2 PEO/EDA/ESA Issues Wording of 7(1)(b) and 8(4) Assembly by a P. Eng, CET or competent person PEO considers assembly as engineering work Potential Regulatory conflict Potential confusion re delegation of authority
3 Background Policy Intent and Principles Reg. 22/04 is objective based Electrical work forming part of a distribution system shall be based on engineering plans, drawings and specifications Plans, drawings and standard designs must be reviewed by a license holder and if satisfied that the safety objectives are met the licence holder shall provide a report to that fact ESA will rely on the license holder obligations under the PEO Act and Regulations and will consider sealed and signed plans, drawings and specifications as meeting the safety requirements of Reg. 22/04 Based on this ESA deems approval
4 Background Cont d Policy Intent and Principles Before putting a distribution system into use it shall be inspected to confirm that it has been constructed properly and is safe for use ESA deems the installation approved for use based on the licence holder report that an inspection was conducted and that the installation meets the safety objectives
5 Status Reached agreement with PEO on proposed revisions Revisions are based on the PEO/EDA letter to ESA and the Design Working Group input Agreed to replace reference to P. Eng with a licence holder
6 Status Addressed the PEO s concern regarding the potential conflict between PEO Act and Reg. 22/04 by rewording 7(1)(b) and 8(4) Clarified the role of the license holder in preparing a report vs a certificate to document that the safety standards have been met at the plan review stage as well as at the inspection and approval of constructions stage
7 Status Clarified that ESA is the approval authority not the licence holder, based on the licence holders report ESA deems approval
8 New wording of Section 7(1)(a) and (b) Before beginning work on an electrical installation that is or may form part of a distribution system, a distributor shall ensure that the installation work is based. a) On engineering plans that have been approved in accordance with subsections (2) to (7) or; b) On engineering standard design drawings or standard design specifications reviewed and approved in accordance with subsections (2) to (7)
