4 . 4 Safety Information Working near Overhead Lines What are the dangers? Overhead lines carry a powerful electrical charge which can be conducted through machinery and equipment with fatal consequences. Anyone working close to live power lines should take time to read the simple safety leaflets that are available online, and identify the precautions they should be taking. Further safety information for when working near overhead lines: Keep your distance Electricity can jump gaps so be aware that machinery does not have to touch a power line to result in a serious or lethal electric shock. UK Power Networks can help you work out the gap between the power lines and the ground so you can check these against the height of any equipment that will be used near or beneath the lines. Take extra care to find out the maximum height of any equipment and machinery that may be used on site when all the parts of the machinery are fully extended. Do not take plant or equipment that could reach beyond safe clearance under the line. Remember electricity can jump a gap. Check the height of all new equipment on site. Underground cables Underground cables carry a powerful electrical charge which can be conducted through machinery and equipment with fatal consequences. Anyone working close to live underground cables should take time to read the simple safety leaflets that are available on-line and identify the precautions they should be taking. Good management reduces the risk of accidents. With proper planning and control, workers should not come into contact with underground cables. Contact UK Power Networks when planning work near our overhead lines. Map the route of overhead lines and plan the safest way to avoid them. Clearly signpost the dangers with high visibility warning notices. Keep overhead lines in view when moving plant and equipment. Inform staff and contractors of the dangers and promote safe practices. You must NEVER! Go near or touch any broken or fallen overhead power lines or any plant, equipment or machinery that is in contact with an overhead power line. Drive a high vehicle under an overhead line when there are alternatives. Take plant or equipment closer to live power lines than the clearance given by UK Power Networks. Carry ladders or other long objects underneath lines without reducing them to their shortest length and carrying them horizontally, close to the ground. Restrict access to work near overhead power lines using barriers.

5 Think ahead Get the basics right. Familiarise yourself with the site. Mark the route of underground cables running across the site on all plans circulated to staff. Find out if the work could be carried out away from the cables, or avoided all together. What to do Have cable drawings and records on site, know how to read them and check them before starting work. Be aware that not all cables may be shown on the records. Look around for anything in the vicinity that would have an electricity service, such as street lights, CCTV cameras, phone boxes, etc. as well as the more obvious things like houses and industrial units. Always use a cable avoidance tool (CAT) to survey the entire site before digging commences. Once found, mark cable positions with spray paint or similar. Do not forget to use encroachment lines as well. Dig trial holes, by hand, alongside the indicated route of the cables(s). Use spades and shovels with insulated handles in preference to forks and picks. Make sure everyone on site, including visitors, understand the risks. If there is a cable encased in concrete contact UK Power Networks to agree a safe method of work. This may mean making the cable dead. Before demolishing a building make sure that electricity supplies are disconnected, preferably well clear of the work area. For guidance on how to arrange a disconnection visit Have the emergency contact telephone number easily available on site. What NOT to do Never allow anyone near a damaged or suspected damaged cable or joint. Do not handle or attempt to alter the position of a cable or joint. Never assume that cables run in straight lines, they may be deflected around underground obstacles. Do not use mechanical excavator or powered digging tool within the vicinity of known cables. Never knock a road pin, or forcibly throw a spiked digging tool into the ground, without checking what is below the surface. If a cable is damaged Notify UK Power Networks immediately: Call the emergency services if anyone is injured. Anyone who has received an electrical shock should go to hospital as damage may have occurred to the heart. Always treat the cable(s) as live even if they are not sparking. Cables can be re-energised at any time without warning. Never remove anything that is stuck in a cable. Keep everyone well away from the area of the damage. Do NOT attempt to remove anything that is in contact with the cable. In case of emergency call us on: London East of England South East

6 . 6 Who is involved? Once you have accepted the quote and paid, a UK Power Networks representative will be assigned to you. They will contact you to arrange a site visit and discuss the programme of works. It is important we know who is the right contact on site for the duration of work. If this changes at any point, please let us know. For this we review the details of your project for example, the types of equipment you ll be using and when you need power. We assess the application to ensure that we have all the information needed. Once your project has been designed we will the offer or send in the post if required. On acceptance of the offer we ask for: The Project is sent to the delivery team who allocate a field engineer to manage and deliver your project. This engineer will be your point of contact throughout the work. Legal Consents, Traffic Management arrangements and work planning happen at this stage. We don t supply any electricity meters. To arrange for a meter to be installed so the electricity connection can be utilised, you will need to appoint an electricity supplier (please note that you can appoint any electricity supplier that you like). 1. 7 Key stages when delivering your project Every project will involve a number of elements, some that may impact timescales to complete the work. 8 . 8 The division of responsibility Your responsibilities: Providing as much notice as possible about your programme of work and delivery timescales. Keeping your UK Power Networks contact up to date with your delivery requirements and timescales. Ensure the site is ready for us when we arrive. Let us know of any issues / challenges and changes on site that may affect the delivery of your work. Our responsibilities: Let you know what s needed to ensure the work can be completed within your timescales. Communicate any updates that will impact the work at your site. Third party consents getting permission Sometimes we need to run a cable under or over land that isn t yours to get to your site. In these situations we need to get the owner s and/or the occupier s permission before we can carry out any work on your property. It is the customers responsibility to obtain an agreement in principle, and provide UK Power Networks with the land owners details. Wayleave This is a written agreement between UK Power Networks and the landowner or occupier. A wayleave is usually required when we have to cross a neighbour s land or a private road. Deed of Grant This is a deed between UK Power Networks and the landowner that has been drawn up by a solicitor. It gives us permanent rights registered against the property title at the Land Registry. A typical example might be for a housing development that requires an extension from our network to supply several properties. Transfer This is a transfer of the freehold or a long lease on the land which we need to install equipment on such as an electrical plant. Transfers are usually for developments that require an extension from our network to supply several properties and they are drawn up by a solicitor. If we identify the need for a third party consent on your application we ll arrange a site visit to check the situation. If required, consents can significantly delay your project as we are dependent on third parties to give us permission. Typically this can take three to six months, sometimes longer. We ll start negotiations with the landowner and / or occupier once you ve paid for the work we ve quoted for. You will be liable for any further costs arising from the negotiations. If we have to change the planned route for your connection because we cannot get consent, then we may have to revise or withdraw our original quotation.

9 Cable installation guidelines Our Standards (duct type, size & footpath location, road crossings, meter box standards & locations, Information relating to metering / MPANs etc) are outlined below for ease of reference. Low Voltage Service and Mains Cables All Low Voltage (LV) cables shall be installed to the following minimum depths, whether they are laid direct or installed in suitable ducts: Footways/grass verges or private property = 450mm. Carriageways (including road crossings) = 600mm. Normal agricultural land (not subject to deep ploughing) = 1050mm. Agricultural land subject to deep ploughing = 1200mm. Cable Protection Tapes All cables, when installed in the ground, should be covered by marker / warning tile tape as below: LV Service = Tile tape (40m x 200mm x 2.5mm) made by Centriforce and must comply with ENA TS Polyethylene Warning tape, Polyethylene Protection tape and Polyethylene Protection Tiles for Buried Electricity Supply Cable. 10 . 10 High Voltage cable trenches 11kV and 20kV Cables: All 11kV and 20kV cables shall be installed to the following minimum depths, whether they are laid direct or installed in suitable ducts: Footways, grass verges or private property = 600mm. 11 Cable Protection Tapes continued... All cables and ducts shall be protected by a cable protection tape, the tape used depends upon the highest voltage to be protected. More information can be found in the UK Power Networks Engineering standard ECS INSTALLATION OF UNDERGROUND CABLES - LV TO 132KV. Cable Protection tape suppliers include: Thorne & Derrick Plaspipes Jointing tech Steel pipes required? Where ducts are to be installed in concrete or through a void (for any reason) prior agreement must be obtained from UK Power Networks and the use of steel pipes will be required. The steel pipes will be 150mm internal diameter welded steel tube with no protruding seam internally; The internal weld must be smooth to the touch throughout. All joints to be screwed and socketed with ends of tubes finished smooth to the touch. Tubes to be Medium duty in red oxide or self colour finish, complying with EN Galvanised ducts are not acceptable as the galvanising process can leave the ducts with an abrasive finish internally. Please speak to your appointed UK Power Networks representative regarding stockists if required. Secondary Substations For some connections a new secondary (11kV/400V) substation is required. Unless agreed otherwise, it is the customer s responsibility to construct the plinth and enclosure for this. UK Power Networks will determine the location and type of substation required, and will issue the standard building details and earthing design. Information about this will have been included with the quotation for the work. It is recommended that a structural engineer and a specialist earthing contractor are consulted prior to building the substation. Completion of the substation s foundation and structural design should incorporate the requirements from our Engineering Design Standard - EDS SECONDARY SUBSTATION CIVIL DESIGN.

13 . 12 Meter cabinet installation It is important that meter boxes fitted are approved by UK Power Networks and installed to the correct guidelines, as below for single phase supplies. 14 Cut Out Location / Specifications 100A 3-Phase Example 400A 3-Phase Example Trunking The trunking is to be supplied and fitted by the customer to BS EN (see table below for sizes of trunking required). The customer s electrician will need to slot the trunking so that the suitable meter tails can pass through without damage. Installations (e.g. TBS) using TT earthing shall use insulated trunking. Meter Tails These will be stranded copper of a round section double insulated PVC/PVC Tails and suitable for the maximum current demand of the installation and be long enough to reach the cut-out via the meter cabinet. UK Power Networks will make the connection to the cut out (see table below for sizes). Please note Tri-rated / micro stranded cables are not accepted or allowed on these installations: Non suitable for BS 6231 Tri-Rated cable OR Arctic Grade Cable, Flexible Cable to BS6004 and BS EN Meter operator A Meter Operator (MOP) will need to be arranged to install the meters that record the energy consumed by the development / property. Main Earth Lead The earth lead must exit the trunking and not pass through the meter cabinet. Only one conductor can be terminated at UK Power Networks earth terminal if one has been provided (Please note in some instances UK Power Networks is unable to provide an earth terminal). 15 . 14 Electricity supplier An Electricity Supplier will need to be appointed before a supply can be made available. Please note that some Electricity Suppliers require twenty working days to register your MPAN. Earthing Arrangements For earthing arrangements please refer to the UK Power Networks G81 Website - Engineering Design Standard, EDS (Customer LV Installation Earthing Design). For complex earthing arrangements please refer to your M&E consultant or contact UK Power Networks for further advice. Metering Information To enable meters to be installed and energised at your site your nominated supplier will require MPAN(s) (Meter Point Administration Number/s) for each new connection. In order to generate the MPAN/s we require the full permanent postal addresses, including postcodes, for each new connection on site. For developments, the postal addresses will be issued to you by the local authority upon your application to them for the new addresses. Please provide us with a copy of the letter/ received from the local authority confirming the addresses. We cannot raise the MPAN/s without this information. Building Network Operators (BNO) A multi-occupancy building is defined in ENA ER G87 as: Any single building that has been sub-divided into more than one premise, for example flats (including conversions) or factories that have been broken up into smaller industrial units. It includes communal areas (if any). Building networks are governed by BS 7671; therefore UK Power Networks shall not give approval for building network designs as UK Power Networks is not an enforcing or advisory body for BS In addition there are additional regulatory requirements for multi occupied buildings e.g fire regulations, Health and Safety at work Act 1974 etc. Where questions of the adequacy of the customers installation need to be resolved the electrical contractor should seek advice from the trade body providing their accreditation e.g. Electrical Contractors Association (ECA), National Inspection Council for Electrical Installation Contracting (NICEIC) etc. More information about Building Network Operators can be found on the UK Power Networks Website or by following this link:

16 What if I m not ready when UK Power Networks arrive on site? If we arrive on site at the planned start date and time, and the agreed pre-start work arrangements have not been completed there is a high probability of the job being aborted. This is often because we are unable to access our equipment, or there are obstructions preventing us from completing the work for example: Waste management obstructing access to our sub station Scaffolding preventing excavation to access our cables We require 5 days advanced notice if you know you will not be ready on the start date. This enables us to maintain a realistic programme with all customers as we aim to avoid aborted visits wherever possible and, with reasonable notice, we generally do. When work is delayed we should be able to utilise our resources elsewhere and re-plan the work. However, where we do not receive a minimum of 48 hours notice this becomes difficult and, in some circumstances, we will aim to recover a reasonable level of cost incurred. To provide an idea, we have listed the most common scenarios that cause aborts (on the page below), with a guide of how much you could be liable to pay depending on the region you are working in. Delays in the programme Where we are unable to begin the work on the start date as initially agreed, the work will have to be replanned. We will work with you to deliver the work in accordance with your programme but this becomes very difficult if aborted visits occur.

17 . 16 Our connection standards of performance Service standards, known as Connection Guaranteed Standards of Performance (GSoPs) were developed in conjunction with Ofgem, electricity distribution network operators, customer groups and industry representatives. In cases where we are not able to provide the service within the performance timescales we will make a payment to you, after considering any relevant adjustments and exemptions. The timescales (either a prescribed period, or an agreed date) and the value of the payment depend on the type of work you are undertaking. A full list of all the Guaranteed Standards of performance can be found on the UK Power Networks website Link Working in public highways If we need to work on the public highway, to complete work associated with your development, we will need to obtain either a permit or what s known as a road opening notice. Often permits are subject to a notification period depending on the type of permit required. How much does arranging a permit cost? Once you have accepted and paid the quotation we will apply for the necessary permission or permit. We will apply for a permit or notice appropriate for the type of work required. This cost should be included in your quotation. How long does arranging a permit take? The notification periods depend on the length of time the work will take. For instance, if the work is scheduled to take four to 10 days, then 10 days notice is required. If it s more than 10 days, a minimum of three months notice is required. If the work requires a road closure or traffic diversion then a temporary traffic regulation order will also be needed. These orders require three months notice, even if the work is only going to take a few days. In these situations we may need to install temporary traffic lights. Lane Rental Lane rental involves the local authority applying a daily charge where street works obstruct traffic at the busiest times. Where lane rental is required and applies to the work being undertaken, you will be advised how this affects the work.

18 Jargon Buster BNO - Building Network Operator - as defined in ENA ER G87 as: The organisation that owns or operates the electricity distribution network within a multiple occupancy building, between the intake position and customers installations. The BNO may be the DNO, another licensed distributor or a third party exempt from an electricity distribution license (e.g. a facilities management company). A BNO may be a building owner, landlord, developer or similar function in control of a building infrastructure at that given moment. A BNO may appoint a third party to act as the network operator on their behalf. BS7671 Certificate also known as the IET (Institution of Engineering and Technology) wiring regulations, it is the standard that all electrical installations must comply with. Your energy supplier may need your electrician to supply a signed copy of a certificate for the wiring at your property before they can connect the power. Cut-out/service head this is the link between our electricity power service cable and the internal wires in your property. It marks where our electricity network ends and your internal wiring starts. It contains the main fuse. You must always treat a cut-out as live, even if there is no meter located next to it. Draw cord sometimes called a pull through, this is a rope which is installed in the cable ducting and allows our engineers to pull the power service cable through. It s important this is in place if you are installing your own ducting. Ducting this is black plastic piping that holds underground power service cables. UK Power Networks use ducting made by Polypipe. Hockey Stick this is a 38mm pre-formed plastic pipe that is curved like a hockey stick. It is installed between the meter cabinet and the underground ducting and is designed to protect the incoming power service cable. They are available in either black or white. Jointer part of the UK Power Networks Connections Team they are responsible for connecting and installing the power service cable to your property and fitting the cut-out inside the meter cabinet. IDNO - An Independent Distribution Network Operator (IDNO) is an accredited company with a wider scope than an ICP. After building a local electricity network, it will continue to own the local network and provide maintenance and 24-hour fault repairs. ICP - An Independent Connections Provider (ICP) is an accredited company that is entitled to build electricity networks to the specification and quality required for them to be owned by either a DNO, such as UK Power Networks, or an IDNO. Isolator a mechanical switch which isolates part of the installation when required, sized to meet the load. Joint hole or joint bay this is dug at the connection point between the mains network cable and the power service cable that will supply power to your property. Joint holes on public land (e.g. on the street) are always dug by UK Power Networks. If the joint hole is on your property and you wish to organise this it should only be dug by people who understand the safety issues. Groundworker part of the UK Power Networks Connections Team they are responsible for trench digging, back filling and making good any excavations.

19 Jargon Buster continued kva 1,000 volt amps. It s a measure of power usage. We often ask for the amount of kva you might require as it helps us determine what supply you need. Main Fuse this isolates the electricity supply to your building. Only your electricity supplier can remove this fuse because only they have the equipment to do it safely. The main fuse might need to be removed when working on your internal wiring. Meter tails these are the cables that connect your meter to the cut out/main fuse. A qualified electrician can install or upgrade meter tails. However, only your electricity supplier can connect the meter tails to your meter and the cut-out/service head. MPAN the Meter Point Administration Number is a 13 digit code that s unique for every meter. If you already have a meter you can find your MPAN by visiting www. powernetworks.co.uk and searching for MPAN Finder or follow this link and enter your postcode in the MPAN finder. Polyduct this a brand of electrical ducting made by Polypipe, a UK Power Networks approved supplier. It is widely available from builder s merchants. If you choose an alternative, please make sure it complies with our approved dimensions and is marked Electric cable duct on the outside. Power service cable this is the incoming power cable from our network that terminates at the cut-out (see previous page). It either runs above or below the public highway. UK Power Networks is responsible for any installation or alteration works to the power service cable. Accredited contractors can work on these cables, but everything they do has to be inspected by us as we are responsible for network maintenance. RCD (Residual Current Device) is a life-saving device which is designed to prevent you from getting a fatal electric shock if you touch something live, such as a bare wire. Modern consumer units have RCD installed on individual circuits. RCD offer a level of personal protection that ordinary fuses and circuit-breakers in older consumer units cannot provide. Please consult a qualified electrician for more information. Service head this is an alternative name for a cut-out (see cut-out/service head). Smart meter Smart meters are the next generation of electricity meters and offer a range of intelligent functions. For example, they can tell you how much energy you are using through a display in your home. They can also communicate directly with your energy supplier so you won t have to wait in at home for someone to read your meter. The meter is the responsibility of your energy supplier. TBS Temporary Builder s Supplier. Usually installed in a lockable cabinet or brick kiosk. It can either be removed when not needed or upgraded into a standard supply to the property when the construction is completed. Wayleave a wayleave is a consent in writing from a property owner that allows us to carry out work on their privately-owned land. It s a written legal agreement between UK Power Networks and the land/property owner that grants us access to install, maintain or repair our equipment. It is sometimes needed if we need to take a power service cable across someone else s land to get to your property. Wayleaves can severely delay the time it takes to complete a project as they can take several months to obtain.
