COMPETITORS AND SERVICE CREW SERVICE PARK MEDIA OFFICIAL NOTICEBOARD ALL OTHER ENQUIRIES Graham Malcolm Event Manager graham.malcolm@rallytas.com.au Rod Peck Service Park and Super Special Stage Manager rod.peck@rallytas.com.au Mitch Newton Media Manager mitch.newton@rallytas.com.au info@rallytas.com.au Article 3 Organisation a) Subaru Rally Tasmania will be a National Championship Special Stage Rally, held under the FIA International Sporting Code including Appendices, the National Competition Rules (NCR) of the Confederation of Australian Motor Sport Ltd (CAMS), the National Rally Code, the 2018 CAMS Australian Rally Championship (ARC) Regulations, these Event Supplementary Regulations and any Bulletins authorised under the ARC Regulations. b) The Event will be conducted under and in accordance with CAMS OH&S and Risk Management Policies, which can be found on the CAMS website at c) The Event will include a component which is Round 3 of the Tasmanian Rally Championship to be run under the provisions of the Tasmanian Rally Championship Regulations. d) Where there is any conflict between the relevant Tasmanian Rally Championship Regulations and the ARC Regulations and these present Regulations, the ARC Regulations and these present Regulations will apply. e) The CAMS Permit Number authorising the Event is: 818/2907/01 f) The Organiser and Promoter of Subaru Rally Tasmania to take place on 27 th to 29 th July 2018 is Rally Tasmania Pty Ltd Page 4 of 17

One of these Special Stages will be on a bitumen surface. See Itinerary - Appendix II b) The Event will be a Sprint Event as defined in the ARC Sporting Regulations and will consist of two Heats on successive days. c) Competition in the second Heat will be conditional on the vehicle having started in the first Heat but not necessarily finishing that Heat. d) Competition in the second Heat will only be available to those vehicles completing Heat One or being placed in the overnight Parc Fermé prior to 0100 hrs on Sunday 29 th July. Crews not completing Heat 1 must notify the Organisers in writing of their intention to restart in Heat 2 by 1800hrs on Saturday 28 th July. Page 5 of 17

8 Article 7 Vehicle Eligibility a) For ARC vehicles, eligibility will be in accordance with 2018 Australian Rally Championship Regulations Part 1 Sporting Regulations and Part 2 Technical Regulations. b) Invitational Rally Cars may be accepted at the Organiser s discretion and will primarily be special interest vehicles which comply with relevant safety regulations of CAMS. c) For the Tasmanian Rally Championship, vehicle and class eligibility will be in accordance with Rally Road/Eligibility in the CAMS 2018 Manual of Motor Sport & the Tasmanian Rally Championship Series Regulations. d) Vehicles registered in Queensland under the Transport Operations (Road Use Management Vehicle Registration) Regulation 1999 require a Compulsory Third Party Insurance (CTPI) extension valid for this Event. Article 8 Competitor Eligibility a) Competitors who are eligible for the Tasmanian Rally Championship may be entered in the ARC section of the Event and also be eligible for Awards and Points in the Tasmanian Rally Championship. Where Competitors enter only the Tasmanian Rally Championship part of the Event, the Crew will not be eligible for ARC Awards or Points. b) For the ARC both the Driver and Co-Driver shall hold, as a minimum, a current CAMS National Rally licence. Co-Drivers who will not drive during the Event may hold a National Rally Navigator Only Licence. The minimum licence requirement for other Competitors is a Clubman Rally Licence. c) If entered in the ARC section the Driver of the vehicle must be registered for the 2018 ARC. Registration is free and may be made through d) Where Competitors enter only the Tasmanian component of the Event, they will be seeded behind the ARC Crews. Article 9 Article 10 Apparel Crews must wear at minimum the apparel outlined in Schedule D of the 2018 CAMS Manual of Motor Sport. Note that apparel standards are different for ARC and State. Entry Form, Entries and Entry Fee a) Entries are to be made via the online Entry Form available from Competitors unable to access the online Entry Form are to contact the Event secretary. Payment is to be by EFT, cheque, money order, PayPal or credit card as directed on the Entry Form. The disclaimer form is to be downloaded and signed by the Competitor, Driver and Co-Driver and presented at documentation. Entries will only be accepted when the Competitor, Driver and Co-Driver have been nominated on the Entry Form and payment is made in full. b) Entries open upon publication of these Supplementary Regulations. c) Entries close 2000hrs on Friday the 6 th of July d) The number of entries will be limited to 80. If this limit is exceeded preference will be given to higher seeded Drivers. e) The Entry Fee for the Event is fixed as follows: Australian Rally Championship $1,500 Tasmanian Rally Championship $900 Page 6 of 17

9 f) All fees include the Organisers Advertising Area G. To remove this advertising is $ each sponsor, to a max additional $ Refer Appendix I of these Regulations for vehicle signage diagram. g) The Entry Fee includes: CAMS Permit Fee CAMS Insurance (refer Appendix I of the CAMS Manual of Motor Sport) One set of Road Books Two Service Vehicle registrations Medical services Results services RallySafe vehicle tracking system hire, excluding in car fittings and hardware (all Crews) h) Additional service vehicle registrations will be $ per vehicle (to be registered before the close of Documentation). A maximum of 4 Service personnel will be registered per service vehicle and each one must sign or have their permanent ID number shown on the service vehicle registration form. i) Extra road books may be purchased at $55.00 per set. j) Testing will be available at a cost of $ per car per 4-hour session (a maximum of 8 hours testing is permitted per Driver). Full details of the locations will be issued via a separate bulletin. Testing will be available on Wednesday 25 th July from 0800hrs 1200hrs and 1300hrs 1700hrs. k) The Entry Fee will be refunded in full under the following provisions; To persons whose entry is not accepted In the case of the rally not taking place due to force majeure l) Entries may be refused in accordance with NCR 83 of the current CAMS Manual. Article 11 Servicing and Refuelling a) Up to 4 service vehicles per competing car starting the rally may provide service throughout the rally. Each vehicle must be clearly identified by means of Service Plates issued by the Organisers and affixed in the locations specified. b) Refuels will be available within the Service Park as well as at remote refuel zones. A maximum of 2 Service Crew members per competing vehicle will be permitted to perform refuelling. c) In the Service Park, cars may only be washed by use of a sponge from a bucket. Where oils, solvents and degreasing fluids are used all residues must be securely contained and not be allowed to come in contact with the ground. The use of pressure cleaners is prohibited. Breaches noted by an Official of the Rally will result in a report to the Stewards with a recommendation that a fine be applied. d) A car washing facility will be available each time the Service Park is entered during the Event and will be identified in the roadbook. The Driver and Co-Driver may assist but Service Crew are not allowed to perform any actions. e) The entire service park is Non Smoking as are all Remote Refuel Zones (RZ) locations. Article 12 Competitor Briefing and Welcome Function a) A compulsory Competitor Briefing will commence at 1800hrs on Thursday 26 th July which will immediately be followed by the Welcome Function. b) All Drivers and Co-Drivers will be required to attend the Briefing and must be in attendance by at least 10 minutes prior. Non-attendance will result in a report to the Stewards of the Meeting with a recommendation that a penalty be imposed. Page 7 of 17

10 Article 13 Reconnaissance a) Crews will be issued with a pass covering each stage and valid for two (2) passages over the course. This pass must be presented to and endorsed by an official at the start of each Special Stage during reconnaissance. b) Each reconnaissance vehicle will be provided with a number to be placed in the centre of the front windscreen and on each of the side rear windows. These numbers must be affixed to the vehicle for the entire duration of reconnaissance. c) Under NO circumstances are Crews to travel in the opposite direction to the set course unless specifically instructed to do so by the Organisers. d) The maximum speed limit applicable on all special stages and other unsealed roads during reconnaissance shall be 60kmh and all Crews are required to strictly adhere to this limit. e) The speed of the vehicles being used for reconnaissance may be monitored by Officials using Speed Cameras and Radar guns. f) During reconnaissance, roads WILL NOT be closed and Crews are advised that they DO NOT have priority over other road users. Members of the public may also be using these roads and may be travelling in opposing directions. g) Reconnaissance may only be carried out during the scheduled times and in the specified order for each stage which are detailed in the Reconnaissance pack that will be distributed to Crews at Documentation. h) Crews are also advised that the Road Traffic Act will remain in effect for the duration of reconnaissance and that all road laws must be observed (e.g. complying with advisory signs, obeying speed limits imposed and keeping to the left). Officials will be on course to monitor Crew compliance with these laws and regulations. i) The Organisers may specify further conditions for reconnaissance in a Bulletin, including specific times for reconnaissance of stages. j) Reconnaissance may be carried out in any road-registered vehicle. Advertising, underbody protection, safety equipment and internal navigational aids are permitted. k) The carrying of radar detectors in the vehicle during reconnaissance is prohibited. l) The tyres to be used are to have a maximum groove width and depth of 8mm and no other opening in the tread may be greater than 12mm (worn rally tyres are not to be used). Tyres marked M+S having a non-aggressive tread pattern may be used, but only after a written application by a Competitor has been approved by the Clerk of the Course or his representative. Article 14 Vehicle Advertising a) Those Competitors who have paid the Entry Fee accepting advertising proposed by the Organisers will be supplied with the additional sponsor signage. This signage must be affixed in area G as per the diagram in Appendix I. b) Where a vehicle is subject to a road traffic authority permit and does not carry a registration plate or other signage in the area normally reserved for such a plate, the Organisers reserve the right to use this space for additional advertising. Article 15 Documentation and Scrutiny a) Crews are required to present the items outlined in the ARC Sporting Regulations Art 4.4(c) at Documentation (CAMS licences for Competitor, Driver and Co-Driver, civil licences of Driver and Co- Driver (not required if Navigator only licence held), CAMS affiliated club membership of Driver and Co-Driver, vehicle licence/permit/registration papers, third party extension for Queensland registered vehicles). 11 b) Documentation will be available during the following times and must be completed prior to presentation of that vehicle for Scrutiny: Tuesday 24 th July Wednesday 25 th July Friday 27 th July 0800hrs 1800hrs 0800hrs 1800hrs 0800hrs 1500hrs c) Road Books, Service Instructions, Door Panels and Organiser s Advertising will be available for collection upon completion of documentation. d) All ARC Competitors must present their vehicles for official Scrutiny & turbo scrutiny at 20 Robertson Street, Invermay on Thursday 26 th July between 1500hrs and 1900hrs according to a schedule to be published in a Bulletin. All vehicles must be fitted with the tyres intended to be used on SS1. A penalty of $5.00 per minute will apply for any lateness. e) All TRC Competitors must present their vehicles for official scrutiny & turbo scrutiny at the regional scrutineering locations on Thursday 19 th July according to a schedule to be published in a Bulletin. f) At the ARC Technical Manager s discretion, Drivers entered in the ARC may present a signed Certificate of Technical Conformity. The vehicle will then be subject to random checks. g) The following compulsory items will be checked at scrutiny: A3 SOS/OK sign (These may be purchased at Documentation), triangles, helmets, balaclavas, driving suits, and frontal head restraints for all, and footwear, gloves and socks for ARC. h) Competitors are advised that any in-car video or moving film cameras must be installed in the vehicle prior to Scrutineering so that the camera and its mounting can be inspected. i) Following the final control of the Rally those vehicles selected for Post Event Scrutiny plus any others nominated by the Stewards will proceed to 20 Robertson Street, Invermay. j) All Competitors must make provision in their competition vehicle for the RallySafe GPS and tracking system. Installation instructions are available at the RallySafe website. k) Operating instructions are available by reference to the Briefing Video at the RallySafe Tutorial web page. RallySafe wiring loom, antennas and mounting kit can be purchased from $ (plus GST & postage). Details can be found at the RallySafe Fitting Kits web page. The RallySafe GPS units and tracking systems will be available at Scrutiny. The correct functioning and installation of the equipment will be checked at Scrutiny. The power supply to the RallySafe unit and the proper connection of all aerials must be continuous from 30 minutes prior to the vehicle leaving the first Time Control of a day until the car reaches the final Time Control of that day or retires from the Event. Interruptions to the power supply or aerial connections or any other misuse of the RallySafe equipment may be reported to the Stewards of the Meeting who may impose penalties that may go as far as exclusion. If the unit is damaged whilst in the care of the Competitor, then the Competitor is responsible to pay for repairs or replacement as necessary. Insurance is available from RallySafe. See RallySafe Damage Provisions Should a Competitor retire, they must return the tracking unit to RallySafe in the Service Park as soon as possible. Competitors are responsible for the return of tracking units to a RallySafe representative or the Rally Office immediately after arrival at the final control or Parc Fermé. Page 9 of 17

12 Article 16 Running of the Rally a) A ceremonial start in which all Crews & their vehicles must participate, will be held on Friday the 27 th July from 1800hrs. The Organisers will locate a Staging Area for the ceremonial start, which is not considered a Parc Fermé, in the two hours prior to the ceremonial start of the Super Special Stage. Competitors are to ensure that their vehicle is placed in this Staging Area between 1600hrs and 1700hrs on Friday 27 th July, 2018 as per the following schedule: Cars Seeded 1 to hrs to 1605 hrs 11 to hrs to 1610 hrs 21 to hrs to 1615 hrs 31 to hrs to 1620 hrs 41 to hrs to 1625 hrs 51 to hrs to 1630 hrs 61 above 1635 hrs to 1640 hrs A penalty of $5.00 per minute will apply for lateness. It is not necessary that a member of the Crew be the person who places the vehicle in the Staging Area. A map of the location and directions will be provided with the road books. Any Competitor whose vehicle does not report to the Staging Area by 1700hrs will be subject to a penalty of $500 unless prior approval has been granted by the Clerk of the Course. b) All Crews are required to be in attendance in the Staging Area in their driving suits from 1745hrs. c) The Start Ceremony and Super Special Stage will be held in seeded order. There will be no fixed intervals between each car. d) The Start of the Rally, and the start of Heat 1, will be at 1815hrs (1st ARC car) on Friday 27 th July at the Super Special Stage. e) Inveresk Super Special Stage I. The Super Special Stage will consist of one loop with the Start and Flying Finish being in the same location. The Stage will be used as SS1 within Heat 1 only. II. III. IV. Each car will be timed on this Stage using normal RallySafe timing procedures and operation. Each Crew will be given an approximate 30 second warning prior to their start time and will utilise the normal RallySafe countdown starting procedures. If a yellow flag is displayed at any location on the Super Special Stage, a Driver must immediately make a significant reduction in speed. The Clerk of the Course may allow a vehicle affected by the display of the yellow flag to contest the Special Stage again. If circumstances do not permit this, the Clerk of the Course will propose to the Stewards an allocated time for the Crew on the Special Stage. No Crew which is totally or partially responsible for the displaying of the yellow flag may benefit from this measure. V. Any Crew failing to complete the Super Special Stage in the correct manner described in the Supplementary Regulations and the Road Book will be allocated a time for the Stage, equal to the fastest time plus 1 minute (called the Maximum Time ). Any Crew recording an actual time in excess of this time on the Stage will be allocated the Maximum Time. VI. VII. The Super Special Stage surface is bitumen. Crews must use a similar type of tyre (i.e. loose surface rally tyres) as they will use for Heat 1, SS 2. All Yellow Flag marshals at the Super Special Stage will be deemed to be Judges of Fact for the purposes of determining if the Crews have completed the Stage in the correct manner. Page 10 of 17

13 f) Following the Super Special Stage, Crews are required to place their vehicles in the Holding Area, at the Super Special Stage. The Crew (Driver & Co-Driver) may perform limited service using hand tools and parts that are on board the rally car. g) Whilst competition vehicles are parked in the Super Special Stage staging area, Crews may not leave the area. Crews are expected to stay close to competition vehicles and be available to interact with Super Special Stage patrons. h) Vehicles will be released from TC1B at the Holding Area 40 minutes after the last car has completed the Super Special Stage. It is expected that Crews will depart the Super Special Stage toward the overnight Parc Fermé by approximately 2045hrs. i) Cars will start all forest sections at a minimum of 2 minute intervals. j) The running order for the rally will be ARC (incl. Invitational) Crews first followed by TRC Competitors. k) The warming of tyres, heavy braking or unnecessary swerving on road sections will not be tolerated during the Event. Any reported instances of such behaviour will be treated as a breach of the CAMS ARC Sporting Regulations Art 16.2(h) & will be referred to the Clerk of the Course for further action. Article 17 Controls and Parc Fermé a) Crews may book in early at the following controls without penalty: i. TC1A Regroup In ii. TC1C Parc Fermé In iii. TC11A Service (3) In iv. RC11B Service (3) Out v. TC11C End of Heat 1 Parc Fermé In vi. TC17A Pre-Podium Service (5) In vii. TC17B Event Finish b) Flexi-service will apply at the end of Heat 1. At the Time Control at the entry to this Service Park, each Crew will have the option of (a) proceeding directly into service or (b) placing their car in an adjacent Parc Fermé from which their car may be removed at any time within 1-hour of the arrival at the TC. If the car is not removed within the 1-hour period, the time of entry into the Service Park will be deemed to be 1-hour after the time at which the car was booked into that TC. c) Crews who withdraw from the rally must complete the form at the back of the Road Book, Notification of Withdrawal from Rally and submit it to a CRO, Sweep Vehicle or a Control Official. d) When completing the form, Competitors MUST indicate if they are withdrawing from the Event altogether or if they are re-joining. e) Any Competitor who withdraws from a Heat and fails to notify a CRO, Sweep Vehicle or Control official prior to 2000hrs, of their intent to re-join will not be included in the Start List for the next Heat. Article 18 Insurance Crews involved in accidents resulting in property damage are advised that they may be required to pay up to the first $5,000 of any claim to rectify such property damage. Certain public, property, professional indemnity and personal accident insurance is provided by CAMS in relation to the Event. 14 Article 19 Article 20 Emergency Procedures / Yellow Flags Crews must make themselves familiar with the emergency procedure outlined in the front of the roadbook. Failure to adhere to these requirements will be reported to the Stewards of the Meeting for consideration of exclusion or other penalty. Alcohol, Drugs and Other Substances a) Any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may be tested for the presence of drugs (or other banned substances) and subject to a penalty/ies) for a breach in accordance with the CAMS Anti-Doping Policy and/or the CAMS Illicit Drugs in Sport (Safety Testing) Policy as published on the CAMS website. b) Consumption of alcohol in the service park or any section of the competition venue/course under the control of the Officials is forbidden until all competition is concluded each day. c) Any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing. Article 21 Shakedown and VIP Ride Day a) All ARC Competitors must attend the Shakedown/VIP Ride Day on Friday 27 th July. b) Other Crews may be invited by Communiqués and must attend at the later times shown below: 1030 Compulsory Briefing (ARC Crews) Shakedown runs with Driver and Co-Driver only in the car VIP rides - Series sponsors (ARC Crews) 1300 VIP rides - Organisers sponsors (Invited Crews) 1400 Shakedown and VIP Rides finish c) Each vehicle taking part must have the Event rally plates/numbers and other Event signage affixed prior to the commencement of VIP Rides. d) VIP Rides will be conducted in accordance with the CAMS Motor Sport Passenger Ride Activity (MSPRA) Policy that includes a safety briefing for all participants. No team may place a passenger in a competition vehicle without attendance at the Safety Briefing. e) Each Passenger will be required to register and sign the compulsory Passenger Ride Entry Form before riding in a competition vehicle. Article 22 Results and Protests a) Provisional Results will be published on the Official Notice Board & Online on Sunday 29 th July at 1830hrs. These results will become Final 30-minutes after posting subject to no protests being received. b) Protests, if any, must be lodged in accordance with Part XII of the NCR and the 2018 ARC Sporting and Technical Regulations. Article 23 Postponement, Abandonment or Cancellation The Event may be abandoned, postponed or cancelled for reasons of force majeure in accordance with NCR 59. Page 12 of 17

15 Article 24 Copyright Video & Film a) It is a condition of entry that vision taken by Competitors from competing vehicles using in-car video or moving film cameras may not be used for commercial use, or broadcast or used for transmission without the specific approval of the Organisers, which shall not be unreasonably withheld. b) Further to this, any such vision shall be made available to the Organisers on request at no charge, who shall be able to use such video, film and moving images for any purpose whatsoever without any payment or encumbrance. c) Competitors also note that it is a mandatory requirement to accept the fitting of an in-car dashboard mounted Event sponsor decal for the duration of the Event. d) The Organisers reserve the right to fit an in-car camera to any Competitor s vehicle at the Organisers sole discretion. Article 25 Rallysafe - Overtaking a) Any Crew intending to overtake another moving car during a Special Stage must push the Pass button on the RallySafe unit. If the car to be overtaken is within 500m it will receive a message that another car wishes to overtake them and the Crew of this vehicle must then allow the other vehicle to pass at the first safe opportunity. Any refusal to allow another car to overtake will be considered to be a breach of NRC EG Art 3.8. b) Transmission of send/receive of overtaking messages are logged in both vehicles. These will be available to the Clerk of the Course and to the Stewards of the Meeting in consideration of any penalty for failure to allow the vehicle to overtake. Article 26 Judge of Fact The following table lists the Judges of Fact for various matters. NCR181A provides that no protest may be made against the decision of a Judge of Fact concerning a matter for which they have been appointed to judge.
