Document Appearance is not Real ID compliant and is under review for a renewed extension from REAL ID enforcement. Horizontal licenses are issued to license holders age 21 and over. Class I (ID cards) and H (Handicap) cards will specify "THIS IS NOT A DRIVER'S LICENSE." The state capitol drawing coordinates with the header bar with blue for Class E (personal), green for Class D (chauffeur), blue for all ID cards and Handicap Placards, gold for CDL, and red as indicated below for under 21. A duplicate license is shown by "DUP" in the license header. In March 2015, the Office of Motor Vehicles began issuing an updated version of the driver s license and identification cards. The cards look much the same; the changes were primarily related to additional security features as outlines below. Security Characteristics: The license has a reflective security strip in the shape of the state, across the text. The newly issued cards (since 02/2014) include a tri-color overlay, multi-colored fine line printing, and a ghost image of the photo. Position of Photo: The photo is on the left side, a signature is above the photo. Minor Age Driver: Vertical licenses are issued to those under 21, text indicates "Under 21/18 until xxxx". A red border is around photo. CDL Indicator: COMMERCIAL LICENSE is printed across top. The header bar is gold, unless driver is under 21 then header is red. Veteran: "VETERAN" is printed in black below the photo. Sex Offender: "SEX OFFENDER" is printed in orange below the photo. Issuance On October 3, 2016, the Office of Motor Vehicles (OMV) began issuing REAL ID compliant driver s licenses and identification cards. All applicants for drivers' licenses or identification cards are required to present proof of identification. There are different requirements for obtaining a REAL ID license or ID card compared to a non-real ID card. View the requirements for proof of identity at: pdf. Age Requirements The age requirement for a full Class E license is seventeen years of age as is the age requirement for a Class D license. A graduated licensing system exists for those under seventeen years of age. The minimum ages are fifteen for Learner's Permit, sixteen for Intermediate License, and seventeen for a regular Class E License. After completing the learner's permit stage and upon reaching at least sixteen years of age, a minor may apply for a Class "E" Intermediate License. This license must be maintained for a minimum of one year from the date of issuance or until the driver has reached the age of seventeen. This license allows the minor to drive alone or with other passengers in the vehicle, but restricts him from driving between the hours of 11:00 p.m. to 5:00 AM unless he is accompanied by a licensed parent, guardian, or adult at least twenty-one or older. After the one-year period or once the driver reaches age seventeen, the minor may qualify for a regular Class E license. Residency Non-resident's home-state license honored for ninety days; however, license must be secured within thirty days of establishing residency. Renewal Birth month of fourth year, except sex offenders are issued driver's license/id cards valid for one year. Driver keeps same number when renewing. Renewal for the driver's license (except CDL) or ID card is available online; but state law does not permit renewal online in consecutive periods. Making changes personal information, such as the address, must be made in person and within 10 days of the change. Changing personal information is not permitted when renewing on the Web or by mail. In accordance with R.S 32:412F, any out-of-state military personnel is not subject to renewal until 60 days after returning or discharge. Note that no issued documents are permanent except a Senior ID. Elderly-Related Restrictions None are reported. Vehicle Insurance, Title, and Registration Facts Registration Renewal Motorcycles expire after four years, motor homes two years, boat and light utility trailers four years, trucks up to 6000 GVW four years, trucks GVWR one or four years, trucks GVWR one year, commercial vehicles one year, and passenger cars two years (one year if commercial plate). Trailers 1500 pounds or greater can be one year, four years, or permanent. Renewal is available online.

2 The 2018 MVR Access and Decoder Digest 307 New Residents Non-residents must register vehicles immediately upon obtaining employment or establishing residence. When applying for a license plate for any motor vehicle, the applicant must have proof of the required liability insurance or other allowable substitute. Inspections and Emissions Testing Every automobile, truck, trailer, boat trailer and motorcycle operated on the highways of this state must have a current motor vehicle safety inspection sticker. Testing a vehicle for its emissions is part of the annual safety inspection of the vehicles in. The City of New Orleans, the City of Kenner and the City of Westwego have their own inspection programs. Also there is now an Inspection and Maintenance (I/M) Program for the five parishes of Ascension, East Baton Rouge, Iberville, Livingston, and West Baton Rouge. Passenger Plate Facts There is one plate with one decal (YR), there are no coding designations on the plates to indicate the parish of issuance. When a vehicle is sold the plate does not remain with the car, it is destroyed by the dealer or returned to the state, except for very special circumstances. If one is going to cancel the liability insurance on the vehicle the license plate must be surrendered within 10 days from the date of the cancellation notice to avoid a fee. To determine if a personalized plate is available, see Insurance and Financial Responsibility law (RS 32:861) requires that all motor vehicles registered in this state to maintain liability insurance, unless a Statement of Non-Use is submitted. There is not a no-fault insurance provision. Minimum financial responsibility limits are $15,000/$30,000/$25,000 for vehicles with a gross vehicle weight of 20,000 pounds or under. Vehicles with a GVW of 20,001 to 50,000 pounds must have insurance coverage of at least $25,000/$50,000 bodily injury and $25,000 property damage or a single combined limit of no less than $75,000. The limits for vehicles with GVW over 50,000 pounds is at least $100,000/$300,000 bodily injury and $25,000 property damage or a combined single limit of $300,000. Proof of financial responsibility is required following an accident wherein a judgment is rendered, or for DWI convictions and refusals. SR-22 forms are used by the state. When applying for a license plate for any motor vehicle, the applicant must have proof of the required liability insurance or other allowable substitute. Proof of insurance must be maintained in the vehicle when the vehicle is operational and must be presented any time a law enforcement officer requests that such proof be provided. If unable to provide the proof upon request, the vehicle's license plate will be seized and the vehicle may be impounded. Withdrawal Sanctions, and Alcohol and Drug Testing Alcohol and Chemical Testing Limits 's illegal intoxication level for the purpose of convicting individuals of driving while intoxicated is.08 percent and above for noncommercial vehicles and.04 for commercial vehicles. In addition, individuals under the age of 21 can be convicted for underage driving while intoxicated with a.02 to.079 percent intoxication level, but will be charged with driving while intoxicated if they test at or over the.08 level. Blood, urine, and breath tests are all permissible for measurement purposes. has an administrative per se suspension as well as convictionbased suspensions for driving while intoxicated or underage driving while intoxicated. The crime of operating a vehicle while intoxicated is the operating of any motor vehicle, aircraft, water craft, vessel, or other means of conveyance. Suspensions and Revocations The state is in compliance with the federally mandated disqualifications on CDLs per MCSIA. See the Appendix for these details. Driving While License Suspended......Suspension extended for one year. Driving Under the Influence (at any age) if BAC is.08 to.19 First Conviction One-year suspension; SR-22 or bond required. Note: Can serve 30 days with no license, and then obtain a non-interlock hardship license for the remainder of the suspension time. Note: If BAC.20 or above, only required to have the interlock during the first year of the suspension; on the second year person is eligible for a non-interlock hardship. Second Conviction......Two-year suspension; SR-22 or bond required. Third or Subsequent Conviction......Three-year suspension; SR-22 or bond required. Refusal to Submit to a Chemical Test First Conviction Six-month suspension. Second or Subsequent Conviction... One and one-half-year suspension. Vehicular Negligent Injury 1st......One-year suspension. Vehicular Negligent Injury 2nd Two-year suspension. Vehicular Negligent Injury 3rd Three-year suspension. Revocation Expiration of mandatory revocation period; payment of reinstatement fee. Note: Any reinstatement processed on or after August 15, 2007, regardless of the offense/conviction date, which requires an ignition interlock to be installed as a condition of reinstatement will be required for no less than 6 months or for the length of original suspension period, whichever is longer. If an interlock hardship was issued during the course of the suspension period, credit will be given for time the interlock was installed. Note: Record Access: Laws, Rules, and Forms This Section Applies to Both Driver and Vehicle Records. Governing Statutes and Rules Laws and Statutes: Policies and Procedures: does not specifically enumerate the exceptions of the federal statute, but states the purpose of its statute is to implement the federal Driver's Privacy Protection Act and to substantially comply with the DPPA. Thus, the state refers to US Code, Title through 2725 and 350 of Public Law as the reason for compliance with DPPA. Therefore a statement to this affect appears on the web page where one can obtain their own driving record online. Thus there is no specific state law or statute shown with this text. Policy Statement Regarding Permissible Uses The state adopted the 14 permissible uses as outlined in DPPA. Request and Consent Forms Driving Records: A two-sided form Request for Driver's License Information must be completed. At present, the form is not Driving Records General Information and Fees Office of Motor Vehicles, Attn: ODR, PO Box 64886, Baton Rouge LA 70896, Note that this agency often refers to a driving record as an ODR - which means Official Driving Record. Use of Request for Driver's License Information Form is required. Note this form cannot be downloaded from the web. This requires signed release of subject. The current fee for a driving record is $16.00 (including records electronically ordered by approved requesters and businesses) and $18.00 via the web by license holders. The fee for a copy of a driver license application or basic driver license information is $5.00 per record. In-Person Counter service is no longer offered at this location. Mail Requests mailed to the state are processed in approximately ten working days. The driver's license number, name, date of birth, and race/sex are needed when ordering. The fee must accompany each request and use of a special form is requested. Electronic The online subscription system is offered only to approved, high volume ongoing requesters. The minimum order requirement is 2,000 requests per month. Users must post a bond or submit a deposit; thereafter, the state bills monthly. Users also must pass background checks and vetting. The fee is $16.00 per record. The DPS charges for no record found reports. Inquiries can be made between 7:00 am and 9:30 pm daily. Requests are processed interactively; batch retrieval is not available. Network protocols will be disclosed when contract is approved. The driver's address is included as part of the record. Only the driver's license number is required when ordering. Driver Reinstatement Status There is a Driver Reinstatement Status check, restricted to those approved per DPPA requirements, at Access to Driver-Related Records available at the web page. If the requester states the purpose of the request abides by the law, signature of the subject is not required. Vehicle Records: There is no required form. Businesses should submit written requests on letterhead, indicating the reason for the request. A signature is required, but it does not need to be notarized. Vendor and Third Party Access Policy The purchaser can not disseminate or publish the information obtained from the department on the Internet or permit another to do so. Approved online vendors who access records for other vendors (who are not online, etc.) may sell to a permissible end user; however, records of such transactions must be maintained for 5 years and these records must be made available to the Office of Motor Vehicles upon request. Non-permissible Use Requests No records, even record without personal information, are released to casual requesters if consent is not given by the subject. ntinquiry.aspx. The DL and last four digits of the DSSN are needed. Medical Status Inquiry (CDL) View or print the CDL Medical Status at This inquiry is only for drivers who have self certified as Non-excepted Interstate. Note it can take up to 10 days for new information to be ready for inquiry. Bulk Requests for bulk purchase are handled in accordance with the DPPA. All requesters must address written inquires to both the Director of Information Services for the Department of Public Safety as well as to the Undersecretary s Office within the Office of Management and Finance. A walk-in requester may view his/her own record for free. An individual may view and print his/her driving record at The cost is $18.00; use of a credit card or debit card is required. This is an interactive system; the record can be printed immediately. Order requirements include name, address, DL number, DOB and license class. The most current version of the official driving record may be re-viewed and/or re-printed for 30 days after the record is purchased. Personal information is released since a disclaimer is used. Notification/Monitoring Program does not offer a monitoring system or notification program to employers or insurance companies to track incidents of drivers. Crash Reports Reporting Any crash resulting in death or injury must be reported immediately to the nearest police department. SR claim forms maybe filed, but it is not required. Online: Go to The request requires first and last name, date of crash, and parish location of crash. The initial search is free and a limited preview is shown. To view and download a PDF version of the report, the fee is $8.50, use of credit card required. Records go back 5 years. In Person or Mail: Crash reports may be purchased in person at each local Troop Office. Fatal crashes can ONLY be purchased in person at each local Troop Office. If purchasing a crash report at a State Police Troop, a certified check, company check, or money order of $7.50 must accompany the request for all non-fatal crashes and $15.00 for all crashes resulting in a fatality. Personal checks, cash and credit cards will not be accepted at Troop locations. A request form is at the web page Driving Record Content and Reciprocity What s On or Not On the Driving Record All convictions (except non-moving violations) and the address are reported. Since 08/15/2001, accidents are displayed only if the individual's driving privileges are suspended because of non-compliance, such as failure to show proof of insurance. The accident is shown on the official record until compliance is met, then no longer displayed. If an accident is shown, it does not mean the driver was at fault or was given a citation. DUI (DWI), Vehicle Negligent Injury and Out-of-Service convictions remain on the record for 10 years from the date of conviction. An Underage DUI is kept 2-4 years or until all requirements have been met. Other major traffic convictions (suspendable/disqualifying) remain on the record for 5 years from the date of conviction. Minor traffic convictions remain on the record for 3 years from the date of conviction. Suspensions are kept on the record 5-10 years or as long as the suspension is active. State law State law permits driver school attendance in lieu of conviction. CDL Medical Cert Data Medical Cert Information (on a Y/N basis) is provided on both the manually processed or electronic version of the three year record for General Information and Fees Department of Public Safety and Corrections, Office of Motor Vehicles, Attn: Research, PO Box 64886, Baton Rouge, LA 70896, Requesters must have a license plate number or VIN to do a search. The current fee for VIN, registration, lien or plate checks is $10.00 per record ($8.00 to search and $2.00 per page to certify). It can take 4 to 6 weeks before new records are ready for inquiry. If a personal or business check is sent, the requester s DL # must be included, or the request will be returned. In Person - Counter service not accepted at this location. Mail, Fax A written letter must be submitted with each mailed request. Requests can also be faxed to this office by pre-approved requesters. Turnaround time is 2 to 4 weeks. Personal checks are accepted, but either a DL # or federal tax ID # must be on the check. General Information, Access and Fees Department of Wildlife & Fisheries, Boat Registration, PO 14796, Baton Rouge, LA 70898, Since 2009, is a titling state for certain boats and this agency is the authorized entity for securing liens on titles. Until that date no titles were issued and lien information was found at the parish level. Now both locations (this agency and parishes) should be checked. Access to Vehicle-Related Records Access to Vessel-Related Records non-excepted Interstate drivers. Also a status of this information is online; see the Access to Driver-Related Records section above. Data Retention Records of commercial drivers are purged based on the timetable per the MCSIA (see Appendix). In general, records for non-commercial drivers and for surrendered licenses are purged ten years for DWI related convictions, five years for "mandatory" convictions, and three years for accidents. Court to Repository Most courts report conviction information electronically to the state through a program administered by the Supreme Court; however, some courts still send paper abstracts for key-in by OMV personnel or to the DPS Information Technology Center for upload from CD or by FTP. There is no effective law mandating the time period in which conviction information must be submitted to the state or added to the record. State Reciprocity for Non-CDL Drivers Will suspend driver for unpaid out-of-state convictions. Record of new incoming driver is not shown on MVR. Out-of-state convictions are shown on MVR. Out-of-state accidents are not shown on MVR Convictions of out-of-state drivers are sent to the home state. Upon request, record is forwarded to new state upon lic. surrender Electronic This service is not offered except to the contracted towing/recovery/storage related-industries. Bulk Purchase of statistical information, without personal identifiers, is permitted. VIN numbers disclose nothing about a vehicle buyer and are not considered private information as long the VIN is not coupled with owner information. The Department does not provided database dumps unless there is a valid reason, purpose, exemption, and the use is covered by DPPA. The request must be cleared by Legal. Minimum fees start at $ plus cost of records. By Person of Record Since 01/01/2009, counter service from the Headquarters was discontinued Counter service is available at the Public Service Counters at any county driver licensing location. See for a list of approved agents. All motorized boats and all sail boats over 12 ft must be registered. The release of records is subject to stricter criteria than vehicle records. Consent must be given, including for insurance purposes. Records can be searched by name, hull number or registration number and from whom the boat was acquired. There is no fee; turnaround time is 7-10 days. Copies of boat accidents are available for a $7.50 fee. See

5 310 The 2018 MVR Access and Decoder Digest License Classes, Restrictions, and Endorsements License Classes Commercial began issuing the CDL in December Class A Any single vehicle, or any combination of vehicles, with a GVWR of 26,001 pounds, or more, or towing a vehicle in excess of 10,000 pounds GVWR. This license also permits the operation of all other classes of vehicles. Class B Any single vehicle with a GVWR of 26,001 pounds or more, or towing a vehicle not exceeding 10,000 pounds GVWR without a movable joint in its frame. This license also permits the operation of Class C, D, and E vehicles. Class C Any single vehicle with a GVWR of 26,001 pounds or less, or towing a vehicle not exceeding 10,000 pounds GVWR, or designed to transport sixteen or more passengers (including the driver), which are not within Class A or B, or is utilized for the transportation of hazardous materials. This license also permits the operation of Class D and E vehicles. License Classes Non-Commercial Class D ( Commercial) Any single vehicle less than 26,001 pounds GVWR or any such vehicle designed or utilized for the transportation of passengers for hire or fee or which are not within the definition of vehicles within groups A, B, or C, including all vehicles with three or more axles or having GVW in excess of 10,000 pounds, and not utilized in the transportation of materials found to be hazardous. This license also permits the operation of Class E vehicles. Class E (Operators) Any single motor vehicle under 10,000 pounds GVWR, excluding motorcycles or motor scooters, not utilized to transport passengers for hire. This class includes all personal use vehicles, recreational vehicles, and farm vehicles operated within 150 miles of the owner's farm. Class H Mobility impaired picture identification card. Once the hazmat endorsement is removed, it cannot be added back in. If a driver with an "X" endorsement receives a second conviction of any combination of reckless and/or negligent violations, the "X" endorsement will be permanently revoked. The driver may, however, keep his tank "N" endorsement. Once the hazmat endorsement is removed, it cannot be added back in. If a driver with an "S" endorsement receives a DWI or Refusal while operating any vehicle, the "S" endorsement will be revoked for ten (10) years.
