5 The Legal stuff National Energy Efficiency Action Plan NEEAP; 33% energy efficiency by 2020 on target SI426 requirement of large organisations (over 250 employees or > 50m turnover) to have completed either; An organisational energy audit. Demonstrate that you are implementing an approved EnMS

6 Why ISO Organisational energy audits are very expensive. We signed up to the SEAI Energy Management Action Plan (EMAP) programme in It seemed the next logical step to advance our EnMS and help us achieve our 33% goal. EMAP is based on ISO and can be called ISO50001 lite

8 Fleet GPS telematics on all vehicles since Fleet ranges from ride-on lawn mowers and JCBs to 11 litre articulated trucks. Indications that the average monthly usage is down about 5% (large truck down about 8%) Challenge to get 33% savings in fleet. Fleet working group set up with the drivers and get them involved in the challenge.

11 Public Lighting Cork has about 47,000 public lights 10% of the national stock. It accounts for 43% of our total energy use. We have taken in charge over 260 house estates over the past two years adding an extra 2 million kwh We have only managed to improve our average watt per lamp by 5% going from and average of 119 watts/lamp in 2009 to watts/lamp.

12 National Public Lighting LED replacement Roads Management Office Currently putting together a business case for the retrofit of all 470,000+ public lights to LEDs. ESCO/EPC model Achieve a saving a 50%+ on current stock and save over 100 GWh of electricity per year. Aim is to have to national project up and running in the next year to 18 months to help LA s reach their 2020 target.

13 County Hall Great work accomplished over the past 4/5 years, reduced energy by 38% Shaved 1 million kwh off their annual energy consumption and 1 Million litres of water use. Still progressing with more projects, but getting harder.

14 Leisure Centres 3 Leisure; Centres Fermoy Mallow and Dunmanway New pool to open in Dunmanway, energy efficient design was incorporated and includes a CHP, Solar thermal, LED lighting etc. Mallow pool we are going to replace the current oil boiler with a CHP. Fermoy Pool has Geo Thermal and Gas boilers, needs some external fabric work.

15 The Certification Process Phase 1 Audit one day looking at the basics of your EnMS. Energy review SEUs etc. Very broad to just get a feel how far off you are. Phase 2 Audit Two days for us. 2 Auditors; 1 Technical and 1 for EnMS Technical auditor reviewed our SEUs and EnPIs EnMS auditor reviewed document control, yearly plans, NCR system, energy manual and energy review. Checked to see if we implemented the actions we had detailed in these documents

16 Keys to Success Started in 2012 with the SEAI EMAP EnMS. This gets the basic structures in place. Good Senior Management buy in Director of Service at every meeting. Dedicated Energy Management Team SEU s managers who are interested in getting certification. Good historic energy data for Energy Review and developing EnPIs. SharePoint for document control. SEAI Masterclass Prgramme.

Document versioning and numbering Document access and permissions. Document approval procedures. Stores all old versions and changes made Non Conformance Register Opportunity Register

19 Issues we had DEC certs for buildings which was a legal obligation and all our buildings certs were out of date. In your yearly plan the verification of savings have to be very specific on how you intend to calculate the savings. Auditors biggest concern was Public Lighting, in that they were worried how do you measure the energy use in this SEU when 95% of the energy was unmetered?

20 Does it Work? Over the past 5 years since we introduced an EnMS the EMAP team 145 projects have saved nearly 4 million kwh in energy. Cork County is has achieved a 14.6% efficiency from our 2009 baseline. (need to review our activity metric) Major challenge to reach our 33% target is Public Lighting. Significant investment required CCC over the past two years has taken in charge over a 260 new estates and this has added to our total consumption.
