1 Version: 19 December, 2009 Determining Sampling Universe EGI: Sampling Methodology The sample frame for the selection of business concentrations in the old 19 district headquarters is a subset of the list of all mahallas/paras within and adjacent to the urban areas of that district headquarter. These lists of all mahallas/paras were collected from the BBS Population Census 2001 database and updated using secondary information. Updating the Sampling Universe The second step of the sampling process was to estimate the number of business enterprises located within each of these mahallas/paras. These were estimated using (a) the BBS listing of 10 plus enterprises (i.e. enterprises employing 10 or more employees) from BBS 2003/2006 Economic Census database; (b) obtaining insights from Business Membership Organizations (BMO) such as chambers, associations and market/bazar samity s in identifying business concentration locations of their town/city and adjacent areas; and (c) physical visits by The Asia Foundation (TAF)/Data International (DI) field staff to each of the locations identified by (a) and (b). Specific interventions and adjustments under each of the three activities are highlighted below (a) A list of business enterprises by mahallas/paras was generated from the Economic Census 2003 (and updated in 2006). This list was then matched with the mahallas/paras listed in the population census. However, in many instances, the mahallas/paras reported in the Economic Census had to be split into several segments as they were found to be too generalized. For example, an enterprise reported in a mahalla/para named Budda may actually belong to West Badda or East Badda. (b) Field staff from TAF/DI visited the majority of the BMOs under each of the 19 districts. The list of areas with business concentrations that had been prepared from the BBS Population Census and the Economic Census were given to the BMOs for review. Consequently, they were requested to add new locations if there were any that had not been included in the DI listing. (c) After completion of the above two steps, the mahallas/paras that did not have much business concentration were dropped from the listing. Table 1 below provides the summary of mahallas/paras identified and the updated business concentration locales. Soon after finalizing the list of business concentrated areas, teams from DI visited each of the listed area and compiled rough estimations of the number of enterprises in that location. Attempts were also made to count the number of 10 plus enterprises in each of the locations.

Teams from DI visited all the enterprises in selected locations and recorded information on their employment, type of business and legal status. Steps taken in applying PPS is described below in each of the 19 district towns/cities covered in the study. Table 2 is referred to in each of the eight steps mentioned below. A hypothetical town and its business concentration data is being presented and analyzed. 1. List all Mahallas/Primary Sampling Unit (PSU) in the project area (Column 1) and their population of 10+ Businesses (Column 2). 2. Calculate the running cumulative population (Column 3). The last number in this column is the total population (businesses) of the project area. In this illustration, the total population is 629.

3 3. Determine the number of sites which will be visited. It is assumed that the listing will be limited to 10 sites. 4. Divide the total population of the project area (629, the final figure in Column 3) by 10, the number of sites we decided to visit. The result, 62.9 (rounded to 63) is called the Sampling Interval (SI). 5. Choose a number between 1 and the SI at random. This is the Random Start (RS). In this sample, the RS is Calculate the following series: RS; RS + SI; RS + 2SI; RS + 3SI; RS + 4SI; RS + 5SI; RS + 6SI; RS + 7SI; RS + 8SI; RS + 9SI. Example: RS + 2SI is to be calculated as 2 times the sampling interval added to the random start. In this case, (63) = Each of these 10 numbers corresponds to a site on the list of Mahallas/PSU. The PSU selected are those for which Column 3, the cumulative population, contains the numbers in the series we calculated. For example, the first number in the series, 38, is contained in Mahallas 3, which holds numbers The second number in the series, 101, is contained in Mahallas 4, which holds the numbers Continuing in this manner, the desired number of sites will be selected. In this example, the selected villages are numbers 3, 4, 5, 8, 14, 18, 19, 21, 24 and 27 (Column 5). Notes: Once the Mahallas has been selected, all eligible businesses in the Mahallas should be considered in the listing.

Type of business has been classified under 3 categories: (i) manufacturing; (ii) trade; and (service). Size class is defined in terms of full-time employment, and is also categorized into three types (a) 3-5 works; (b) 6-9 workers; and (c) 10 to 99 workers. It is apparent that very small firms

5 (less than 3 workers) and large firms 100 or more workers will not be included in the sample of firms to be studied. Table 3 lists the 9 categories of enterprises. The objective of three-way cross-classification by type of business and size class warrants a minimum acceptable coverage of each of the 9 categories (Table 3) to draw inference from about the population characteristics from the sampled firms. Based on Economic Census information, usage of a proportional sampling approach from the census data (limited to 3-99 worker establishments) would yield a very high representation from the 3-5 worker sized enterprises and conversely too few from the large size classes. In most towns to be studied, proportion sampling could lead to very few being selected from categories 3, 6, and 9. Table 4 presents the population of businesses, cross-classified, under the census effort for selected business concentrated locations of Barisal town. In addition, the latter entities are the ones that would be instrumental in shaping the business environment through the DPPDs (define). The efforts of the larger firms towards improvement in business climate would serve as a positive externality for the smaller firms in carrying out business activities. Accordingly, the expedient course is to treat them as different universes and pick 100 from the '3-5' enterprises (Group A) and 100 from the '6-9' and 10+ enterprises (Group B). There are several advantaged of segmenting the sample into two groups based on employment size class. Within each group, the population proportions for

6 manufacturing, trade and services can be applied to obtain the sample size for the corresponding cell. The results of the two groups may be interpreted separately, or one could weight the final results of the two groups using the relevant population proportions to obtain a composite picture. Once the proportion for the two enterprise universes (i.e. Group A: 3-5 workers and Group B: 6-99 workers) have been calculated, in conjunction with the number of enterprises in each locale that belongs to either of the two groupings, this can be translated into actual numbers. As an illustration, Table E1 presents the census distribution of enterprises for a district town covering a select number of business locations. According to Table E1 there are 442 enterprises with 3-5 employees, of which 137 are in the manufacturing sector. Given that 200 enterprises is the sample size for a single district (split evenly between the two groups), Group A manufacturing (representing 31%) calls for 31 enterprises from size class I to be surveyed (Tables E2 and E3). Group B has two size classes Group B1 and Group B2 who collectively have a target of 100 sample split across 3 subsectors. Based on proportional sampling, 45 manufacturing units have to be covered under Group B, with 25 units from size class II and 20 belonging to size class III. Based on the same analogy, Table E2 provides the relative ratio (representation) for each size of firm by manufacturing, trade and service sector. Table E3 has been derived from Tables E1 and E2, presenting the distribution of sample coverage for the targeted district. Lists of randomly selected enterprises were handed over to the field supervisor for data collection. In selecting the list, 5% additional sample for each size class and group were picked as replacement sample incase of refusal or unavailability of the enterprise.
