4 Review Process Stage 1 Stage 2 Stage 3 Stage 4 Applicant and project are eligible. Meets minimum tech and economic requirements. AEA staff assesses technical proposal, qualifications, schedule, project management, business plan, energy resource quality. DNR staff assesses permitting risk and resource availability. Under ISER oversight, independent economists assess life cycle economics. AEA recommends funding level. Proposals scored and ranked: Cost of energy (25%), Matching (20%), Stage 2 Feasibility (20%), Readiness (10%), Readiness (15%), Sustainability (5%), Local Support (5%). AEA adjusts Stage 3 ranking to provide statewide distribution of projects. Recommendations provided to Legislature.
