IV Sixty-Fourth Revised Page No. 43 STANDARD OFFER SERVICE RIDER "SOS" RIDER "SOS" - STANDARD OFFER SERVICE Available in the Maryland portion of the Copany's service area for the provision of Generation and Transission Services to custoers who do not have an alternate supplier for Generation and Transission Services as defined in the Custoer Choice Act, Section 7-510(C)(2). Standard Offer Service (SOS) is available beginning July 1, 2004 in accordance with the provisions contained in the Maryland Case No Settleent Agreeents (Phase I and II) approved by the Maryland Public Service Coission in Order Nos and and in the Code of Maryland Regulations (COMAR) Electric Standard Offer Service. DESCRIPTION OF SOS TYPES Residential Applicable to custoers served on Schedules "R" and "R-TM". Custoers ay leave or return to Rider "SOS" without penalty by the Copany, subject to the Copany's General Ters and Conditions. A Custoer shall not change Type within the SOS year. Type I Non-Residential Applicable to custoers served on Schedules "GS", "T", "SL", "TN", "EV", and "OL". Custoers ay leave or return to Rider "SOS" without penalty by the Copany, subject to the Copany's General Ters and Conditions. A Custoer shall not change Type within the SOS year. Type II Non-Residential Applicable to custoers served on Schedules "MOT LV II" and "MOT 3A II". Custoers ay leave or return to Rider "SOS" without penalty by the Copany, subject to the Copany's General Ters and Conditions. A Custoer shall not change Type within the SOS year. Hourly-Priced Service (HPS) Applicable to custoers served on Schedules "MOT LV III", "MOT 3A III" "GT LV" "GT 3A" "GT 3B" and "TM-RT". 10 MD Sixty-Fourth Revised Page No SOS - Hourly Priced Service (HPS) Schedules MOT LV III, MOT 3A III, GT LV, GT 3A, GT 3B, and TM-RT The Hourly Price Service will include: 1. Market Hourly Energy Charge - The Custoer's hourly energy usage, adjusted for applicable losses, ultiplied by the hourly energy charge. The hourly energy charge will consist of the 1) hourly integrated real tie fixed nodal weighted aggregate Locational Marginal Price (LMP) values for the Pepco zone, or its successor for the retail load served in Pepco's Maryland service area, as deterined and reported by the PJM; 2) An Adinistrative Charge of between $ and $ per kwh, any applicable taxes, and other ites as provided for in paragraphs 79 and 82 of the Phase I Settleent In Maryland Case No. 6908; and 3) Generation Ancillary Service Charges based on the previous onth's average cents per kwh generation ancillary service cost for HPS custoers in the Pepco Zone as deterined and reported by PJM. 2. Monthly Capacity Charge - Deterined by suing over each day during the Custoer's billing period the Custoer's obligation in MW ultiplied by the daily cost per MW of procuring capacity. The daily Capacity procureent cost shall be in dollars per MW-day, based on capacity purchased to cover HPS shortages and any penalties or deficiency charges and broker fees accruing for the day of the calculation. When a Custoer's account does not have interval data, the Custoer's historical data will be used to develop the hourly use. - The transission service charges stated in this SOS - Hourly Priced Service (HPS) section apply only to Type III custoers receiving HPS fro Pepco. The Copany will deterine an Hourly Price Service (HPS - PCA) which will reflect the difference between the actual cost of serving Custoers under HPS (including any cost adjustents fro the PJM Settleent syste) and the aount billed to HPS Custoers for the sae tie period. The Copany will deterine the HPS-PCA rate by dividing the HPS-PCA aount by the total kilowatt-hour sales of the then current HPS custoers. The HPS-PCA rate will be applied to each of the then current HPS custoers' sales to deterine the credit/charge for the billing onth. At the conclusion of Hourly Price Service on June 1, 2006, any HPS PCA will be returned to, or collected fro all Type II Custoers regardless of their supplier. Refer to HPS for the Hourly Priced Service Procureent Cost Adjustent (HPS-PCA). The PCA is a $ per kilowatt-hour rate applied to the Custoer's billed kilowatt-hours. The PCA is an adjustent ade in order to true-up the rates custoers are billed to reflect the Copany's actual costs of providing Standard Offer Service. A true-up adjustent will be ade to the PCA at least three (3) ties per year- effective with the June, Noveber and February billing onths. These true-ups will revise the PCA based on actual and forecasted collections of SOS revenues by SOS Type and the actual and forecasted cost of providing Standard Offer Service.
