The POINT SYSTEM is a system developed by the DMV to reward safe drivers and warn potential unsafe drivers. If you wish to be an organ/tissue donor, you Must be either 18 OR get your parent's or legal guardian's written consent The maximum good driving points you can accumulate is 5. Driving is a privilege. Criminal prosecution will be pursued by the DMV against anyone who falsifies or attempts to alter a driver's license. Driving under the Influence (DUI) is an example of a 6-point violation. In Virginia, if you are under age 20 and receive a traffic violation, you must complete a driver improvement clinic that provides classroom instruction If you are convicted of a traffic offense that was committed while on probation, your driving privilege will be suspended. Your license will be revoked if you are convicted of a hit and run collision that results in the injury of anyone. You could be fined, sentenced to jail, or your license may be suspended if you allow an unlicensed driver to operateyour vehicle. If your vehicle is registered in Virginia, license plates must be displayed on both the front and the rear of the vehicle. DMV Demerit Points remain on your record for 2 years from the date you commit the offense. There is no upper age limit For having a driver's license. All drivers must show the ability to read and understand simple English.. Drivers licenses are in a horizontal format when a person is 21 years of age or older. If you have a restricted license you may drive to and from work, and to and from school if you are a student. Drivers licenses are in a vertical format when a person is under 21 years of age. Virginia law requires that you notify the DMV within 30 days if you change your address If you are under 18, you are not allowed to drive between midnight and 4:00am EXCEPT if it is an emergency. An example of acceptable proof of Virginia residency is an I.R.S. tax reporting W-2 form. Police are required to give warnings in lieu of citations for the first 30 days After installing red light cameras. 2 At crosswalks, when "DO NOT WALK" signals start flashing, a pedestrian already in motion may finish crossing the street. means there is another lane of traffic merging with your lane ahead. Black & white regulatory signs take effect the moment you pass them. Yellow signs indicate warnings and hazards. A RED ARROW means STOP until the green signal or green arrow appears. means there is a traffic signal ahead. means there is a pedestrian crosswalk ahead and the pedestrain has the right-of-way. If you are going the wrong way down a one-way street, reflectors on the road will shine red. A sign displaying a red circle with a line through it always means NO. A traffic signal black-out is the same as a stop sign. Brown signs indicate information about recreational facilities. At intersections without STOP or YIELD signs, you must yield to the car on your RIGHT if it reaches the intersection at the same time as your vehicle. Drivers must always yield to pedestrians. The speed limit in any alley is 15 mph. Virginia's Basic Speed Law says you must never driver faster than is safe for the present conditions. All school zones have a maximum speed limit of 25 mph. The right-of-way should be either given or taken to avoid a hazardous situation. If you are driving at a speed of 60 mph, it will take you approximately 480 feet to come to a complete stop. Bicyclists do NOT fall into the DMV's definition of a PEDESTRIAN. The speed limit at any blind intersection is 15 mph. When you hear an emergency vehicle's sirens or see its flashing lights, you must pull over to the RIGHT shoulder of the road and stop your vehicle as soon as possible.

3 Blind intersections are intersections where you cannot see for 100 feet in either direction during the last 100 feet before crossing Emergency Vehicles always have the right-of-way. Flashing RED LIGHTS on a school bus require that you stop until children have safely crossed the street and the lights have stopped flashing. For drivers involved in fatal crashes, young males are the most likely to be speeding You may cross a solid double-yellow line to make a left turn. You may make a LEFT turn on a red light if it is a one-way street and traffic is flowing left.. Blue-painted curbs are for disabled parking only. Littering convictions are shown on your driving record. It is illegal to make a U-turn when you are in front of a fire station. When you park headed uphill you should turn your wheels away from the curb. Two sets of double yellow lines which are two or more feet wide stand for a solid wall. Passing on the right IS LEGAL only if an open highway is clearly marked for two or more lanes of vehicles moving in your direction. HOV stands for High Occupancy Vehicle. A load extending more than four feet from the back of the vehicle must display a 12-inch red flag. It is illegal to make a U-turn when you are in front of a fire station. When you need to pass a vehicle or bicycle going in your direction always pass on the LEFT. Pedestrians may walk in bicycle lanes if there are no sidewalks. If a street has a left turn center lane, you MUST use it when you turn left. If your vehicle has a manual transmission, you must leave it in gear when you park. According to NHTSA, road rage may be a factor in as many as 50% of all accidents. You have a responsibility to make sure you are well-rested when you get behind the wheel. The back seat is the safest place for children 12 years of age or younger It is safer to wear both the shoulder and lap belts of a seatbelt. Your physician is required to inform the DMV if you have been diagnosed with dementia. Babies up to age 12 months must ride in rear-facing safety seats in the back seat of a car. Pregnant women should never place safety belts over the abdomen. You should never put a rear-facing infant seat in the front seat of a vehicle with a passenger side air bag. Epilepsy is a health condition that could affect your driving. All answers are correct: Child seats save lives, are mandatory for all children under 6, and should never be placed in the front seats, unless the passenger air bag switch is turned off. It is a myth that there is a better chance of surviving a collision if you are thrown from the vehicle.

4 Based on a 2002 NHTSA study, the agency estimates that driver distraction in all its various forms probably contributes to between 20% & 30% of all crashes. A recent study identified talking on a cell phone while behind the wheel as roughly equivalent to having consumed two strong drinks of alcohol. According to the NHTSA, one person in 3 will be injured or killed in a traffic collision. The driver is responsible for making sure children are properly secured. The minimum liability coverage allowed is Bodily injury/death of 2 or more persons $50,000. Every collision reported to the DMV by law enforcement will show on your record, unless the reporting officer says you are not at fault. You can be held responsible if your child under the age of 18 drives without a license. BAC stands for blood alcohol content. If you are licensed to drive a commercial vehicle, it is illegal to drive with a BAC of.04% or higher. If you are involved in a collision you must stop at the scene of the crash, or as close to it as is safely possible. Alcohol is related in 40% of all fatal collisions. It is illegal to drive with a BAC of.08% or more. If you are involved in a collision you should remain calm and exchange insurance information with other drivers. The best way to avoid a collision is to be a courteous driver and follow all traffic laws. If you are aware that another vehicle is going to strike you from the rear, you can avoid being pushed into the vehicle in front of you by braking. You should always wear your seatbelt. It is never acceptable to drive under the influence of drugs or alcohol. When you received your driver's license, you have given your consent for an officer to test your blood alcohol content. If you refuse to take a blood alcohol content test, your license will immediately be suspended for 7 days and up to one year, whether or not you are convicted of driving under the influence. Even 1 alcoholic beverage can make you an unsafe driver. If you hit a parked car you must find the owner and take responsibility, or leave a note explaining the situation, providing contact information including your full name, address, and phone number. Even though a driver is prohibited from drinking alcohol, automobile passengers may NOT drink regardless of their seat position while the car is being operated. 8 to 10 drinks within an hour can put you into a coma. Teenagers are more likely than adult drivers to be involved in an alcohol-related fatal crash. Only time will sober up a person. It is illegal for drivers under the age of 21 to drive with a BAC of.01% or more. You should never mix alcohol with drugs. Anyone convicted of possessing, selling or manufacturing illegal drugs will be subject to a six month

5 suspension of their driver's license. If you are under 21, for your first offense of driving under the influence of alcohol, the DMV MUST revoke your license for 6 months. You should always check with your pharmacist about the effects of prescribed medications. In addition to fines and legal fees, a single conviction for driving under the influence can also raise your insurance rates. Having an open container of alcohol in the glove compartment is illegal because it implies a direct attempt to conceal it. An ignition interlock device is a device that requires the driver to take a breath test for alcohol EVERY TIME the car is started. Alcohol causes dizziness and slower reaction time. When driving, you should always look 20 to 30 seconds of driving distance ahead of you. An intersection is any place where one line of traffic meets another. If there are no painted lines, cross walks are still present at streets with sidewalks that meet at approximately right angles. Pedestrians always have the right-of-way. Virginia law says you must use headlights at sunset. You should check your rear-view mirror at least every 10 seconds to gauge the position of other vehicles near you. Blasting your car stereo is NOT a legitimate way to make sure that other drivers notice you. In the city, 20 to 30 seconds of driving time is about 1 block ahead of you. To keep the highest level of attention you should shift your focus from the front to the sides, and the to the back repetitively. When stopping at a crosswalk you should always stop before the painted crosswalk lines. When stopping at a crosswalk where there are no painted crosswalk lines, you should stop far enough back to allow pedestrians to cross without forcing them to walk into traffic lanes. You should look behind you every time you change lanes, slow down quickly, back up and drive down steep hills. Virginia DMV recommends you check your rear-view mirrors at least every 10 seconds. Even if you cannot see any vehicles around you, when making a turn or changing lanes you should always use your turn signals. In Virginia it is now required that EVERY motor vehicle be operated with headlights whenever weather conditions prevent the driver from seeing clearly at least 500 feet, OR when driving in conditions that require windshield wipers to be in continuous use. You should sound your horn in order to avoid collisions. Stopping distance is equal to Reaction distance PLUS braking distance. Any vehicle being passed must yield the right-of-way. When entering a freeway, you should travel the same speed as the flow of traffic. To be safe, you need to keep a space cushion in front of your vehicle and to the sides and rear.

6 When entering a freeway, freeway traffic has the right-of-way Any time you merge with other traffic, you must give yourself a time/space gap of 3 seconds. At 55 mph, you need a minimum 10 to 12 second gap in oncoming traffic to pass safely. If two vehicles meet on a one-lane mountain road, the vehicle facing downhill must back up. Most rear-end collisions are caused by following to closely. Although the three second rule works in most scenarios, the three second rule in driving not enough when: 1) a tailgater is crowding you; 2) driving on wet roads; 3) you are following a motorcycle. You can avoid driving in another vehicle's blind spot by accellerating or decellerating to change your position. When you are following a large vehicle that blocks your view you should increase the stopping distance gap. Even though you may be driving safely, events on the road are unpredictable. Therefore it is important that you do not let yourself get boxed in on all four sides of your vehicle. On the road, if one danger is greater than another, you should give the most room to the worst danger. You should not stop, unless absolutely necessary, before merging with traffic because you will likely be merging at a slower speed than the flow of traffic. If you have to cross several lanes of freeway traffic, you should signal, but change lanes one at a time. It is against the law to enter an intersection unless there is enough space to get completely across it. A loose-fitting or improperly used helmet is only slightly better than no helmet at all. When you see a school bus with flashing red lights stopped on the side of a road, you must stop until the bus lights stop flashing. The only time you do not need to stop for a school bus that has stopped is if the school bus is on the other side of a divided highway. Fines are doubled in construction zones. All motorcycle riders and passengers of any age are required by law to wear safety helmets. Trucker's blind spots are sometimes referred to as: the no zone. Blind pedestrians should be given the right-of-way at all times. When a train is approaching, ALL VEHICLES are required to stop at least 15 feet from the tracks. You should never pass a vehicle that is stopped at crosswalk because they are usually stopped for a crossing pedestrian. Pedestrians holding white canes with red tips are usually blind. You should NEVER attempt to beat a moving train. 15 MPH is the maximum speed for crossing railroad tracks. You should never go around a closed railroad gate, even if you've seen that a train has passed, because a second train could be approaching from either direction as well. You should double your following distance whenever you are following a motorcycle. If you cannot see a truck driver's face in his or her side view mirror, you are in a trucker's NO ZONE.

7 One in SIX traffic fatalities is a pedestrian. When bracking, anti-lock brakes (ABS) should be pressed with continuous force. Acceleration skids involve your drive wheels, and happen when they lose traction with the road. In this situation you should take your foot off the gas pedal and straighten the front wheels until you regain control. When driving on packed snow, at most you should drive half the posted speed limit. The phenomena where your vehicle actually rides on top of water on the road is called hydroplaning. The best prevention for tire blowouts is keeping your tires properly inflated. Roads are most slippery at the first sign of rain. To help avoid skidding on slippery surfaces, you should slow down as you approach curves and intersections. Locked wheel skids are typically caused by a driver braking too hard at high speeds. In this situation, you should release the brakes to unlock the skid and then steer your car to safety. When driving down a slippery hill, you should shift into low gear. If your accelerator sticks you should, shift the car into neutral and look for an escape route. If your brakes should fail, you should downshift to a lower gear, even with automatic transmissions. Since passing increases the chances of a collision, you should always attempt to travel with the speed of traffic. Icy road conditions are often found at bridges and overpasses. When there are curves in the road, you should slow down before you enter curve. If you absolutely must drive on an icy road, you should slow your vehicle to a crawl. In general, you should slow down when you travel across narrow bridges and through tunnels. You should not pump anti-lock brakes because anti-lock brakes mimic the pumping action at an average of 15 times per second. If your headlights fail at night, you should try using high beams and turn on your emergency flashers, then get off the road. Every car is required to have a safty belt for every passenger. Seatbelts are the safest protection against injury in a collision. Alcohol is specifically defined as a depressant. It takes the body about 1 hour to get rid of each "drink". A designated driver can save many lives and thousands of dollars in legal fees. You do NOT need to have your vehicle's pink slip when operating a vehicle. Speeding 1-9 mph over the speed limit is an example of a 3-point violation. In Virginia if you're a first time driver you must be at least 16 years and 3 months of age. Parental consent for a driver's license must include that the child has driven 40 hours, at least 10 of the hours must be after sunset..

8 If you are under age 18, you may carry only ONE passenger under age 18 during the first year that you hold your driver's license. If you loan your vehicle to an unlicensed or suspended driver your vehicle can be impounded for 30 days. If you are a new resident you must obtain a Virginia driver's license within 60 days of moving to the state. If you live with a disability or medical problem the DMV may require you to present a statement from your physician regarding your condition. During your first driving test the examiner DID NOT make note of your appearance. In Virginia you may get your learner's permit when you have reached at least 15 years and 6 months of age. The #1 rule that accompanies right-of-way is courtesy & common sense. Two solid yellow lines mean no passing. It is against the law to follow within 500 feet of any emergency vehicle Although you should continuously scan the road ahead of you, you must also be aware of what is happening on both sides of you and behind you. When you park headed DOWNHILL you must turn your front wheels INTO the curb or the side of the road. If you are active-duty military personnel stationed in Virginia you may register your vehicle in Virginia without obtaining a Virginia driver's license.
