INTRODUCTION 1.1 This rally will be run in compliance with the FIA International Sporting Code and its appendices, the National Sporting Regulations which comply with the FIA regulations, the 2016 Standard Regulations Rally of the KNAF (Dutch ASN) and these Supplementary Regulations. Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins (issued by the organizer or the Stewards). Additional information will be taken into the Rally Guide, to be published on May 12, Surface of the Special Stages: 90.0% paved. 1.3 Total length of the Shortrally: 277 km Number of special stages: 6 Total length stages: 61 km Number of legs: 1 (Friday June 3, 2016) 2. Latest 2 hours after publishing the definitive final classification, all competitors and their service teams must have cleaned and left the central service area (see also: ). 4 ENTRIES 4.1 Entries close: Saturday May 21, 2016, 24: Entry procedure Any Dutch licensee wishing to take part in the ELE Shortrally 2016 must make the entry via the KNAF website. After logging in on Mijn KNAF with license number and private password the entry procedure as indicated on the website has to be followed. Foreign licensees have to download the entry form from the website and send this in, duly completed and signed, to the permanent Rally Secretariat before the closing date of entries, as described in these Supplementary Regulations. In case the entry form will be sent via , the original form has to be received by the organizer within 2 days after closing of the entry. The entry fee has to be paid as described in art. 4.5 of these Supplementary Regulations Licenses Admitted Dutch licenses: 1st driver: minimum KNAF Club License Driver (Short)Rally. 2nd driver: minimum KNAF Club License Navigator (Short)Rally. In case a driver is under 18, the parent of that driver has to have at one s disposal an ASN parent-child license. Admitted foreign licenses: 1st & 2nd driver: - EU License or comparable, issued by an ASN authorized by the FIA. International license grade C or R. 4.3 Number of admitted entries and eligible vehicles The maximum numbers of entries is fixed to: 25. 9 4.5 Payment Payment of the entry fee can only be done by bank transfer to bank account of Stichting ELE Rally (stating name of the team). Bank details: IBAN: NL56ABNA BIC: ABNANL2A. The entry fee should be received by the organizer ultimately on the day of closure of the entries (May 21, 2016 at 24:00). In case the payment has not been received, and has to be paid at the starting table, the payable fee will be increased by 50,-, without any exceptions. The entry will be only be accepted after full payment. 4.6 Refunding The full entry fee will be refunded: 100% to entrants not accepted. A part of the entry fee will be refunded: 90% of the entry in case the short rally will not take place Entry fee minus 100,- in case of cancellation by the entrant before May 26, % of the entry fee in case of cancellation by the entrant between May 26 and 31, If, as a participant in the short rally championship, you wish to participate in the full ELE Rally, and have the appropriate licenses, please see the Supplementary Regulations of the ELE Rally, mainly section 2.1 and INSURANCE 5.1 Entrants and/or drivers must have valid insurance covering them against liability for both personal injury and damage to property of third parties on public roads of the rally. It is entrants and/or drivers responsibility to arrange such insurance and/or extend to existing insurance as necessary. Entrants and/or drivers will be required to sign and declare that they are covered by such insurance (see article 5.3). Any failure to sign a declaration shall mean that the car in question shall not be permitted to start. 5.2 In the individual entry fee the premium for the insurance of liability of competitors and drivers is included. Summary: The organizer has made arrangements to insure entrants and drivers against third party risks while taking part in such parts of the rally as are held on private lands or on roads specifically closed for the purpose The indemnity provided under this special insurance is maximum ,- covering any incident or occurrence. The own risk is 2500,- per claim. In case of damage the organizer will allocate this amount to the competitor(s) causing damage. This cover will come into effect at the start of the rally and it will cease at the finish of the rally or at the moment of retirement or exclusion. Page 9 of 15

10 5.3 Indemnity clause Entrants and both drivers are obliged to sign the Competitor Signing-On Sheet. By signing this sheet the entrant and both drivers declare to be familiar with and agree with the following declaration: I have read the General Prescriptions of the FIA, the FIA European Rally Cups Regulations, the SRR of the KNAF and the Supplementary Regulations for this event and agree to bound by them. I declare that I am physically and mentally fit to take part in the rally and I am competent to do so. I acknowledge that I understand the nature and type of the competition and the potential risk inherent with motor sport and agree to accept that risk. The organizer, sponsors, officials and marshals of the event, and also the KNAF on one side are not liable against competitor (entrant and drivers) for any damage at all with respect to participation in this event, while at the other side competitor will hold harmless the organizer, sponsors, officials and marshals of the event, and also the KNAF against all damages and liabilities to third parties. I declare that the use of the vehicle hereby entered will be covered by insurance as required by the law which is valid for such part of this rally as shall take place on roads not belonging to a special stage I declare that I hold a full valid driving license. In case the 2nd driver cannot produce a full valid driving license and a valid 1st drivers competition license the 1st and 2nd driver declare not to change function. If a member of the team is under 18 years of age, this Competitors Signing-on sheet shall also be countersigned by the legal representative or a person authorized by the parentchild license holder by submitting a written authorization. 6 ADVERTISING AND IDENTIFACTION 6.1 Compulsory Advertising, conform SRR art consists of: Helichem ELE This compulsory Advertising has to be applied IN FULL and MAY NOT BE ADAPTED. 6.2 Additional advertising, conform SRR art 18.8 consists of: Bo-rent Rallyschild.nl SchippersStop Competitors accepting this optional advertising have to reserve an area of 50 cm width and 33 cm height underneath the competition numbers on the front doors. It is NOT ALLOWED to adapt this optional advertising and the stickers have to be fitted AS A WHOLE on the front doors. In case this is not obeyed a penalty will follow in accordance with SRR art Rally plates. The organizer will provide each crew with two rally plates. 6.4 Competition Numbers. The organizer will provide each crew with 2 front door stickers, 2 sets of competition numbers for the rear side windows and 1 set of competition numbers for the rear window. 7 TYRES See Appendix V of the SRR. 8 FUEL 8.1 Not applicable 8.2 Not applicable 8.3 Not applicable Page 10 of 15

11 8.4 Refueling of the car. Refueling of the car is only permitted on the location of the refuel stops, indicated in the road book. A refueling area is organized at: Central service area, SchippersStop, Habraken , 5507 TR Veldhoven As indicated in the road book, between the exit of the service area and TC Service OUT a refueling area is organized. Refueling in the service area is forbidden! See also the map in the Rally Guide, Appendix 4. Both drivers have to be outside of the car during refueling! 9 RECONNAISSANCE 9.1 Registration procedure The road book for the Reconnaissance will be issued on Thursday June 2, 2016 between 17:00 and 19:00 at SchippersStop, Habraken , 5507 TR Veldhoven. And at Friday Jun3, between 11:00 and 12:00 During the issuing of the road book, the registration of the reconnaissance car will be registered (on production of the registration papers) The organizer will provide every crew with 2 stickers with the competition number. These stickers should be applied as follows on the reconnaissance car: 1 sticker on the front windshield, right top corner 1 sticker on the right rear side window In case of absence of either or both prescribed stickers on the front windshield right top corner and/or on the right rear side window, the crew will be penalized with a time penalty of 2 minutes. In case the crew will use any other car than the one registered during the issuing of the road book, this will be penalized as follows by the organizer: 1 st offense: a time penalty of 2 minutes; 2 nd offense: no admission to the start for the crew concerned. 9.2 Specific and/or national restrictions and the maximum speed on the special stages It is strictly forbidden to drive on roads which will be used as special stage after the rally guide has been issued. The organizer shall carefully control the special stages. Reconnaissance is only allowed on the date and time as mentioned in art of these Supplementary Regulations Any offence against the above mentioned rules (SRR art. 20.2) will be considered as an offence against reconnaissance rules and will be penalized as follows: 1st offence: a 2 minute time penalty. 2nd offence: non-admission to the start of the rally. The decision of the organizing committee or Clerk of the Course will be final. Such decision can be made irrespective whether or not Police and/or officials have taken any sanction and irrespective of the outcome of such action. There is no right of protest or appeal and the entry fees will not be refunded The organizer gives the entered competitors the possibility to perform a reconnaissance of the special stages according to the time schedule below: Day: Reconnaissance time: SS: Thursday June 2, :30 23: Friday June 3, :30 16: Page 11 of 15

12 9.3 Speed and speed checks. During the reconnaissance of the special stages, it is forbidden to drive on roads of the special stages at a speed which exceeds the maximum speed limits, permitted by traffic laws. Police and marshals will monitor the behavior of the competitors during the reconnaissance, using visual, electronic, photographic or video methods. Offences will be reported to the Clerk of the Course who may, based on the evidence, impose penalties that may go as far as refusal to start (SRR art 20.4) During reconnaissance, competitors must adhere strictly to the traffic rules. The maximum speed allowed on special stages during reconnaissance is 70 km/hour (!), unless local traffic rules indicate a lower speed, as mentioned in art ADMINISTRATIVE CHECKS The following documents will be checked: Entrants license (if applicable); Drivers competition licenses; "Parent-child" license in case of a minor participant Drivers licenses; Identification of the drivers (driver s license/passport/id card); ASN authorization for foreign competitors; Completeness/accuracy of all information on the entry form; Insurance cover of the competition car; Insurance cover of the reconnaissance car; Registration papers of the competition car; Registration papers of the reconnaissance car; Payments; 10.2 Time schedule The voluntary documents check will take place on Thursday June 2, 2016 between 17:00 and 19:00 at SchippersStop, Habraken , 5507 TR Veldhoven. 11 SCRUTINEERING, SEALING AND MARKING 11.1 Location and timing Noise Check. Prior to the Scrutineering a Noise Check is held at Das Koerier Logistics, Habraken 2154, 5507 TH Veldhoven on Friday June 3, 2016 following the schedule below: Start number: Time at Noise Check: :30 16: :60 16: :30 17:00 The crew does not need to be present. Per crew maximum two service mechanics may be present. Therefore the crew has to complete the authorization Scrutineering (appendix in Rally Guide) in two fold, and have this handed over at the scrutineering Location and timing Scrutineering. The Scrutineering will take place at: Schippers Stop, Habraken Veldhoven on Friday June 3, 2016 following the schedule below: Start number: Time at Scrutineering: :45 16: : : The crew does not need to be present. Per crew maximum two service mechanics may be present. Therefore the crew has to complete the authorization Scrutineering (appendix in Rally Guide) in two fold, and have this handed over at the scrutineering. Page 12 of 15

13 11.3 Presentation of car at Scrutineering (addition for foreign competitors) SRR : When presenting the car at Scrutineering all auxiliary lighting must be mounted on the car, as it will be used during the event. 12 ADDITIONAL ASPECTS OF THE SHORTRALLY 12.1 The official start of the Shortrally will take place on Friday June 3, 2016 at 20:20 on the starting ramp (TC0) at SchippersStop, Habraken , 5507 TR Veldhoven Starting procedure: The start of the special stages will be given by an electronic countdown system, that will count down the seconds, clearly visible for the team on the starting line. This system is provided with a start light system and connected to a start detection system, to register an early start of the competitor. In case of failure of the electronic system or when the start has been delayed the start official may choose for a manual start procedure. For circuit special stages the manual starting procedure will be used Finish Procedure: according to SRR Early check in at the end of the Shortrally. Crews may check-in early without incurring a penalty at the Finish of the rally Deviating prescriptions All wishes and requests regarding the service locations must be noted on the entry form. See article 3 for the closing date, such that any such requests can be taken into account during allocation of the service locations. Please consider: Grouped location of multiple teams Size of your trailer Drawing of your desired service area(s). Note that the fixed depth of the service area is 10 or 6 meters. The width can be expanded (see 4.4.1). You can also reach the service area responsible person via service@elerally.nl Service Welcome Center All service teams must report on Friday June 3, 2016 between 08:00 and 16:00 first at the Service Welcome Center where they will receive their documents (a.o. stickers and rally plates for the competition car) and the location of their allocated service area. The Service Welcome Center is located at Habraken 1300, Veldhoven. At the Service Welcome Center all competition cars must be unloaded from trailers. Here also the trailer park is located. Unloading of competition cars near the service area is not possible! After application of the correct service rally plates and stickers on the service vehicle(s) you may drive the service vehicle(s) and the competition car to the service area. The trailer will remain at the Service Welcome Center. At the entrance of the service area you will be guided to your service area by an official. The distance of the Service Welcome Center to the central service area is approximately 1300 meters Central service (SchippersStop, Habraken , 5507 TR Veldhoven). Access to the service area is only for (service) vehicles with a rally plate Service and window sticker Service clearly applied on the front windshield. There is a possibility of purchasing additional access by means of an additional service package, see article Service teams should first report at the Service Welcome Center, see article The surface of the service area is rolled concrete/tarmac/sand, same as in 2014/2015. Please take this into account and take measures for potential sinking of jacks and supports All service areas need to be cleaned and left decent. In case of offense, the considered crew will be charged with all applicable costs afterwards Permission for staff of Omroep Brabant and RTL GP Rally special for under supervision of an official of the organization changing of film tapes in the regroup area or Parc Fermé on the Schippers Stop terrain, Habraken Veldhoven. 14 Red flag/light in circuit stages (Deviant rule in the Netherlands: SRR ) During circuit special stages, a red flag can be shown just before the situation where the stage joins the acceleration lane. This red flag indicates that competitors have to stop immediately at that point and keep free space for emergency vehicles. The special stage has been stopped. The stopped competitors will receive a suitable driving time, to be determined by the Clerk of the Course.
