1 POWER SYSTEM OPERATION CORPORATION LIMITED NATIONAL LOAD DESPATCH CENTRE B-9, QUTUB INSTITUTIONAL AREA NEW DELHI Report dated 5 th May 2018 at 15:00hrs Sub: Load crash occurred in Northern Region due to thunderstorm on the night of 2 nd and 3 rd May 2018 On 2 nd May 2018, due to thunderstorm & dust storm, tripping of multiple 765 kv and 400 kv lines took place and around 14GW load crash has occurred in Northern region. In this connection, flash report prepared by NLDC and NRLDC is enclosed at Annexe-I and Annexe-II respectively. The current status of elements tripped in northern region is enclosed as Annexe-III. In continuation of the above report, the information regarding restoration of important lines /s/bus which went under outage on 2 nd May 2018 due to the dust/thunder storm is given below. 3 Due to high temperature weather condition, the all India demand is in increasing trend which is in the range of 148 GW and 152 GW during the day time. Meanwhile IMD has issued the notice for 05/05/2018 regarding dusty winds, thunder storm /dust storm in N.E states, West Bengal, JK, HP, Uttarkhand, Punjab and Rajasthan. Alert has been issued to all RLDCs/States/Constituents/Transmission licensee/discoms from NLDC. Planned transmission outages are being rescheduled on trunk corridors; Total Transfer Capability (TTC) has been reduced towards Northern Region considering the above outages besides limitations on HVDC Mundra- Mohindergarh bipole loading due to almost NIL generation at APL Mundra and frequent tripping on the 3000 MW HVDC Champa-Kurukshetra bipole. Date and time of the Incident: Thunderstorm & Heavy rain related tripping near Agra and adjoining areas during intervening night of 02 nd -03 rd May System Conditions: Load crash of around MW occurred (difference with all India demand of previous day) due to thunderstorm and heavy rain, 765kV Agra s/s went under complete outage due to tripping of lines. Affected Area Northern region, Western region and Eastern region. Railway traction load supplied from Auraiya station affected briefly. 5 The major impact was on northern region demand and demand plot of Northern region of 01 st & 02 nd May 2018 is given below. 01 st May 2018 Reduction 02 nd May 2018 The faults observed in transmission lines were captured in voltage plot of Phasor Measurement Unit (PMU) as corresponding dip in voltage and the same is reflected in PMU voltage plot of Agra station. 6 The frequency has remained above most of the time during inclement weather. Frequency plot from 20:00 Hrs ( ) to 08:00 ( ) Hrs is given below Hz 50 Hz Hz 3. Details of tripping: During the storms, it is reported that many equipments in 765 kv Agra substation have got damaged there by affecting the power flow. Total of 87 transmission lines of voltage level 220 kv and above tripped in the intervening night of 02 nd -03 rd May 2018 due to heavy thunderstorm in northern region, western region and eastern region. The same is tabulated below. The traction supply from 400/220 kv Auraiya station was interrupted from 00:36 Hrs to 01:50 Hrs of 03 rd May The list of trippings is enclosed at annexure I. 4. Action Taken: Coordinated with all RLDCs to restore the lines. Total of 8 no. of reserve regulation ancillary services (RRAS) down instructions were given for maintaining the frequency within band in view of load crash besides relieving the loading in system. 5. Current Status: The system is in ALERT state sue to the above trippings and all control centers are being sensitize accordingly. Due to complete outage of 765 kv Agra station which is centrally 3

17 Annexure-A Power System Operation Corporation Ltd. Northern Regional Load Despatch Centre Dated: 03- May Report on Load Crash in Northern Grid from 13:54hrs/02-May-18 onwards The Northern Region (NR) experienced demand crash on account of rain with thunderstorm. The event based upon data received and available at NRLDC is summarized below: Load crash witnessed in the all the states of Northern Region. High frequency and high voltage condition prevailed. Frequency touched 50.22Hz at 04:04hrs/ The load of NR started reducing after 13:54hrs of Average demand crash of MW was observed during inclement weather conditions (night hours of to morning hours of ) as compared to the previous day. The demand pattern of Northern Region and its state is attached as Annex-I. Schedule & Actual of affected NR state control areas is given at Annex-II. The Schedule & Actual IR exchange of NR is given at Annex-III At 16:58hrs, complete station outage occurred at 400/220kV Muzaffarnagar (UP). Total 12 multiple element tripping event occurred in Northern Region, separate list of multiple element tripping along with category according to CEA grid standard is attached as Annex-IV During the storm, complete 765kV Agra (PG) station became dead due to outage of multiple 765kV lines due to equipment damage or tower collapse. At 20:35hrs, HVDC Agra-BNC Pole-2 also tripped due to tower collapse in HVDC line. HVDC Champa (WR) - Kurukshetra(NR) Pole -2 also went under outage at 22:17hrs of 2 nd May At 21:05hrs, 765kV Lalitpur-Fatehabad ckt-2 tripped. Lalitpur generation was hanging on only one ckt 765kV Lalitpur-Fatehabad ckt-2..

18 At 22:12hrs, 765kV Aligarh-Orai ckt-1 tripped, after some time at 22:39hrs, 765kV Aligarh-Orai ckt-2 and 400kV Orai-Orai one circuit also tripped, it led to limitation on import by NR through Orai-Satna and Orai-Jabalpur D/C line. Outage of 765kV Agra (PG) and 765kV Aligarh-Orai lines, Outage of one pole of Champa- Kurukshetra and one circuit of 765 Gwalior-Phagi severely deteriorated WR-NR interconnection corridor. The situation was further complicated with high wind generation in Rajasthan coupled with low demand and power rushing from NR to WR on 400kV Kankroli-Zerda and Bhinmal-Zerda lines. The Railway traction supply was also affected in the incident due to tripping of lines from Agra station. The traction supply from 400/220 kv Auraiya station was interrupted from 00:36 Hrs to 01:50 Hrs of 03rd May kV Railway lines from 220kV Auraiya station was charged after bypassing over voltage protection at 220kV Auraiya (NTPC). Total 36 no. of 400kV and above lines were manually opened to control the voltage and total 91 no. of 220kV and above elements (lines and s) tripped during May The list of tripped elements and opened on high voltage is attached as Annex-V. (some of state control area 220 kv lines may still not be in the list in view information receipt delay from SLDCs) The frequency has remained above most of the time during inclement weather. Actions taken at Control Centre: Warning about inclement weather condition was given to all the states in advance. Alerts were issued to all concerned to reduce under-drawl and for backing down of generation in order to control high frequency operation besides containing overvoltages. Immediate actions were taken to surrender power from ISGS generating stations & ancillary down (RRAS down) were imposed. The generation of ISGS thermal stations was backed down. State control area generation was also reduced by SLDCs. The pattern of regional thermal generation is attached at Annex-VI. Present Condition (16:00hrs of 03 rd May 2018): System is in normal condition. The frequency is being in the IEGC stipulated band. The Northern Regional demand is picking up and is around 38GW. The demand is still 4.1GW less than the normal day. Due to complete outage of 765 kv Agra station which is centrally located in the grid, the import capability of northern region is adversely affected. The transmission towers of 765 kv Agra- Aligarh, 765 kv Kanpur-Varanasi-I & II, 400 kv Kanpur-Agra and MTDC BNC- Alipurduar- Agra are reported to be damaged. The equipment damage reported at 765/400 kv Agra substation. This

20 would delay in restoration of lines and thus limit the transfer capability in west to north corridor this has led to reduction in Total transfer capability (TTC) of Northern region import. The details of revision in TTC for the incident is given below: Corridor Present TTC (MW)-Considering outages Reduction in TTC(MW) from earlier level WR-NR ER-NR Simultaneous NR Import It has been observed from the previous thunderstorm incidents that utilities are manually shutting down their feeders during the storm to avoid collateral damage. It was decided in last year summer preparedness meeting taken by Joint Secretary (Trans), MOP that the states shall categorize all the feeders in two lists, one which do not require manual opening (in view of safety requirements), and the other with safety concern. The list with safety concern shall be progressively reduced. This aspect has been discussed during different meetings at NRPC level as well. However, the list from the states is yet to be received. All utilities shall provide the list of manually opened feeders during this event along with the detailed report to NRLDC at the earliest time. All entities shall also provide the DR/EL, detailed report of the tripped elements/load crash along with the remedial actions taken/to betaken.
