1 TC on Electrical Safety in the Workplace 70E First Draft Meeting Minutes Signature 1) Date(s) and location of meeting: August 17 21, 2015, Schaumburg, IL. 2) List names of guests in attendance: See appendix. 3) List names of guests addressing the Panel/TC, the subject of their address, and the length of time they spoke: Nehad El-Sherif of Littelfuse speaking on behalf of his PIs-285, -286, -287, and (ground fault protection), 5 minutes. Rachel Bugaris of Panduit speaking on behalf of her PI-144 (panel mount meters), 5 minutes. 4) Number of Pubic Inputs acted upon: About 430 5) Number of First Revisions created: About 85 6) List any Task Groups appointed to work subsequent to the First Draft Meeting, along with the names of members of the Task Group(s): none 7) List any request contained in a Responses or Statement that require NEC Correlating Committee attention: A first revision was created based on PI-256 which involved the Scope (Sec. 90.2) of the document. This first revision modified only the language in the informational note associated with 90.2(A). "Entail" was changed to "involve" to provide

2 improved clarity for users of the document. The word "energized" was changed to "electrical equipment" to correlates with the purpose of the document and accurately describe that energization is required for electrical hazards to be present. "Potential exposure to energized electrical equipment and circuit parts" was changed to potential exposure to electrical hazards" to provide additional clarity through the use of the defined term "electrical hazards". The committee understands that the Scope of the document is under the prevue of the Correlating Committee. PIs-297 and 332 recommended deleting all mandatory references to other standards within the 70E Standard. The committee resolved both of these PIs with a vote at the meeting of 18 5, noting that converting the mandatory to nonmandatory references (i.e. as part of informational notes or annexes) would make the reference informative only and will negatively impact safety for users of 70E. It was the committee s intent to retain both mandatory and nonmandatory references to other standards as they exist in 70E. The committee further recommend that the NEC Correlating Committee revise 4.2 of the NEC Style Manual to clarify that the restriction for mandatory references applies to the NEC but not to other standards such as 70E. A first revision was made based on PIs-471 and -87 to change the term short circuit current with available fault current in various locations to improve clarity of the standard. The committee understands that a Correlating Committee task group on these terms is studying this issue, and the committee asks them to provide comment to our committee also. 8) List any Public Inputs or First Revisions, in your opinion that needs to be referred to another TC for information or correlation: none 9) List any Public Inputs or First Revisions that should be referred to the Toxicity Advisory Committee: none 10) List all Public Inputs or First Revisions related to combustibles in plenums or other air handling spaces: none 11) Identify any issues that should be brought to the attention of the Research Foundation for their input and assistance: none

3 12) List any general requests for information or assistance from the NEC Correlating Committee: The committee understands that the Correlating Committee is studying the use of the terms listed and labeled as used in the NEC, and would be interested in the outcome of that as these words may also be used in 70E. 13) Provide any additional information that you feel would be helpful to the NEC Correlating Committee, staff, or to the process in general: The committee recommends that editorial staff change the title of the Forward to History and Development of 70E Standard for Electrical Safety in the Workplace. PI-395 also questioned the use of the words Forward and Foreword, however the committee understands that this is not within their purview.
