3 The EV Charging Station Project Started with a request to the Vehicle Technologies program manager from the Grid Interaction Technical Team (GITT) GITT requested that the DOE assist in developing streamlined permitting procedures The request was quite extensive and included data base development to assist jurisdictions as well as outreach The permit template of the request was funded The permit template is a set of requirements that would likely apply in most jurisdictions and could be used as the basis for a generic permit Would apply to residential charging installations and would potentially eliminate the need for an inspection prior to operation

5 Project Timeline Status Team has been assembled and held four teleconference meetings: Team: Carl Rivkin, Chad Blake, and Melanie Caton, Mike Simpson, NREL Eric Lee, Chrysler and USCAR, Richard Cromie, SCE, and Nick Carlson, DTE 1. Meetings held with Project team August 26, 2010, July 19, July 2, June 11, May 7, 2010, April 26, April 19, 2010, April 5, 2010, and kickoff meeting March 19, Basic gap analysis completed indicating that sufficient requirements are in place to safely address installation of electric vehicle charging stations 3. Begun evaluating jurisdictions procedures for permitting and approval of electric vehicle charging station installations Electronic permit issuance (immediate) is offered in some locations and can easily include an electrical permit for installing a residential vehicle charging station Inspection prior to use is required in most jurisdictions Working with utility partner (SCE, DTE and Others) survey of jurisdictions to determine best location and approach for addressing AHJ administrative procedures

6 Project Deliverables Status 1. Basic gap analysis, including codes and standards citations was completed indicating that sufficient requirements are in place to safely address installation of electric vehicle charging stations 2. A draft permit has been developed and reviewed internally by the Team. Several comments were provided and incorporated in the draft permit. 3. Valuable input was provided by industry and installer 4. Draft Permit is ready to present to key jurisdictions for input 5. Project team last met July 19 to identify trial jurisdictions

7 Trial Jurisdictions Evaluating jurisdictions that appear to be receptive to the concept of online permitting and have an interest in EV implementation Boulder, CO is jurisdiction that meets these criteria Met with Boulder, CO officials and received positive feedback Working with Austin, TX and San Jose, CA to complete FY10 work

8 Next Steps Implement streamlined permitting in key jurisdictions Work with the DOE s Clean Cities Program to make regional coordinators aware of the opportunity to streamline permitting Work directly with key jurisdictions to assist them in implementing the streamlined permitting procedures. Develop outreach materials that give an overview of EVs and EV infrastructure
