3 Foreword This Standard equivalently adopts International Electrotechnical Commission IEC/CDV :1999 "A.C. electric vehicle charging station" and IEC/CDV :1990 "D.C. electric vehicle charging station". It adds the achievements and experience in technical study and charging equipment production of electric vehicle charging in China; modifies the relevant contents unsuitable for the actual conditions in China, for example, contents that are inconsistent with the issued national standards; and appropriately adjusts the indexes and over-stringent requirements. This Standard also references to Japanese Standard JEVS G and American standard SAE-J The Appendix A and Appendix B of this Standard are informative. This standard was proposed by State Bureau of Machine Building Industry. This Standard shall be under the jurisdiction of the National Automotive Standardization Technical Committee. 4 IEC Foreword 1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC National Committees).The object of the IEC is to promote international co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and in addition to other activities, the IEC publishes many international standards. Their preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with may participate in this preparatory work. International, governmental and non-governmental organizations liaising with the IEC also participate in this preparation. Electric Vehicle Charging Station 1 Scope This Standard, together with GB/T , gives specific requirements (maximum A.C. voltage of 660V and maximum D.C. voltage of 1,000V in accordance with GB ) for conductive connection to A.C./D.C. electric vehicle charging station. For A.C. charging station, this Standard does not cover box type assemblies with socket-outlets, which is installed for the purpose of delivering energy to the vehicle and have no charging control functions. According to GB/T , the charging mode of D.C. electric vehicle charging station shall be Mode 4. This Standard does not cover all other safety aspects related to maintenance. 2 Normative References The involved provisions in the following standards will become the provisions through reference in this Standard. When published, all the shown versions are valid. All the standards will be revised, and all parties using this Standard shall discuss the possibility of using the latest version. Vehicle charging control unit (VCCU) System embedded in the electric vehicle which controls the charging parameters of the off-board charger. 4 General 4.1 A.C. charging station A.C. electric vehicle charging station is all the equipment having special function of controlling charging and used for delivering A.C. power to the electric vehicle, which is installed in the same envelope. A.C. electric vehicle charging station may be connected to the electric vehicle in three different connection modes: Mode A: supply cable and plug are permanently attached on the electric vehicle (EV); Page 8 of 29

9 cable correctly on the station after the disconnection. 8.8 Extension cable The use of an extension cable is to prohibit use of any unsafe (risk of overload, absence of protective conductor, etc.) connected components between the electric vehicle and the electric vehicle charging station. 8.9 Metering Metering (if necessary) shall be undertaken periodically to the charger and the associated tests shall be carried out in accordance with IEC D.C. voltage/current output For D.C. charging station, the subclauses about the D.C. output value shall be the acceptable comprehensive value of the D.C. charging station and the electric vehicle. The relevant references may be found in GB Rated output and maximal output power The D.C. charging station shall be able to deliver D.C. voltage to the electric vehicle in the [permissible] voltage range and the [permissible] current range within the limit of its maximum power at an ambient temperature of 40 C Output voltage and current error The error between the output voltage and current of the D.C. charging station, compared to the setting point sent by the electric vehicle shall not be greater than 1 % for the voltage and 5 % for the current Periodic and random deviation The periodic and random error of the output current shall not be greater than 10 % peak-to-peak, within the range [Imin, Imax] of the D.C. charging station Turn on inrush current (A.C./D.C. side) When turning on, the peak of the inrush current shall be limited within 10% of the maximum rated current of the charging station Transient process of turning off voltage When the switch disconnects, the peak of the voltage shall not exceed 140% of the actual working voltage Response time to a setting point sent by the electric vehicle Page 12 of 29

10 Saline mist (optional) The tests shall be carried out in accordance with GB/T , test S1 Kb Mechanical environmental tests General No degradation of performance is permitted after the below tests are conducted. After testing, the operability of protection grade and door lock shall not be effected, the electrical equipment shall be cleaned appropriately. If D.C. charging station is equipped with metal enclosure, the inner part shall not be contacted when the enclosure deform permanently or temporarily. If D.C. charging station is equipped with insulation enclosure, when the relevant defects that would damage the availability of D.C. charging station is not exist and meet the conditions, the slight depression, crack or peeling of the enclosure surface may not be taken into consideration Mechanical impact The station body shall support mechanical impact. Compliance is checked according to the test procedure described in GB/T Severity: impact energy value 20 Joules (5 kg at 0.4 m) Stability The D.C. electric vehicle charging station shall be fixed as intended by the manufacturer's installation instructions. A force of 500 N shall be applied for 5 min to the top of the charging station in the worst possible application point and horizontal direction. There shall be neither damages nor deformation at its summit greater than: 50 mm during the load application; 10 mm after the load application Electromagnetic environment test Immunity to EM disturbances General The electric vehicle charging station shall not become dangerous or unsafe as a result of the application of the tests defined in this Standard. A functional description and a definition of performance criteria during, or as a consequence of, the EMC testing shall be provided by the manufacturer and noted in the test report based on the following criteria. 11 If the vehicle charging control unit also makes this measurement, a full redundancy system could be established to achieve a higher safety charging system. The charging parameters shall be established by the vehicle charging control unit and sent to the D.C. charging station in order to be used as set points. The charging measured values will be sent by the D.C. charging station to the vehicle charging control unit Safety measures The start of the charging process shall be allowed by both D.C. charging station and vehicle charging control unit. The charging process may be stopped at any time by the D.C. charging station or the vehicle charging control unit and shall be stopped in case of communication loss Communication protocol The communication protocol between the electric vehicle and the D.C. charging station shall comply with additionally established national standard. 14 Classification A.C./D.C. charging stations are either class I or class II, no mater outdoor or indoor. 15 Marking and Instructions 15.1 Connection instructions Instructions for the connection of the electric vehicle to the A.C./D.C. electric vehicle charging station shall be provided with the vehicle, with the user's manual and on the A.C./D.C. electric vehicle charging station Legibility The markings required by this Standard shall be legible with corrected vision, durable and visible during use. Compliance is checked by inspection and by rubbing the marking by hand for 15 s with a piece of cloth soaked with water and again for 15 s with a piece of cloth soaked with petroleum spirit. After all the tests of this Standard, the marking shall be easily legible; it shall not be easily possible to remove marking plates and they shall show no curling. Page 25 of 29

12 1) Protective function Brownout protection of storage battery; Temperature anomaly protection of storage battery; Height temperature automatic fireproof protection inside the station. 2) Indication function State indication: battery voltage insufficient, under charging, charging completion; Electricity indication: number of ampere-hour for charging once; Fault indication a) The station anomaly: overvoltage and under-voltage of D.C. output side, temperature anomaly, main circuit breaker disconnection; b) Storage battery anomaly: storage battery temperature anomaly, circuit breaker disconnection. 3) Record function A.C. input, the once charging value and daily accumulative value of input power recorded for public station; Temperature, the temperature of battery, station and ambient when under charging; Fault record, overvoltage and under-voltage of the D.C. input side, temperature anomaly of battery or station, circuit breaker disconnection. 4) Automatic accounting function The station is able to accounting automatically, and display and print accounting result or balance with IC card.
