination. Mike Timpe was nominated for ADF Treasurer and accepted his nomination. Joe then advised the group there was an nomination for ADF President. He read the and passed it around the room. The was sent from a Southwest Airlines ADF member who nominated Catherine Jackson as ADF President. Being the member who sent this was not in attendance, Joe asked Catherine if she would accept the nomination on her behalf and Catherine advised she does accept this nomination. Joe motioned for a second to the nomination, Matt Berg seconded the motion. Joe advised at this time there are two candidates that have accepted nomination for ADF President, ADF EVP John Schwoyer (AAL) and Catherine Jackson (SWA). Joe then returned to floor and asked if there were any other nominations for President or Treasurer? SWA ADF delegate, Brian Brown advised that he had received a nomination for President but needed to confirm that the individual was going to accept that nomination prior to bringing it to the floor. Joe advised that nominations for ADF s two positions would remain open until the start of ADF s Business Meeting on October 2, (DAL)

3 Joe briefly discussed the Presidential transition process and then moved on to the ADF delegate voting process. Of the 12 ADF delegates on ADF books, all delegates would be obligated to vote either in-person (at our October 2 business meeting) or via a mail proxy vote. Jake will provide Joe with ADF s delegate contact info and mailing information. Joe will then verbally make contact with each ADF Delegate (in July) and advise that they would be receiving an envelope in the mail with instructions for voting in ADF s upcoming elections. ADF President will then mail a proxy vote to each delegate. For those ADF delegates who cannot attend ADF s October events in Dallas, they will have the opportunity to send their proxy vote via US mail to ADF s Secretary. Patrick will then bring proxy votes to to ADFs October 2, 2017 fall business meeting for submittal. After the start of ADF s fall business meeting, ADF President will make an announcement that all ADF board positions nominations are closed. Those delegates who are in attendance will be able to cast their vote in person. ADF Secretary will collect all in-person votes and tabulation of both in-person votes and proxy votes (via mail) which will be counted outside the board room. (by two non- ADF board members and witnessed by ADFs President and Secretary) After both in-person and proxy votes are tabulated and verified, ADF s President will then announce the awarded candidates for each open position inside the board room. (unless candidates voted in by acclimation) This process will be discussed again at our summer business meeting July 22, 2017 in Chicago. Both the ADF President and EVP have been attending the FAA Air Carrier Training ARC. That ARC is broken into the Steering Committee which oversees and votes on the final drafts that are presented to FAA and the sub-groups that work on the heart of the matter of general concert and workings of change proposals or Advisory Circulars within those groups they have specific action

4 teams and SME to address specific items requiring a finer look or specific questions (SAFO s, etc.). ADF has representatives on all levels of this process. Joe discussed the current status of CRM and the body of work sent to the administrator resulting in an AC. Discussed how the ATP group had been submarined and that groups work was placed on hold due to a leaked report to the WSJ, and now Congress intervention. The only two remaining groups are the Flight Path Management, and the Air Carrier Training Contract Training (142). The Steering Committee group is working with the Administrator to resolve specific questions on those groups and other specific issues, which are handled in correspondence with members and later discussed as a group meets quarterly. Joe then discussed ADFs involvement in AviationWorks4u. This project was created by ALPA to gain interest in aviation throughout various levels of adolescence and continue that through into adulthood for pilots, aircraft dispatchers, ATC controllers, flight attendants, mechanics and other airline operational occupations. The project goal is to alleviate projected shortfalls in workplace growth. Joe went to previous meetings in DC for brain storming ideas help the team input, created website template silo for aircraft dispatchers to populate with information on AD certification. Joe gave special thanks for all the feedback and assistance that was provided to help fill the webpage silo allotted to aircraft dispatchers. Joe briefed group on how he approached the day at IADs Air and Space road show, getting the different groups educated on dispatch from DAL s dispatch video, and interaction with attendees while offering participants the ability to test their knowledge of airline operations. He had suggested areas of education needed including math, science, geography, communications, weather, and discussed how Aircraft Dispatchers utilized those tools daily. Joe mentioned that Aviationworks4u team hopes to expand the work topics to Ops personnel, airport operations, meteorologist, etc. Joe also advised he has no objects that more ADF board members attend roadshow

5 events showing diversity of our group. ADF was invited to an Aviationworks4U follow up meeting in IAD. (attended by John Schwoyer) Future development meetings times and locations TBD. Joe suggested beyond ADF s pull up banners, we invest in table skirts that have our ADF logo on it and advised that other groups (ALPA, NATCA) had items for all ages, like coloring books and interactive apps beyond basic pamphlets. Groups discussed the age requirements of dispatch certification and that coloring books would not be an appropriate use of funds also PDA apps are cost prohibitive, but a table skirt and more pamphlets would work fine to get point across. Moving on to next topic Joe discussed that the ADF twitter has been separated from his personal twitter account. He expressed that the ADF Media/Publications Representative should be working on all social media outlets advocating information for our group. Other dispatch social media sites post activity daily. Currently ADF VP Technology and few other board members have been posting aviation related pics and comments. Special thanks to Michelle and Jake, for all the posts. Joe discussed his office visit, to Hawaiian Airlines. (before his vacation) HAL has again offered to host/sponsor a business meeting in HNL and help with those SWA ADF board members who would need travel getting to the islands. (via PS travel from a west coast gateway) PAFCA-DAL advised that their members would not look favorably on long trips for a 4-5-hour meeting, especially in Hawaii and that they would not attend. Joe completely understood PAFCA-DAL and other comments about the long travel to HNL, cost involved, and advised he would bring this HAL visit to the ADF board for discussion. The group voted that even though costs deferred by HALs sponsored event could potentially make a HAL business meeting cost effective, perception

6 to ADF membership was key and in the best interest of our group, ADF MUST remain in the CONUS for ADF business meetings and safety summits. ADF would utilize west coast locations for business meetings to help HAL members who could attend. (LAX, SFO, SAN, SEA) Joe then moved onto the Video project. Since the ATL meeting, ADF board voted to cancel the Video project. Joe met with production company and explained ADF s decision and discussed ADF s signed contract agreement. The production company was disappointed and agreed that ADF s deposit was sufficient for work already done. No further payment would be needed and should ADF need their services sometime in the future, they would honor the original contract. Joe then moved to next topic Future Concerts Meeting (FCM) with FAA, and in LA meeting, asked for volunteers to attend the meeting. At that time, no one had availability so Jake stepped up and went to that meeting. (since it was in Dallas) The follow up meeting was in DCA and ADF sent Jake to maintain continuity that ten (10) percent of the tasks and projects where to be presented in the final meeting April. The bases of this project are to have the group work in four dimension which would incorporate some of the ATC collaborative decision support team and process and migrate that into a flow escalation team and that would work in with NextGen projects being discussed in other DC groups from Wake recat to Surface movement teams. Jake advised the next meeting was on 12 th and this continues into the final stage of the plan which as mentioned is working to dovetail this project with other active projects and work to harmonize the advancements into one package with all stake holds from Airlines FAA, ATC and industry (manufactures to airports). There was a group discussion on meeting attendance and core function of ADF and its members. Should ATC coordinators,

7 Equipment coordinators, and routers be separate from Dispatch Function or treated as a whole, since not all members hold current qualifications in all posts / job functions. Damon 549 President was first to speak up that we as ADF must represent all aspects of dispatch and stay true to the roots of dispatch even though many offices have separated out the functionality of each aspect of dispatch it is all part of the group makeup and the organization should not be limited to one aspect of job function especially if meeting is all encompassing. Joe echoed those thoughts stating, being a volunteer organization, we send those who have expressed an interest and are willing to take on the task and seek out aid, expand their knowledge to include others if the meetings need specific scenarios answered or tasks resolved that require a SME. Joe took this time to also mention that ADF does not pay expenses unless they are on the ADF website events calendar. Joe asked Jake to post upcoming events on calendar and Jake asked to speak to Catherine to clarify some points prior to entering safety symposium John advised on additional items of the ACT ARC, the Flight Path Management group is working on several items which Dispatch is limited on involvement but ADF ensured that any change that the crew receives from ATC (of significance the Dispatcher also needs to receive) so CPDLC messages need to also include Dispatch addressing, and Oceanic clearances where cited as an example and this is one tool for international dispatchers to review the crossing message as crew reviews it and can identify any changes to filed plan and or anomalies, and the FPM group discussed the difference from turn 10 degrees for weather for ten miles and turn ten degrees until advised for return which can be 100 miles or more and items of fuel duration to drift down, to turbulence or other weather

8 factors, to MEL restrictions and or for navigation limitations that all need to be reviewed by dispatcher. John discussed the NACSC monthly meetings and how the FAA is using the waterfall effect and discussing the building effects of Wake re-categorization to surface movement tools aid in reducing taxi times and improve efficiency on ground, Data Comm and ADSB advancements are building blocks to CPDLC and ASDX communication and separation standards will dramatically improve efficiencies this will theoretically allow for improved efficacies on IMC days, since the capacity if reaching limitations. FAA advised that the 2020 equipage mandate is key component to smooth transition of airspace management since just one aircraft into an arrival stream of an airport can reduce the arrival standards for all aircraft in that bank of aircraft requiring greater separation and inability to execute arrival or departure flows thus not meeting expectation of FAA / ATC / Airlines. Many discussions of NACSC are on improvements that TF5 proposed and vast majorities are east of the Mississippi where congestion limitation on existing perimeters. NACSC is working to establish an East Coast goal from Boston to Washington DC and priority list. FAA financial limitation concerns with new administration ways heavy on the FAA and ATC but most of the NextGen projects are funded for next year or two, and some are funded until UAS are creating issues that need to be addressed in both the ACT ARC and NACSC since FAA has to identify regulatory restrictions and limitations prior to any mass flooding of commercial drones into the NAS. ADF meeting involvement: ADF has identified Jake Zelman and Patrick Boyle as UAS reps for meeting involvement, for both their personal and professional interest in UAS. Jake will attend first upcoming UAS meetings.

9 DADE UAA Meeting in MCO ADF was invited to attend but this is mostly job fair and/or college fair to interested students attending specific colleges to obtain career information. VTC invited ADF EVP to discuss the dispatch profession and career specifics to students and potential students in a day and half events May 3-4 MCO. The issue is the invite was not from UAA and waiting to see if there are specific details prior to committing to event, to limit liability and fully understand what expectation is of ADF in this role. Speaking to London organization about Operational control proposed dates April 28 London (waiting specifics on group) Mike Timpe-Treasurer: Mike advised full financials are available upon written request but the total membership on the previous meeting minutes was incorrect and needs to be corrected. (for the record). ADF s finances are in line with what is expected for this time of the year and ADF has healthy balance sheet. Joe advised that the Union leadership was sent full disclosure of financials (as a courtesy) and any other request for financials needed to be requested by to the ADF President Joe said target goal was to have all 121 scheduled carriers as members. Jet Blue, Frontier and Spirit are last passenger carriers and Fed Ex and DHL last cargo carriers not members. At this time, Joe asked if all folks had a chance to review and make changes to previous meeting minutes, which we would take changes and motions to accept after break. After break Brian Brown voice his concerns for changes (mostly grammatical) and after those corrections, Debbie K make motion to approve previous meeting minutes and Brian Brown second motion floor carried vote.

10 Paul Viola reported that DAL is now 435 total members and beyond that nothing new to report. Larry Merchant-VP Industry Relations: Larry Merchant advised concerns of SWA membership and who ADF is sending to represent industry as a collective group. Joe acknowledge the concerns and advised that ADF is an all-volunteer organization. If person who is attending ADF meetings wants to attend these functions or meeting on behalf of our organization, ADF will send them. Joe also advised it s kind of hard to approve sending a ADF member to an industry meeting or function when they haven t even attended an ADF business meeting. Larry also expressed his interest to attend more functions as VP of Industry Relations of ADF. Joe asked if there is a specific meeting. Larry suggested aviationworks4u is one he d be happy to attend. Joe mentioned next meeting was a follow up and EVP had already committed to that but would be happy to send Larry to next even. Larry thanked Joe and said he would go. Larry also mentioned that SWA had proposal to hire 20 more dispatchers this year. Jake Zelman-VP of IT: Jake reported on website hits and also patches and fixes that where made recently. Jake advised that changes to web site has resolved some long-standing items and he would be happy to have more feedback from the users on other changes and or enhancements. Jake also asked Damon for contact for Sun Country and UPS and Envoy delegate. Damon said he would reach out to those organizations to get current delegate information since there was high turnover at some of the regionals and lack of commitment to ADF from smaller carrier he will get back to Jake on those individuals or a proxy as president.

11 Due to earlier discussion of activity Jake asked Board about attending an upcoming UAS March 27 meeting, Joe said yes, he was welcome to attend and John pointed out that he and Patrick where the designated UAS reps for ADF so it was only appropriate that one of those two went. Jake said he would go and write report back for group. Jake also discussed the Linkdin account and now he is in control. He advised that was part of his obstacles in getting permission to use part of a song with approval for music rights for documentary and reports long story short, it is now centralized within ADF control and he would monitor who is representing themselves as an ADF member. Jake discussed a SWA jump seat issue (involving service animal travel) but it was an internal SWA matter and if anything, noteworthy came out of that issue he would advise ADF or post on website. Jake asked about membership cards and creation of a template and Joe was concerned about liability issues as well as expiration date on cards. ADF would not pursue ADF membership cards due to costs involved. Matt Berg-VP of International Relations: Matt Berg reported on upcoming International meeting with EUFALDA/IFALDA May in EZE, Matt is authorized by UAL to go and PAFCA would be attending. Joe would attend to further show good-will for reengaging with the group. Brian Brown advised beyond obtaining confirmation from individual if they are interested in attending and what Larry reported he had no new news to report.

12 Michelle Betcher-P of Aviation Rule Making: Michelle reported ARAC meeting was different (bizarre) meeting discussing ice crystals and the requirements for proposed load master certificate and then group discussed new administration and mandate that there will be NO NEW TASKINGS, working to close out current open tasking s. Damon reported that AA has admitted that they are understaffed, and are calling in overtime an average of 12 open desks per am/pm shift(s) and 4 to 6 midnight shifts, of the fourteen furloughs only seven have accepted return offer so AA will be hiring an un-know number of dispatchers but ADF will be advised once that decision is known. Express Jet has a contract after 7 years but now 100 aircraft are being returned to UAL and the workload may reduce. Paul New advised that Endeavor has joined their organization and the total PAFCA is now 915 Derek Nemis PAFCA-UAL Nothing new to report Brandon Caple PAFCA-UAL Nothing new to report John-SWA nothing to report Catherine Jackson: Safety Summit Oct Dallas Doubletree Hotel and they offer shuttle service from Love or train station, DFW airport to train station info to follow

13 Joe gave initial proposed speaker list to Catherine to review and adjust. Catherine pointed out that Oct 3 is key Leadership Counsel and they would be given 1.5 hours with moderator with discussion planned on workload professionalism, etc. logistics change to stage extra mics seats for panel Have commitments from AVTEC and ADF will provide a speaking spot Group discussed since we have one panel the option for an ATC panel discussion or other special items Catherine said she finish all logistics and report back in summer meeting but all is falling into place Other Business: Patrick Boyle: Sends his regrets and unable to attend. Nothing to Report. Phil Brooks-Jumpseat Cooridinator: May 9 SWA Jumpseat listing going electronic. Please be patience with the process as SWA works out bugs in their system. Raj Singh-ADF Security: Managing information of travel ban and will report to distribution list as require for any changes. Security brief advised our crews to exercise caution abroad and to avoid large crowds like sporting events and or concerts remain neutral aka: low key without drawing attention to yourself. As always, all security information for Aircraft Dispatchers is on a need-to-know basis.

14 KCM: Joe advised that ADF is still working on a solution, adding Aircraft Dispatchers to KCM however every time ADF appears to be making headway, other threat factors or incident crops up delaying this process. ADF will continue to work with TSA and contacts to get KCM approved. Joe advised members to utilize TSA-Pre-Check, Global Entry, and arrive early to catch flights. Media and Publication: Joe mentioned ADFs newsletter (or lack thereof) in previous business meetings and the failure to produce a quality newsletter product for our members in a timely fashion was unacceptable. It was also mentioned ADFs newsletter is also attached to our vendor sponsorship agreements which presented concerns for the Executive Board. Lack of communication from ADF s current Media/Publications representative to our ADFs Executive Board has been quite noticeable. It was also mentioned that other dispatch groups/organizations have published numerous newsletters since ADF latest older newsletter publication. ADF possesses powerful tools available to advocate, communicate, and reach out to our industry via ADF s website, social media, and though our newsletter. Although ADF did receive a new newsletter for submittal, the group reviewed its content, discussed what was submitted, what is expected, and the future vision for this product. Simply put, ADF Executive Board agreed the product submitted was not acceptable and change was needed with ADF Media/Publications Representative. A Presidential Motion was made to officially remove Mr. Andrew Bagley from his ADF position as Media/Publication Representative effective immidialy. ADF Executive Board in attendance (John and Mike) second this motion with no objections from the floor in attendance.

15 ADF President will send a signed letter (certified mail) to Mr. Bagley from ADF s Executive Board Executive explaining their action of removal. ADF will remove his ADF website address, remove him from website administrative access, and his name removed from all our organization publications. The letter will also make reference ADFs bylaw amendment 13, Return of ADF Property Joe agreed that it was acceptable for our current SWA ADF Representatives to reacquire ADF s property from Andrew and Larry would speak with him upon returning to Dallas. Since Matt was originally tasked to ADF s newsletter, Joe asked if he could step up and put together an acceptable newsletter for publication and continue this for the ADF until a new Publications/Media representative was selected. Matt Agreed.
