1 COUNCIL CHAMBER June 27, 2018 WHEREAS, the City recognizes the importance its role local economic development; and WHEREAS, it is the terest the City Dallas to support and secure the expansions and relocations busess operations with the city Dallas and the economic vitality and employment opportunities that these busess operations brg for Dallas residents; and WHEREAS, on December 14, 2016, pursuant to Resolution No , City Council: (1) authorized the contuation its Public/Private Partnership Program - Guideles and Criteria, which established certa guideles and criteria for the use City centive programs for private development projects; and (2) established programs for makg loans and grants public money to promote local economic development and to stimulate busess and commercial activity the City Dallas pursuant to the Economic Development Programs provisions under Chapter 380 the Texas Local Government Code; and WHEREAS, on June 27, 2018, pursuant to Title 12 the Local Government Code, Section 378 ( the Act ), the City created City Dallas Neighborhood Empowerment Zone No. 6 ( City Dallas NEZ No. 6 ); and WHEREAS, Title 12 the Local Government Code, Section empowers municipalities to enter to agreements abatg municipal property taxes on property the zone subject to the duration limits Section , Tax Code; and WHEREAS, WWF Operatg Company, LLC proposes to establish a new segment production at a facility with City Dallas NEZ No. 6, thereby promotg economic development, job creation, and creased busess activity the zone; and WHEREAS, the City desires to enter to an economic development grant agreement with WWF Operatg Company, LLC regardg its proposed establishment a new segment production at a facility located with City Dallas NEZ No. 6 as further described by the metes and bounds legal description attached as Exhibit B. Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DALLAS:

That the City Manager is hereby authorized to sign a Chapter 380 economic development grant agreement with WWF Operatg Company, LLC, related to its establishg a new segment production a facility situated on approximately 13.9 acres property at 3400 Dan Morton Drive at the southeast corner Kiest Boulevard and Dan Morton Drive, southern Dallas, accordance with the City s Public/Private Partnership Program with the City Dallas NEZ No. 6, as depicted on the attached site map Exhibit A (Map) and as legally described Exhibit B (Metes and Bounds), approved as to form by the City Attorney. SECTION 2. That the City Dallas shall pay a one-time conditional economic development grant valued at $2,000 per net new FTE job created at 3400 Dan Morton Drive with City Dallas NEZ No. 6 by April 15, 2021 a total amount not to exceed $150,000. The grant shall be contgent upon WWF Operatg Company, LLC s compliance with the followg key conditions: (a) (b) (c) (d) (e) WWF Operatg Company, LLC s contued compliance with all conditions the busess personal property tax abatement agreement at 3400 Dan Morton Drive with City Dallas NEZ No. 6. The mimum average hourly wage shall be $ (excludg benefits) for each net new FTE job created at 3400 Dan Morton Drive with City Dallas NEZ No. 6 by April15, By April 15, 2021, WWF Operatg Company, LLC shall hold a mimum two additional job fairs ( addition to the mimum two job fairs required for the associated busess personal property tax abatement) at locations the city Dallas approved by the Director the Office Economic Development to facilitate the recruitment and hirg residents the city Dallas. WWF Operatg Company, LLC shall also engage best efforts and coordation with Workforce Solutions Greater Dallas to facilitate the recruitment and hirg qualified veterans. By April 15, 2021, WWF Operatg Company, LLC shall conduct two tours the entire WWF Operatg Company, LLC manufacturg facility (3333 Dan Morton Drive and 3400 Dan Morton Drive) for P-TECH students enrolled the Manufacturg Pathway at South Oak Cliff High School order for the students to ga better understandg regardg WWF Operatg Company s manufacturg operations, get exposure to possible career terests, and learn about the skill sets needed for entry-level employment opportunities at WWF Operatg Company, LLC s manufacturg facility southern Dallas. A mimum 20% the net new FTE jobs created at 3400 Dan Morton Drive with City Dallas NEZ No. 6 by April 15, 2021 are filled by residents the city Dallas.
