Soldotna ombustion Turbine power plant located along the ompany's Kenai to Anchorage Pipeline. 2145a(2) This service shall be supplied under Sections 1605 and 1640, and 2145a(3) The Finn Transportation Service Agreement between the ustomer and the ompany. 2145b Monthly Rate Service harge (Base)-Volumetric Rate: $ per thousand cubic feet (Mct) ustomer charge: $9,700 per Month R R 2145c Rate Adjustments Rates for service under this Schedule are subject to various charges and adjustments as approved by the Regulatory ommission of Alaska including, but not limited to, the Regulatory ost harge as outlined in Section 2401 and the additional fees set out in Section 256l. Sixth Revision ancelling Fifth Revision 213 ESTAR atural Gas ompany 2150 Schedule VLFT - VerY Large Firm Transportation Service REEIVED OT STATE OF.JJ)I<A REGUlATORY OMMISSIO OF AlASKA 2150a Availability Service under this rate schedule requires execution of a Very Large Firm Transportation Service Agreement with the ompany. 21S0a(1) Service under Schedule VLFT - Very Large Firm Transportation Service (Section 2150) - is available only for large-volume end-use Transportation customers served directly from the ompany's transmission system and having an estimated load factor of 65% or greater and a minimum ontracted Peak Demand of 5,000 Mcf. Load factor is calculated as average daily volumes divided by ontracted Peak Demand. Locations listed in Sections 2145 and 2101 that have specific rates are not eligible for service under this Schedule. 21S0a(2) The ompany may limit the amount of ontracted Peak Demand and the delivery pressure requested by the ustomer. 21S0a(3) The monthly rate, customer charge and demand charge applies to each individual Delivery Point receiving service under Schedule VLFT except for Anchorage Municipal Light and Power ("ML&P") Plants 1, 2 and 2A. The volumes, load factor, ontracted Peak Demand, and demand charge for these three locations will be aggregated, and ML&P will only be charged one customer charge. Volumes from individual Delivery Points for all other locations will not be combined or aggregated unless it is for the convenience of the ompany. 21S0a(4) Service under this Schedule VLFT is exclusive. ESTAR Fifth Revision ancelling Fourth Revision ESTAR atural Gas ompany REEIVED OT 19 2ot7 STATEOF~KA REGULATORY OMMISSIO OF AlASKA 2150c Excess Demand In the event that a Shipper' s actual Mcf per Day demand on any Day exceeds the Shipper' s T ontracted Peak Demand, then the Shipper shall pay in that Month a penalty as calculated T below: 2150c(l) alculation of Excess Demand Penalty The Excess Demand penalty is calculated as the product of: 1. The Shipper's actual Mcf per Day demand less the Shipper' s ontracted T Peak Demand; T 2. The Mcf per Day demand charge (in Section 2050b above); 3. The number of Months the Transportation Service Agreement has been in effect or twelve (12), whichever is less; and 4. Two (2). 2150c(2) Example of alculation of Excess Demand Penalty Assume that a Shipper has contracted for 10,000 Mcf per Day of ontracted Peak T Demand in a Transportation Service Agreement that has been in effect for more than T twelve months and that the Shipper' s actual Mcf per Day demand during a day of a month covered by the Transportation Service Agreement was 12,000 Mcf per Day. The Excess Demand penalty would be calculated as follows: [( 12,000-10,000) X $4.50 X 12 X 2] = [2,000 X $4.50 X 12 X 2] = $216, c(3) The ompany will waive the Excess Demand penalty for any qualifying volumes caused by Economy Energy Sales to other power utilities. Economy Energy Sales are sales of energy sold on a non-firm basis. Volumes for Economy Energy Sales which, combined with the other volumes for the ustomer, exceed the ustomer' s ontracted Peak Demand are interruptible by the ompany. First Revision ancelling Original ESTAR atural Gas ompany REEIVED OT STATEOf~ REGUlATORY OMMISSIO Of AlASKA 2150c(3)(a) The Excess Demand must have occuned during non-peak conditions, when there were no pipeline, gas supply or operational constraints; 2150c(3)(b) The estimated volumes associated with Economy Energy Sales must have been separately identified as such in the ustomer's nomination(s) to the ompany for the Day that the Excess Demand occulted and were accepted for delivery by the ompany, and 2150c(3)(c) The ustomer must provide supp0l1ing documentation acceptable to the ompany of the volumes used for the Economy Energy Sales within three business days after the Day in which the ustomer exceeded its ontracted Peak T Demand. T 2150c(4) The ompany will waive the Excess Demand penalty for ML&P Plants 1,2 and 2A to the extent that the Excess Demand was caused by ML&P's load shifting from its share of the Southcentral Power Project ("SPP") to Plants 1, 2 and 2A where SPP has not used all of its ontracted Peak Demand. 2150c(4)(a) The amount of the waiver of the Excess Demand penalty will be limited to an amount calculated by taking ML&P's ownership share of SPP at the time multiplied by SPP' s unused ontracted Peak Demand during the period. 2150c(4)(b) Example of alculation of Excess Demand Penalty Assume that there is a Transp0l1ation Service Agreement for SPP with ontracted Peak Demand of 36,300 Mcf per Day that is in effect, and that SPP actual use for a Day was 26,300 Mcf, thus leaving unused ontracted Peak Demand of 10,000 Mcf for the Day. Assume further that ML&P's ownership share of SPP is 30% and that ML&P shifted load to its Plants 1, 2 and 2A, causing ML&P to exceed its ontracted Peak Demand for those plants for the Day. The amount of Excess Demand volumes for the Day waived under this Section 2150c(4) would be the unused SPP ontracted Peak Demand of 10,000 Mcf, multiplied by ML&P's 30% ownership ofspp, or 3,000 Mcf. 2150d Rate Adjustments Rates for service under this Schedule are subject to various charges and adjustments as approved by the Regulatory ommission of Alaska including, but not limited to, the Regulatory ost harge as outlined in Section 2401 and the additional fees set out in Section Rates may also be subject to local sales taxes.
