KEYWORDS Disabled ID card ID Card Handicapped Accessible Parking STATUTES, (KSA) 8-1, , , , , ,130b 8-1,131 Disabled Plate and Placard... 1 PROCEDURES Issue a Disabled Placard and ID Card... 7 Issue a Replacement ID Card for a Current Placard... 9 Issue a Disabled Plate to an Existing Registration Record Issue a Disabled Plate During a Title and Registration for a Newly Purchased Vehicle WHO QUALIFIES FOR DISABLED PLATE OR PLACARD Back DEFINITION For the purpose of applying for a disabled plate or placard, a person with a disability means any individual who: (a) Has a severe visual impairment; (b) Cannot walk 100 feet without stopping to rest; (c) Cannot walk without the use of or assistance from, a brace, cane, crutch, another person, prosthetic device, wheelchair or other assistive device; (d) Is restricted by lung disease to such an extent that the person's forced (respiratory) expiratory volume for one second, when measured by spirometer, is less than one liter or the arterial oxygen tension is less than 60 mm/hg on room air at rest; (e) Uses portable oxygen; (f) Has a cardiac condition to the extent that the person's functional limitations are classified in severity as class III or class IV according to standards set by the American heart association; or

2 (g) Is severely limited in such person's ability to walk at least 100 feet due to an arthritic, neurological or orthopedic condition. INDIVIDUALS Any Kansas resident who has been certified by a Healing Arts Licensed Professional or Christian Science Practitioner as meeting one of the seven (7) classifications of disabilities listed above may be issued a Disabled Plate and/or a Permanent Parking Placard, or a Temporary Parking Placard. INDIVIDUALS RESPONSIBLE FOR THE TRANSPORTATION OF A DISABLED INDIVIDUAL The owner or lessee of a vehicle who is responsible for the transportation of a disabled individual meeting one of the seven (7) classification of disabilities listed above may be issued a Disabled Plate and/or a Permanent Parking Placard (blue placard), or a Temporary Parking Placard (red placard). All further references to disabled individuals regarding a Disabled Plate or Permanent or Temporary Placard includes the person who is responsible for the transportation of a disabled individual. ORGANIZATIONS RESPONSIBLE FOR THE TRANSPORTATION OF A DISABLED INDIVIDUAL Organizations whose business is to provide transportation for clients who meet the criteria for being issued a disabled plate or placard, may complete the center section of the TR-159 application form. Organizations are not limited as to the number of license plates they may be issued. Organizations are NOT eligible for issuance of disabled placards. Businesses, companies, fraternal, religious and other organizations that provide transportation as a supplemental service to their main purpose are NOT ELIGIBLE TO BE ISSUED DISABLED LICENSE PLATES. VEHICLE TYPES AND WEIGHT LIMITS Any motor vehicle that is owned or leased by a Kansas resident may be issued a Disabled Plate. (Motorized MOVRS Policy & Procedures 2 Kansas Division of Vehicles

3 bicycles and trailers are not considered motor vehicles for this purpose.) All truck registration weights are available for a disabled license plate. The applicant is responsible for selecting the correct weight which will cover the weight of the truck while in operation without excessing the manufacturer s gross vehicle weight rating (GVWR). LIMITS ON THE NUMBER OF DISABLED LICENSE PLATES AND/OR PLACARDS THE DISABLED INDIVIDUAL CAN HAVE A TOTAL OF NO MORE THAN TWO (2) STANDARD DISABLED PARKING DEVICES ISSUED. A disabled individual is also limited to just ONE disabled plate associated with their eligibility. They may receive parking identification as follows: One placard One plate One placard and one plate, or Two placards and NO plate. NOTE: Under no circumstances can a second (2 nd ) disabled license plate be issued to an disabled individual or person(s) responsible for transportation of a disabled individual. ONLY ONE (1) DISABLED PLATE CAN BE ISSUED. Disabled Veteran Plates are not included in this count as there are different eligibility requirements for this plate usage. FORMS REQUIRED An individual applying for a disabled plate and/or a permanent, or temporary disabled parking placard must submit a completed Disabled Placard and/or Plate Application, form TR-159, signed by: A person licensed to practice the healing arts* in any state; A licensed optometrist; An advanced registered nurse practitioner registered under K.S.A ; A licensed physician assistant; or A Christian Science practitioner listed in The Christian Science Journal. 4 * The definition of a healing arts licensed professional is a Doctor of Medicine (MD), Doctor of Osteopathy (DO), Doctor of Chiropractic (DC), or a Doctor of Podiatric Medicine (DPM). An Aid at the doctor s office CANNOT sign the TR-159. PLACARD The TR-159 must be marked to indicate whether the disability is temporary or permanent. If the TR-159 is marked as TEMPORARY, it must also show a From Date and a To Date. If the TR-159 is marked as TEMPORARY, it must also show a From Date and a To Date. A temporary placard may be valid for one (1) month to a maximum duration of six (6) months. If the individual is still disabled at the end of the expiration date for the temporary placard, a new TR-159 will be required before a new placard can be issued. Under no circumstances can a temporary placard be issued for a period of more than 6 months. If the individual is still disabled after the temporary placard expires, a new TR-159 will be required, the previous placard surrendered and then a new temporary placard can be issued. Placards are issued to the individual, not to a vehicle. The TR-159 must be marked to indicate whether the disability is temporary or permanent. ORIGINAL/INITIAL APPLICATION When making the initial application for a disabled plate and/or placard, the applicant must present the proof of qualification, the TR-159. DISABLED PLATE If the applicant owns and/or is shown as lessee on more than one vehicle, he or she can be issued a Disabled Plate for only one vehicle. A SECOND DISABLED PLATE CANNOT BE ISSUED. If the applicant s vehicle is currently registered in Kansas, he or she will need to surrender the standard license plate and registration at the time of application for the Disabled Plate. If the vehicle is newly acquired, an application for original MOVRS Policy & Procedures 4 Kansas Division of Vehicles

5 title and registration will be processed. A Disabled Plate will be issued. The completed TR-159 marked with a permanent disability will be a required supporting document for the transaction. DISABLED PLATES CANNOT BE ISSUED IF THE TR-159 IS MARKED TEMPORARY. FEES & TAXES PLACARD There is no fee for a placard. PLATE Normal registration fees are to be collected for a disabled registration. The applicable registration fees are the same as a standard plate would be for the usage selected for a passenger vehicle or truck at the same weight. The applicant must provide proof of payment of personal property taxes or pay personal property taxes if registration is due for renewal. If applying for the original title at the time of making application for the disabled plate, all normally applicable fees must be paid by the applicant. Issuance of a regular disabled plate does not create any exemption of registration fees or taxes of any type. IDENTIFICATION CARD There is no charge for the Disabled ID card that must be carried by the person using the disabled parking privilege. An ID card is issued associated with a disabled license plate or a disabled placard. REPLACEMENT PLACARD When applying for a replacement placard, please mark the application as REPLACEMENT. If the placard is being replaced due to poor condition, the placard must be surrendered to the county treasurer s motor vehicle office. If the placard is lost or stolen, a copy of the law enforcement report is required. The customer s current ID card will serve as the Healing Arts Licensed Professional s Statement document for the application for a replacement placard. 6 PROOF OF INSURANCE When applying for or renewing a disabled license plate, the applicant must present proof of insurance and the County Treasurer s staff must examine this proof before taking the application. Examination of a photocopy or fax of the proof of insurance shall meet the requirement of proof. TRANSFERRING A DISABLED REGISTRATION-LICENSE PLATE A Disabled Plate can be transferred in the same manner as a standard license plate, from a disposed vehicle to a newly acquired vehicle. A DISABLED LICENSE PLATE CANNOT BE TRANSFERRED TO ANOTHER DISABLED PERSON. RIGHT TO RETAIN POSSESSION THERE IS NO RIGHT TO RETAIN POSSESSION OF A DISABLED LICENSE PLATE OR A DISABLED PLACARD OR DISABLED ID CARD. Upon the death of the individual to which the disabled parking privilege was given, the disabled plate and/or placard(s) as well as the ID card(s) are to be surrendered to the county treasurer s motor vehicle office. A standard plate may be issued to replace the disabled plate if at least one owner listed on the vehicle s title record is still living in Kansas. If there are no living owners for the vehicle, the vehicle will need to be retitled into the name of the heir(s) or whomever a trust or probated will designates. 7 ISSUE A DISABLED PLACARD AND ID CARD AUG. 2013; NEW PROCEDURE LAUNCH AND SIGN INTO THE MOVRS SYSTEM On the menu bar select Plate. Select Disabled placard from the dropdown. ISSUE DISABLED PLACARD WINDOW Back Enter the customer number (NOT driver s license number) or enter the number of a Placard already issued to a customer and change the ID type to Placard Number. If you do not know the customer number, search for the customer by clicking on the search customer link. Enter the customer s last name and first name. Select Search. Select your customer by double clicking the customer record. This will take you back to the Issue Disabled Placard window. You will see your customer name and address is prepopulated. In the middle of the screen you will see two tabs - a Placard Information Tab and a Documents Tab. PLACARD INFORMATION TAB A row for any existing placards will have a Reprint Button to the right. Click on that button to Reprint the Disabled ID card for that previously issued placard. Click Add Row. The placard to be issued must be in hand, ready for the number to be entered into the application. Enter the Placard Number into the system. Select the Placard Type from the drop down; permanent or temporary. If the placard is temporary enter the Expiration Month and expiration year. 8 Click Scan. Note: Scan Now is systematically best for this transaction type. COMPLETE TRANSACTION Validate. Commit. MOVRS Policy & Procedures 8 Kansas Division of Vehicles

9 ISSUE A REPLACEMENT ID CARD FOR A CURRENT PLACARD AUG. 2013; NEW PROCEDURE LAUNCH AND SIGN INTO THE MOVRS SYSTEM On the menu bar Click Plate. Select Disabled placard from the dropdown. Back DISABLED PLACARD WINDOW Enter the customer number (NOT driver s license number) and click Search or the number of a Placard already issued to a customer and change the ID Type to Placard Number and click Search. If you do not know the customer number, search for the customer by clicking on the Customer Search link. You will enter the customer s last name and first name. Click Search. Select the correct customer by double clicking the customer record. System will return to the Issue Disabled Placard window. Customer name and address is pre-populated. In the middle of the screen will be two tabs - a Placard Information Tab and a Documents Tab. PLACARD INFORMATION TAB A row for any existing placards will have a Reprint Button to the right. 10 ISSUE A DISABLED PLATE TO AN EXISTING REGISTRATION RECORD AUG. 2013; NEW PROCEDURE LAUNCH AND SIGN INTO THE MOVRS SYSTEM Back On the menu bar go to Customer and select Manage Customer from the drop down. Search for the customer by Driver s license or by name. SEARCH WINDOW Double click on the correct row of the search results returned. CUSTOMER MAINTENANCE WINDOW GENERAL TAB Make sure the individual customer s Date of Birth is populated. If it is missing, add the correct Date of Birth. CHARACTERISTIC TAB If the customer record does not already reflect a Permanently Disabled characteristic, click Add Row. Select the Permanently Disabled Characteristic Type from the drop down PERSONAL INFO TAB Make sure the individual s gender is recorded on the Personal Information Tab. Click Save. RETURN TO THE MAIN DMVS WINDOW Go to VRT. Select Registration Transactions and then Update Registration from the dropdowns. UPDATE REGISTRATION PREQUALIFIER WINDOW Enter the current license plate number. Click Continue. UPDATE REGISTRATION WINDOW Verify the vehicle and the customer information that is pre-populated here. If the information is as expected for the customer click MOVRS Policy & Procedures 10 Kansas Division of Vehicles

11 to the Registration Detail tab. REGISTRATION DETAIL TAB In the row for the license plate current assigned, click on the Plate Disposition dropdown. Select the plate disposition of returned. (Customer must surrender their currently assigned plate for the disabled plate to be issued.) Click Get Plate in the 2 nd row that populates. In the Get Plate window select Disabled Lg 1 in the Plate Configuration Description dropdown. If there are disabled plates assigned to the system user window click Auto Assign #, or type the plate number combination to be assigned in the Plate Number field and click Get Plate again then click Ok. New disabled plate assigned should update to the 2 nd row in the Registration Plates section of the Registration Detail tab. In the Disabled Plate Customer segment of the tab select one of the vehicle owners as the Disabled Customer for this plate or if the eligibility for the plate applies to a non-owner customer click Customer Search. Standard Customer search or Add Customer procedures apply. Click Capture Signature to initiate the Customer Signatures window Click Sign Have the customer sign the signature pad and click Save to preserve that signature for the transaction. Click Close on the Capture Signature window Response with Yes to the Are you sure you want to save this signature? message. Click Close on the Customer Signatures window INSURANCE TAB Verify that current insurance information is available or select the Insurance Company Name, enter the Policy Number and select the Policy Expiration date from the proof of insurance presented by the customer. 12 DOCUMENT TAB Mark the Disabled Placard/Plate TR-159 as Received and check either Scan now or Scan later. FEE DETAIL TAB Check the fee detail tab for the correct fees due for this transaction. A Reflectorized Plate Fee should be the fee due. Click Validate Click Pay Now Process through payment manager and print financial statement Generate Registration Receipt and customer ID card. 13 ISSUE A DISABLED PLATE DURING A TITLE AND REGISTRATION FOR A NEWLY PURCHASED VEHICLE PROCEDURE LAUNCH AND SIGN INTO THE MOVRS SYSTEM Click on VRT. Click on Title Transactions. Click on Title and Registration. Back AUG NEW TITLE AND REGISTRATION PREQUALIFIER SCREEN Enter the Purchase Date. Enter the VIN number. Enter the Customer ID number (optional). Enter the Dealer Assignment (optional, if applicable). Enter the Security Interest (lienholder), Lessee or Transfer on Death customer (optional, if applicable). Click Continue. SEARCH RESULTS SCREEN If the Customer and VIN number already exists in the system and a short VIN was entered you will select the VIN from the listed results. If the complete VIN was entered the transaction will open to the Title and Registration window. If the Customer and/or VIN number do not exist in the system you will add them at this point. When entering the vehicle into the system you will need to be very careful and make sure that all of the vehicle information is entered correct. The Certified check box is core functionality in DMVS and has been determined by Kansas to be unnecessary for our business process in most instances. It is required to be used only to address system issues such as Invalid Vin errors or issues resulting from VIN prefixes that default to a prior model year as they ve been used by the manufacturer before. (Example a 1983 VIN prefix (first 9 digits) for a Great Dane trailer is the same VIN prefix as for a 2013 Great Dane Trailer. In MOVRS Policy & Procedures 13 Kansas Division of Vehicles

14 order to hold the 2013 model year the Certified check box must be checked to override the system s identification of the Vehicle being added as a prior model year vehicle already present in the system with the same VIN prefix.) Only then, when systematically necessary would it be necessary to take the step of checking the Certified check box. If you receive a Permit Search Results window that displays 60 day permits issued to a different customer, you MUST click Cancel NOT Continue. Clicking Continue will prevent completion of the current Title and Registration Transaction. If you are transferring a license plate and the customer record associated with the permit is NOT the same customer record associated with the plate being transferred, there will also be a problem completing the transaction. If you receive a SI search results window, make sure that the customer listed on the title is the customer appearing on the SI. The SI Result screen has ONLY the 1 st owner on the NSI. It does not list all owners. Verification of all owner s would happen through the Relate Customers tab TITLE AND REGISTRATION SCREEN The Title and Registration screen will appear. APPLICATION TAB Enter the odometer reading (mileage) if applicable. Enter the mileage status (actual, not actual or exceeds) if applicable. At the bottom of the screen you will see a drop down box for USAGE. Select the Usage applicable for the transaction. The default is not necessarily correct for your transaction. You will also see the registration county. Make sure it is the correct county. If it is not, the County may be missing/wrong in the Customer record and should be changed there. VEHICLE STATUS TAB If the vehicle existed in the system prior to this current transaction you will need to make sure the MOVRS Policy & Procedures 14 Kansas Division of Vehicles

15 title number presented to you is the correct/most recent title number issued for this vehicle. If the vehicle existed in the system prior to this current transaction you should also see the previous owner(s) information on this tab. You will see an Ownership Transfer Reason drop down menu in the middle of the page. It will default to Cancel-Voluntary Transfer. Other choices for ownership transfer reasons can be found on the Ownership Transfer Reasons page in the manual. If you failed to enter the dealer information on the pre-qualifier screen you will need to add the selling dealer information here. Click on Add Foreign Dealer for out of state dealers or Click on Add Kansas Dealer if the vehicle was purchased from a dealer and the dealer information was not entered on the pre-qualifier screen. FEE DETAIL TAB This tab will give you the breakdown of fees for this transaction. TAXES TAB Here you will see the class code assigned to the vehicle as well as the current mill levy rate. You will not be able to make changes to these fields they are for review only. You will see a drop down for Property Tax Exemptions, if your customer qualifies for a Property Tax Exemption or the vehicle is of a type that does not pay property tax when tagged, you will select the reason for the exemption from the list provided. You will also see the Seller and the Buyer name and address displayed in the sales tax portion of the screen. You will enter the Gross Purchase Price, any Trade In, and any Sales Tax paid to the dealer in the lower Sales Tax section of the screen. If your customer qualifies for a Sales Tax Exemption you will need to select the exemption reason from the list provided in the drop down MOVRS Policy & Procedures 15 Kansas Division of Vehicles

16 menu. Add applicable data requirements for certain exemption types. Click the Update Tax Rates button at the bottom of the screen. Tax unit also appears here, if applicable to your county. Make sure the tax unit is correct. Once the transaction is completed the tax unit cannot be changed until the next registration for that vehicle. Changes to the Application Tab, the Customer Tab, and the Registration Tab or putting the transaction on Hold will all require that the Update Tax Rate button be clicked again and tax information verified before the transaction will complete. REGISTRATION DETAIL TAB This will be an overview of the registration transaction you are performing. Click the Get Plate button and select the Disabled plate type the customer is requesting. In the Disabled Plate Customer section of the tab, select the Disabled Plate customer to whom the eligibility for this plate is being assigned. A customer associated here in the transaction must qualify for the disabled plate with a Permanently Disabled Characteristic assigned in their customer record prior to assignment of the plate in the transaction being processed. Select the customer(s) preferred method of receiving the renewal notice from the drop down. RELATED CUSTOMERS TAB The owner information will be displayed. If you failed to enter the customer in the prequalifier screen they will not auto populate here, however you will have the ability to add customers by clicking the add button. You will also have the ability to remove a customer by clicking the (X). You will also have the ability to add any Security Interest (Lien Holder), Lessee, or Transfer on Death Designee(s). Make sure when searching for the Security Interest holder that you select the Security Interest holder that matches the Security Interest MOVRS Policy & Procedures 16 Kansas Division of Vehicles

17 holder on the title. There could be more than one Security Interest holder with the same name however different addresses. If a signature is required for this transaction you will click the Capture Signature at the bottom of the screen. INSURANCE TAB Enter the customer s current insurance information. MAILING TAB Review your current customer s information for mailing address for the title. If correction/updates need to be made to the customer s address you will need to make them in the Customer Maintenance record. CREDITS TAB If the customer were receiving any type of credit on the registration or property tax you will see that here. DOCUMENTS TAB Collect, Scan or mark Scan Later and account for any documents applicable to the transaction. When Scan Now is selected, Check the box that you have the document, then hit scan and follow procedure. For a title or double sided document make sure to use the duplex feature. A TR-159 Certification of Disability for Disabled Park Placard and/or Plate is a document required by business process for this transaction. EXCEPTION TAB Will display any designations on the vehicle. COMPLETE APPLICATION Click Validate. Click PAY NOW. Input the payment type (check, cash, cc) (if paying by check insert the check number) then click pay MOVRS Policy & Procedures 17 Kansas Division of Vehicles
