2 6-2 Section 6 - Employer s Requirements 1. Background Selwyn College National Secondary School is located in Maravovo, around 50km west of Honiara. Selwyn College is not connected to the grid, and it relies on its own mini-grid, powered by a relatively new (2 years old) 110kVA generator that services the school campus (classes, dormitories, staff housing and ancillary buildings). The site map below details the school site, including the mini-grid's reach. Figure 1: Site Map of Selwyn College
3 Section 6 - Employer s Requirements 6-3 Selwyn College is the biggest boarding school closest to Honiara that is not connected to the national grid. It has a community of almost 1000 people, including students, teachers and families during full school term. The school is administered jointly by the Anglican Church of Melanesia (ACOM) and the Solomon Islands Government. Solomon Islands Government applied to Deutchse Gesellschaft für Internationale Zussamenarbeit (GIZ) under the EU-GIZ Adapting to Climate Change and Sustainable Energy (ACSE) program for funds for the supply and installation of a solar hybrid system at Selwyn College. This will be the first solar hybrid system installed at a boarding school in Solomon Islands, and as such, is a pilot project for the country, which is aiming to increase electrification of its rural schools. 1.1 Site Preparation Works As this is a pilot project, capacity building of Solomon Islands institutions, and providing training to boost skills in solar is an integral part of the works tender. The Project Management Unit (PMU) of the project consists of Solomon Island staff working under Ministry of Environment, Climate Change and Disaster Management, who have undertaken the site preparations internally (not outsourced) as part of capacity building within the country. The PMU have conducted numerous preparation works at Selwyn College in readiness for the solar PV hybrid system. These include: Load balancing of 3-phase mini-grid (as the load was heavily imbalanced prior to commencement of works, which lead to the accelerated failure of past gen-sets. Upgrade of all lighting to LED lights Installation of a new water pump, fixing water leaks to boost efficiency of water supply Installation of control circuitry to match water pumping to daytime period (in phase with solar generation) Installation of control circuitry to assure essential lighting for night-time security purposes Boosting energy efficiency awareness at the school, including talks at student assemblies, staff meetings; and preparation of communication materials such as posters and stickers Baseline data monitoring of energy loads to capture the effect of the above upgrades, and provide a basis for the design of a PV hybrid system The ACOM and the Selwyn College School Administration have indicated that the school will develop 8 new classrooms, 8 new staff houses, 3 new dormitories as well as expand its dining hall and clinic. The below table illustrates the monitored loads; including the anticipated future loads that will come online as the school implements its expansion plans.

The 3-phase data logging of present load showed a current peak demand of 45kW. The present load imputes an average demand of around 12kW, though this varies during time of day. The above factors and works have been used to define the technical specifications, detailed below for the PV hybrid power system at Selwyn College.
5 Section 6 - Employer s Requirements Technical Specifications (Supply and Installation) The scope of work includes the supply, installation and commissioning of the solar hybrid power system at Selwyn College. The tender is to supply and install as per the following terms. 2.1 The solar PV system will be integrated with the existing 110kVA diesel gen-set as a hybrid power system. The grid voltage is 415V 3 phase and is a buried cable grid; and the 3 phase grid has been balanced as part of site preparation works 2.2 All components of a solar PV system including interfacing accessories to enable an operating solar PV diesel hybrid system. The tender below provides general specifications for the required system, based on sizing and monitoring mentioned above. However, the bidder is to elaborate on this design to specify all required cabling, and balance of system installation hardware to enable a functioning system. All items are to be delivered to Selwyn College. 2.3 The bidder is to provide quotations for supply and installation for a solar PV Hybrid system with the following minimum specifications: Table 2: System Specification for Selwyn College PV Hybrid Power System System Specification Item Specification PV Array 128kW minimum size, ground mounted PV Inverter 100kW continuous rating (3 phase) Battery Inverter Charger 72kW continuous rating (3 phase) Battery Bank 48 Volts 16,150 Amp Hours at C The bidder is to provide system components as per below specifications 1. Solar PV Array PV Type: Monocrystalline or Polycrystalline Silicon Australian Clean Energy Council Approved with 10 years manufacturing Warranty and 25 year linear performance warranty as stated below 80% Power Output Warranty Period 25yrs 90% Power Output Warranty Period 10yrs PV panel selected for array should be compliant to IEC 61215, IEC 61730, IEC 61701, IEC 62716, UL 1703 Installation and design of PV array to be compliant to AS 5033 (Installation of PV Arrays) and AS 1768 (Lightning Protection) 2. Three Phase Grid Inverter with Display Single phase 240V/3-phase 415V, set with frequency of 50Hz with window of at least from 47-53HZ Efficiency of at least 95% 24 Month manufacturer s warranty Australian Clean Energy Council Approved for Grid Power (AS ) and on the Clean Energy Council approved inverters list All inverters must carry IP 65 rating under IEC60529 to allow outdoor installation Inverter must be protected from overload and have protections in line with AS
6 6-6 Section 6 - Employer s Requirements and AS Display screen must show operating parameters of the system (PV array parameters; inverter output parameters and fault messages). Bidders can satisfy this requirement by providing the operating manual in the supporting documents for their supplied inverter and referencing the page number that verifies this functionality. 3. Battery Inverter/Charger Unit Single phase 240V/3-phase 415V, set with frequency of 50Hz with window of at least from 47-53HZ 5 year manufacturer s warranty Programmable display and interface showing real time status for battery state of charge, DC and AC voltages, current flows in and out of battery; storage of system operating parameters as well as faults. Data should be accessible remotely via web portal/interface Certified under IEC and on the Australian Clean Energy Council Approved Inverters List Protection against Battery overcharge; battery undercharge and excessive deep discharge in accordance with AS Protection against night-time discharge of the battery due to reverse current through the array in accordance with AS To be mounted in the battery house (see Drawings and Documentation below for specifications on available wall space) 4. Battery Bank Gel-lead acid, OPzV technology Battery bank nominal voltage of 48V Cycle life performance of at least 2600 cycles at 50% depth of discharge, at 20 degrees Celcius (IU Charging according to IEC ) Batteries tested to IEC 61427, IEC month product warranty Battery bank will be in its own dedicated battery house (see Drawings and Documentation for floorplan layout). Contractor to determine if racks are required, based on their battery bank configuration and available space 5. Ground mounted PV Racking Structure PV arrays will be ground mounted and located as indicated in the site map. The PV array and support structure must be able to withstand wind gusts up to 288 km/hour without damage (rated to zone d under the Australian Standard Structural Design, Wind Actions). The structure must be mounted at a fixed angle tilt angle of 20 degrees from horizontal facing towards true (not magnetic) north to allow for a degree of self-cleaning. The mounting structure material should be corrosion resistant and should withstand all weather condition. Details are outlined as follows: Suitable for corrosive environment (e.g. anodized aluminium) Suitable for soil and ground types as indicated in the soil test report for Selwyn College PV mounting site, which is provided as an annex 10 year limited product warranty Fittings and parts sized to provide compliance to wind rating of 80 meters/second (region D) in accordance with Australian Standard Contractor may have to provide levelling and clearing of ground on-site. Refer to site map and soil test report for more information The contractor will have to supply and construct fencing and provide sunset switches and lighting on the 4 fence corners for security purpose The height of the PV (lower end) to be at least 985mm from ground level;
7 Section 6 - Employer s Requirements 6-7 Supply and construction of concrete base/pile driver/post driver for the PV array; 6. Circuit protection, cabling and balance of system requirements Cable selection to ensure overall system cabling losses across AC and DC bus (on the generation side of main AC distribution) to be less than 3% Cables must conform to latest edition of IEC and IEC standards PV Array DC disconnects to be rated between 1.25 and 2 times the short circuit of the array (or sub-array) in which they are connected PV Array and Inverter protection and disconnect devices must be supplied to allow installation in compliance with AS and AS Battery DC Fuses and Isolation Switches to be rated between 1.25 and 2 times the maximum current of either (a) charging current from the PV array, (b) output current of the inverter/charger, (c) charging current of the generator as required under AS Adequate surge and lighting protection devices to be supplied to allow installation in accordance with AS/NZS 1768 All PV array cable; data cable, power cable, battery cable, lugs, fittings and connectors to allow balance of system wiring; consistent with an overall system cabling loss of less than 5% on the supply side of the AC distribution board All Pillar boxes, Junction Boxes, Enclosures as required to connect the supplied PV hybrid system cable into the existing 3 phase power grid to be supplied, and be made of material with full dust, water and vermin proof arrangement All cable schedules/layout drawings shall be approved prior to installation All earthing, connections and wiring must be compliant to AS/NZS 3000: 2007 and SEIAPI standards. Solar cabling must be in adherence to AS 4777 and underground reticulation must adhere to SIEA wiring standards. The Hybrid solar system should be provided with all necessary protections like earthing (Both AC & DC), Lightning and anti-islanding. 7. Commissioning The contractor must perform and show results for following Tests, on site: Completion of commissioning checklist (to be supplied with bid), which includes testing of PV strings, PV array, PV inverter, Battery Charging Inverter, Generator Synchronisation test, Earthing Tests as a minimum Provide comprehensive system operations manual, that provides user guidance in essential operation, maintenance and management of PV Hybrid system (supplied only by winning bid) Submission of report showing first fortnight s operation of the successful system Guidance of 3 Solomon Islands PV engineers through commissioning checklist 2.6 The setup must include supply and install of pre-paid kwh meters, including computer hardware and software to manage revenue collection to each of the 32 buildings as per the site map. 2.7 Contractors to ensure all solar components are properly tested on site against poor workmanship and material defects or transportation defects. All the work carried out must satisfy the requirements of defined standards, inspection and safety as required by AS/NZS 3000: 2007, AS and AS Can source all the necessary solar PV hybrid system equipment, component and materials requested in this tender within 90 days from contract signing.
8 6-8 Section 6 - Employer s Requirements 2.9 Bidder to guide Employer s Engineer and Solomon Power through commissioning and testing of all parts of the PV hybrid power system and to coordinate energisation of PV hybrid power system with both parties to ensure compliance with Solomon Power s rules and regulations.
