1 Date File # EDA101.01/16 Dear Hydraulic Elevator Owner This letter is to inform you that effective March 1, 2016 there is a New Elevating Devices Code Regulation AR 192/2015 that requires all hydraulic elevators with single bottom cylinders to be replaced with a double cylinder bottom bulkhead or other safety features to prevent an accidental elevator fall should the single bottom of the cylinder fail. This Safety Order applies to all hydraulic elevators installed below ground with single bottom cylinders. Most single bottom cylinders have been in the ground for 30 years or more. The potential for catastrophic failure due to separation of a single bottom from the cylinder increases with cylinder age. While the effective date for the replacement or the installation of alternate means of safety devices is March 1, 2016 a Variance (See attached) has been issued by Alberta Municipal Affairs to allow additional time for the repairs or upgrade. To assist you in determining whether you have to upgrade your hydraulic elevator the following steps are recommended; 1. Establish when your elevator was installed and to what code was it built. 2. The elevator code requirements to have double bottom cylinder started in 1979? It would mean all hydraulic elevators prior to that date are most likely to have a single bottom cylinder. 3. Review the structural layout prints of the elevator in question to see if the prints indicate a single or double bulkhead. 4. Obtain help from your elevator contractor or consultant Once you have determined the type of cylinder you have for your elevator and the elevator was installed before 1990 please complete the attached form. Cylinders buried in the ground shall be provided with a safety bulkhead having an orifice of a size that would permit the car to descend at a speed not greater than m/s (15 ft/min), nor less than m/s (5 ft/min). A space of not less than 25 mm (1 in.) shall be left between the welds of the safety bulkhead and the cylinder head. Safety bulkheads shall conform to A safety bulkhead shall not be required where a double cylinder is used and where both inner and outer cylinders conform to Cylinder Packing Heads. The metal stops and/or other means shall be so designed and constructed as to stop the plunger traveling in the up direction at maximum speed under full load pressure, should the normal terminal stopping device (see ) fail to operate, or at a reduced speed when a terminal speedreducing device is provided as required by No running test onto the stop ring is required [see (s)] Hydraulic System.
