Until further notice, the Kansas Division of Vehicles will have two (2) different valid license plates in use for autos, light trucks, heavy trucks, trailers, motorcycles and motorized bicycles. They are the statehouse dome plate and the ad astra plate. DISPLAYING EXPIRED PLATE KSA No expired or prior series (old) Kansas license plate shall appear on the front (or rear) of a vehicle. Kansas no longer issues a front personalized license plate, therefore no personalized plate is to be displayed on the front of any type of vehicle. EXCEPTIONS: i) A model year plate may be attached to the front of an antique vehicle (vehicle 35 years old or older) that has been issued a special antique registration, but are not for registration purposes if displayed on the front of the vehicle. Antique model year plate is defined on the fourth page of this memo. ii) Truck tractor (semi-truck) will attach the valid/current plate on the front of the vehicle, but cannot display expired or previous series (old) license plate. VEHICLES ASSIGNED A STAGGERED MONTH EXPIRATION REGISTRATION KSA & 8-134a (autos, light trucks, motorcycles, motorized bikes, recreational vehicles) Beginning In May 2012, the division began issuing one expiration decal which displays KS with the expiration year across the top, the month in big letters in the middle and tag number across the bottom. THE PLATE NUMBER ON THE DECAL AND THE NUMBER ON THE PLATE TO WHICH IT IS AFFIXED MUST MATCH. The new expiration decals rely more on color than text to denote the expiration year. Plates expiring in 2014 have orange decals and plates expiring in 2015 will have blue decals. The text on the decal will always be black. Expired registration enforcement will be the first day of the month following the month of expiration. DECALS CANNOT BE ALTERED TO FIT THE PLATE. KSA 8-142, Unlawful Acts, Second: To display or cause or permit to be displayed, or to have in possession, any registration receipt, certificate of title, registration license plate, registration decal, accessible parking placard or accessible parking identification card knowing the same to be fictitious or to have been canceled, revoked, suspended or altered. A violation of this part Second shall constitute an unclassified misdemeanor punishable by a fine of not less than $100 and forfeiture of the item. A mandatory court appearance shall be required of any person violating this part Second. 1 of 5

2 NON-PASSENGER REGISTRATIONS (HEAVY TRUCKS & TRAILERS) KSA The following vehicle types were issued a new blue month/year expiration decal for 2015, beginning January 2 nd. These vehicles MUST display a new 15 expiration decal by March 1 st : Trucks registered for a declared/gross weight of more than 12,000 pounds (EXCEPTIONS: Apportioned Trucks, Commercial Vehicles and Recreational Vehicles displaying an RV decal on the license plate). Trailers (EXCEPTIONS: Apportioned Trailers, Commercial Trailers and Recreational Vehicles displaying an RV decal on the license plate). DRIVE AWAY PLATE KSA During the year 2014, a new green on white background Drive Away plate will be issued. A Drive Away plate can only be used on a vehicle that is not owned by the business that the plate is issued to. The vehicle can only be driven directly from the point where the vehicle was picked up to the point the vehicle is to be delivered. The only exception is to test drive repairs in the vicinity of the repair shop. A vehicle with a Drive Away plate displayed is not to be operated for any other purpose. DEALER LICENSE PLATE & INSURANCE KSA 8-134, (d), (m) On or after February 28, 2014, a red on white dealer license plate must be displayed with a new month & year expiration decal- 15 which is black on white background in the upper right corner. On or after February 28, 2014, Full Use Ad Astra Dealer Plates must display a new white month & year expiration decal for 15. A letter of authorization issued by the Kansas Division of Vehicles may be displayed while the dealer s plates are being manufactured. KSA (d) states that any person operating a motor vehicle upon a highway or upon property open to use by the public shall display, upon demand, evidence of financial security to a law enforcement officer, (m) states that the requirements of subsection (d) shall not apply to Vehicle Dealers defined in KSA 2401 and amendments thereto. To obtain and maintain a Vehicle Dealer License, KSA requires that Vehicle Dealers maintain public liability and property damage insurance for the operation of any vehicle by prospective purchasers owned or being offered for sale by the dealer when being operated by the owner or seller, the seller's agent, servants, employees, prospective customers or other persons. ACCESSIBLE (DISABLED) PARKING PLACARDS KSA 8-1,125, 8-1,134 Accessible Parking Placards are issued in two colors, white on blue background for permanent and white on red background for temporary. Beginning in 2013 there is a second design for the Permanent Placard as the numeric series on the existing design had been exhausted. The new series is known as KS Permanent Placard and contains design change to differentiate it from the Permanent Placard that is also still a valid series. Temporary (red) placards can be issued for a maximum of six months. (The enforcement date will be the first day of the month following the date of expiration decals.) Permanent (blue) placards are valid for up to three years, then the person that the permanent placard is issued to or for must recertified the disability. New expiration decals will be issued and must be displayed. Permanent placards with a year decal of 14, 15, 16, 17 or 18 are valid*. * The enforcement date will be the first day of the month following the month of the of expiration decal. NEW for 2014: City, County, State, School Districts & Commercial Vehicles can no longer be issued a disabled plate nor a disabled placard. Owners are required to make application to the Division of Vehicles for a disabled decal, to place on the official state plate. The disabled decal is white with a black disabled emblem and is to be affixed to the upper left hand corner. A laminated corresponding card will be issued with the decal and must remain in the vehicle for proof of authorization to display the disabled decal. 2 of 5

3 APPORTIONED TRUCKS AND TRAILERS KSA 8-1,102(a) Trucks and trailers displaying the apportioned truck and trailer plates shall be considered to have valid registration through March 1, The apportioned plates are red on white background. Permanent trailer plates will have TRAILER along the left side of the plate and PERMANENT across the bottom and will be issued a permanent cab card. Permanent power plates will have PWR along the left side and PERM APP across the bottom and will be issued a new cab card. MUNICIPALITY UTILITY 5 YEAR REGISTRATION KSA 8-1,134(d) Vehicles used by municipalities for utility purposes are registered on a five (5) year basis. The month/year expiration decals can have expiration years of 2014 or 2015 or 2016 or 2017 or 2018 or 2019 or 2020 depending on the start year of the registration period. These decals print on the same registration stock as the decals for the renewals being processed during the calendar year the decal was issued. Blue is being issued in 2014, Orange in 2013, Yellow/Green in 2012 and will be the same color as the decals for other vehicles processed for registration renewal that calendar year. TRAILERS AND FARM TRAILERS KSA 8-143(2)(a) Trailers operating with a gross weight of 2,001 pounds or more will be issued a new blue month/year expiration decal for 15, beginning January 2, These trailers must display a new 2015 expiration decal by the first day of March. Trailers with a gross weight of 2,000 pounds or less are registered at the owner s option. Trailers, with a load weight of 6,000 pounds or less, transporting agricultural products produced by the farmer or commodities purchased by the farmer for use on the farm owned or rented by the owner of such trailer, are exempt from registration requirements. The weight of the trailer is NOT calculated as part of the 6,000 pounds. PERMANENT TRAILERS KSA 8-1,165 On January 1, 2013, the division of vehicles issued permanent registration license plates for trailers used in combination with vehicles registered with a gross weight of 54,000 pounds. The license plate, which is red on white background will not have a year displayed thereon. The plate will be the same plate issued by the division s Commercial Vehicle Office for prorated trailers and the plate issued by Counties who process commercial trailer registrations. COMMERCIAL VEHICLE REGISTRATION KSA 8-143m A vehicle that meets the following definition is considered a commercial vehicle and will have a Commercial Vehicle Registration and display a tag on the power unit that is white with purple numbers. The plate will display Kansas across the top, PWR on the side, Commercial at the bottom and six numbers across in the middle. A commercial vehicle is a non-farm vehicle that is used to transport property or passengers and: Has a gross vehicle weight or gross combination vehicle weight of 10,001 pounds or more, Is designed and used to transport 15 or more passengers, including the driver, Is used to transport hazardous material in a quantity requiring placarding. If a vehicle meets any one of the three criteria, it is considered a commercial vehicle. Commercial Vehicle Registration began January 1, 2014 for vehicles that do not meet nor desire to meet IRP registration guidelines. In 2014, motor vehicles that meet the definition of a commercial vehicle that display a SAM123 plate will expire in the normal expiration month (for 12,000 lb. vehicles), will register in the KCoVRS system as a commercial vehicle and will receive a commercial plate. Plate display will follow the same guidelines as all current display information presented in this memo. 3 of 5

4 ANTIQUE MODEL YEAR PLATES KSA 8-172(c) & (e) To qualify as an antique, the vehicle must be more than 35 years old. A model year license plate means a license plate originally issued by the State of Kansas that is inscribed with the year (expiration year for plate) corresponding to the model year of the antique (year the antique was manufactured). An antique vehicle can be registered with a model year plate. The 1979 Kansas issued tags will be eligible for use as antique model year plates. However, 1976 was the first year the division issued expiration decals instead of new license plates each year. When the owner has a Kansas plate issued by the division during the period the vehicle was manufactured, the division will issue a new decal which corresponds with the model year of the vehicle. The decal color will be the same as the decals used for that year s month/year standard expiration decal. It is very likely there will be multiple color decals on the street for the same model year of vehicle. The color will be determined by the date for which it was issued. If someone applies in 2014 for a 1976 model year registration and in 2015 another person also applies for a 1976 model year registration the two decals will both show 76, however the background colors will be different. SPECIAL KANSAS LICENSE PLATES KSA 8-1,141 The State of Kansas issues many other special license plates. These special plates will have the same expiration decal requirements as noted in this memo for autos, light trucks and heavy trucks*. This list may vary during the year as a result of legislative changes and can be viewed on our website at * Heavy trucks registered for 16M and 20M ONLY. 5 NOTE: Veteran license plates will be issued for autos, light trucks, heavy trucks*, trailers, and motorcycles. Due to the number of Veteran tags in use, a new format was added beginning in Veteran tags will either display a format of up to five (5) numbers or a format of two (2) numbers followed by three (3) letters. BOTH ARE VALID. PERSONALIZED LICENSE PLATES KSA Vehicles displaying a personalized plate are registered on a staggered month of expiration and will be issued a new blue month/year expiration decal for This registration type expires on the year and month indicated on the decal. The enforcement date will be the first day of the month following the date of expiration. A personalized plate must be displayed on the rear of the vehicle.
