LOS A indicates very little delay, LOS E indicates significant delay with the intersection operating at capacity, and LOS F indicates very high levels of delay where traffic demand exceeds capacity. LOS D is generally considered reasonable for urban intersections. 10 Conclusions NE and SE ramps are necessary for the functionality of an atgrade intersection, and mitigate the existing capacity problem at the intersection. Until such time as the State Lands to the East of the project begin to develop, this project will be able to accommodate short term growth. Even with 50% more traffic in all directions, this intersection operates acceptably. Intersection improvement cost is $9M less than proposed long-term improvement (widening Valencia Road to 6 lanes from Wilmot Road to Kolb Road w/intersection improvements). RTA #36 Intersection funding of $6.9 million was committed to project in
11 Other Considerations The Intersection project can be executed with a minimum amount of disruption to the existing, congested traffic, as most improvements are outside of the roadway prism. Traffic signal, median and ramp improvements will be designed to accommodate future widening of Valencia, should it occur along the existing alignment. The scope of the intersection improvement is within the capability of the RTA to manage through its staff and consultants. The decision about the ultimate alignment of the Valencia Road is deferred. Future widening of Valencia between Kolb and Wilmot may be done in coordination with the Kolb to Houghton project (RTA Period 3) 11
