CONDUCT A COMMENT PERIOD FOR CITIZENS PARTICIPATION: No action can be taken on any matter discussed under this item, although the Transportation Access Advisory Committee can direct that it be placed on a future agenda. At this time, comments regarding matters not listed on the agenda, but within the Committee s jurisdiction, can be made. During the initial Citizens Participation, any citizen in the audience may address the Committee on an item featured on the agenda. During the final Citizens Participation, any citizens in the audience may address the Committee on matters within the Committee s jurisdiction, but not necessarily featured on the agenda. No vote can be taken on a matter not listed on the posted agenda; however, the Committee can direct that the matter be placed on a future agenda. Each citizen must be recognized by the Chair. The citizen is then asked to approach the microphone at the podium, to state his or her name, and to spell the last name for the record. The Chair may limit remarks to three minutes duration, if such remarks are disruptive to the meeting or not within the Committee s jurisdiction. The Regional Transportation Commission keeps the official record of all proceedings of the meeting. In order to maintain a complete and accurate record, copies of documents used during presentations should be submitted to the Recording Secretary. The Regional Transportation Commission appreciates the time citizens devote to be involved in this important process. In compliance with Nevada Revised Statute (4), the Regional Transportation Commission of Southern Nevada shall create an audio and/or video recording of the meeting and retain such recording(s) for the required period of time. CONDUCT A COMMENT PERIOD FOR CITIZENS PARTICIPATION Comments: Ms. Marion Barber made the following comment: Marion Barber, I want to speak on agenda number eight I m sorry, seven communication between paratransit. I was wondering why they have this wonderful new system where they text me whenever a bus is coming. Unfortunately, they text me when the bus is right there. So I don t understand why there s not a bigger gap, or sometimes I don t get the text until I m halfway home and I m on the bus. I m just curious why that s happening. Mr. Dan Howland, Director of Paratransit and Specialized Services with the Regional Transportation Commission of Southern Nevada (RTC), replied: Marion, we have Sandy Neely here from TransDev, and he can talk to you after the meeting about it. I would say that the system itself, we understand that it s not perfect, it s a pilot if you will, and we and the contractors are working on making it better. And we re looking into new technology as well. So your comments are heard loud and clear, and we appreciate it, but Sandy will get with you afterwards. Ms. Tammy McMahan, RTC Management Analyst, made the following comment: Madam Chair, if I may, is there anyone on the conference bridge? If so, please state your name. Anyone? Lastly, Madam Chair, we have some wonderful presentations today, and, folks, as we transition, if you ll just bear with me because some of them may take just a few extra seconds to cue up due to videos. RECEIVE A PRESENTATION ON THE RESPONSE OF THE REGIONAL TRANSPORTATION COMMISSION OF SOUTHERN NEVADA TO THE FEDERAL TRANSIT ADMINISTRATION S AMERICANS WITH DISABILITIES PARATRANSIT REVIEW Comments: Following a detailed PowerPoint presentation [attached], Mr. Kenny Rodriguez, Manager of Customer Care with the Regional Transportation Commission of Southern Nevada (RTC), provided a presentation on the agency s response to the Federal Transit Administration s (FTA) Americans with Disabilities (ADA) Paratransit Review. FTA ADA Paratransit Complaint Review Findings Mr. Rodriguez provided background regarding the process related to the FTA s ADA Paratransit Compliance Review findings. He stated that the FTA selects up to four transit agencies each year for a review of operational practices and regulatory compliance. Since November 217, the FTA had been assessing the RTC regarding these issues. Mr. Rodriguez related that the FTA had submitted a final report of the federal authority s findings in April 218, with the RTC submitting the agency s final response in October 218. He went on to say that the FTA had requested that the RTC enhance nine of the 3 paratransit operational categories. Overview of Operational Categories Next, the RTC Customer Care Manager detailed the specific operational categories for which the FTA directed the RTC to improve and the RTC s past and future practices.

10 DocuSign Envelope ID: 9E753-4F49-4D3D-9B4-66E132575CC Transportation Access Advisory Committee Meeting of November 14, 218 Page 4 of 11 Category 3 ADA Paratransit Eligibility Standards Mr. Rodriguez explained that Category 3 concerns ADA Paratransit Eligibility Standards. He noted that the RTC had always inquired about barriers that might prevent customers from using the agency s Fixed Route Service, such as lack of sidewalks. The FTA directed the RTC to examine this matter in much greater detail and gather more specific data. Also, the federal authority directed that agency staff, when applicable, perform onsite reviews of problematic paths of travel to ensure equity for all applicants. Category 6 Written Eligibility Determinations Mr. Rodriguez informed the Transportation Access Advisory Committee (TAAC) that Category 6 involves written eligibility determinations. Prior to the FTA s review, the RTC was providing customers with letters that set forth the reasons for a client s eligibility. The FTA directed the RTC to modify the eligibility letters to include more detail about the factors used to identify barriers, conditions, and the RTC s reasoning for said determinations. Category 8 Administrative Appeals Process The RTC Customer Care Manager went on to discuss Category 8, which addresses the administrative appeals process. The FTA had directed the RTC to insure that the agency complied with the federal authority s allowance of 3 days for appeal hearings. Category 9 ADA Paratransit Service for Visitors Next, Mr. Rodríguez discussed Category 9, which focuses upon the process used for visitors requesting ADA Paratransit Service. In the past, the RTC had a practice of directing visitors to provide proof of eligibility from their paratransit agency by faxing documentation to establish eligibility status. The FTA requested that the agency institute a more user-friendly process. Consequently, the RTC decided to update the policy such that persons may request use of RTC s ADA Paratransit Service without requiring documentation of a disability. Category 12 Response Time The RTC Manager talked about Category 12, which concerns response time to a customer s reservation request. He followed by outlining the RTC s previous process. If a customer requested a specific pickup time and there were no available times, the RTC Customer Care agent would inform the customer of the lack of availability, and agency personnel would call the customer back to confirm the request before the close of business. The FTA recommended that the RTC confirm all trip requests with a pickup time during the initial call and not through callbacks. Category 21 Trip Lengths Mr. Rodriguez then touched upon Category 21, which involves examinations of the length of a paratransit trip. He described this as the time it takes a customer to travel from origin to destination. The RTC Customer Care Manager noted that both the FTA and ADA require that a paratransit trip be similar in terms of time to fixed-route travel along a similar route. The FTA asked the RTC use a defined software metric to measure the length of paratransit trips in comparison to similar fixed-route trips. Category 22(a) Telephone Hold Times The RTC Manager went on to Category 22(a), an operational strategy that requires the RTC to measure all telephone hold times. Mr. Rodriguez recounted that, in the past, RTC staff had to insure that 9 percent of all calls were answered within three minutes. In 218, the FTA communicated that the RTC is to monitor calls on an hourly basis.

11 DocuSign Envelope ID: 9E753-4F49-4D3D-9B4-66E132575CC Transportation Access Advisory Committee Meeting of November 14, 218 Page 5 of 11 Category 22(b) Appointment On-Time Performance Next, Mr. Rodriguez discussed Category 22(b), which concerns on-time performance regarding appointments. The FTA is requiring that the RTC improve in this area. The RTC Customer Care Manager provided some background on this matter, noting that the agency is not allowed to ask for the purpose when a customer schedules a trip, and this includes situations when a client asks for a specific pick-up or drop-off appointment time. Mr. Rodriguez mentioned that the majority of customers would prefer a specific appointment time, which would result in more of a taxi-style service necessitating additional service hours, drivers, and vehicles. The RTC Manager stated that it has been challenging for the RTC to reach compliance in this particular category. As such, the agency has requested an extension of four months from the FTA. In the meantime, the RTC is collaborating with TransDev, the contractor that operates the ADA Paratransit Service for the RTC, to try to find methods to comply with the FTA s direction. Mr. Rodriguez informed the TAAC that he would provide updates on the effort. Category 24 Service Suspensions and Appeal Policies Mr. Rodriguez went on to discuss Category 24, which focuses upon service suspension and appeal policies. He pointed out that the current process did not include an in-person option for the second hearing, and the second level of appeal went before the Director of Paratransit and Specialized Services. The FTA directed that all second-level appeals include in-person hearings, if requested by the client, and that the second appeal be placed before an individual who is not an employee of the RTC Paratransit and Specialized Services Department. ***A Transportation Access Advisory Committee member began to participate in the meeting via conference bridge at 1:4 p.m.*** Questions and Answers Ms. Elizabeth Ilagan asked how often the FTA conducted an ADA Paratransit Service review of the RTC. Mr. Rodriguez explained that this particular review was the result of the FTA s random draw of transit authorities providing ADA Paratransit Service. He also noted that the FTA had established a triennial financial review of any agency providing transit service. Ms. Ilagan inquired as to how the cost of implementing the FTA s directives would be covered. Mr. Rodriguez replied that these were unfunded mandates. Motion: A motion was not necessary. RECEIVE A PRESENTATION REGARDING THE GRAND OPENING OF INTERSTATE 11 Comments: Ms. Aileen Magnera, Advertising and Creative Supervisor for the Regional Transportation Commission of Southern Nevada (RTC), talked about the grand opening of Interstate 11 (I-11), which took place in August 218. Ms. Magnera provided some background, noting that Phoenix, Arizona and Las Vegas, Nevada were the nation s two largest metropolitan areas without a connecting interstate highway prior to this development. In addition, she characterized I-11 as a significant addition to the system of major corridors in the U.S. Ms. Magnera went on to say that the RTC staged the grand opening event with the help of numerous partners including the Nevada Department of Transportation, the City of Boulder City, Nevada, Las

Ms. Magnera concluded her presentation by playing a brief video that featured highlights of the event. Motion: A motion was not necessary. Vote/Summary: A vote was not taken. Item: 7. RECEIVE A PRESENTATION ON THE VARIOUS COMMUNICATION METHODS USED TO DELIVER MESSAGES TO PARATRANSIT CUSTOMERS Comments: COMMUNICATIONS TO PARATRANSIT CUSTOMERS Following a detailed PowerPoint presentation [attached], Ms. Aileen Magnera, Advertising and Creative Supervisor for the Regional Transportation Commission of Southern Nevada (RTC), provided a presentation on the various communication methods used to deliver messages to the agency s paratransit customers. Communications Methods Ms. Magnera listed the methods of communications to reach the RTC s paratransit customers as follows: In-person outreach Messaging on board vehicles Phone Print Mail Digital Social media Details about Communications Methods The RTC Advertising and Creative Supervisor followed by detailing each of the above-mentioned options. In-person outreach Ms. Magnera stated that in-person outreach included, but was not limited to, certifications, mobility training programs, public hearings, and special events. Messaging on board vehicles The RTC Advertising and Creative Supervisor stated that the RTC utilized space on the Americans with Disabilities Act (ADA) paratransit vehicles to post notices, messages, and decals about various issues, programs, and other pertinent matters. Phone Ms. Magnera shared that the RTC Customer Care department took approximately 1,6 calls per day, on average, for the agency s ADA Paratransit Service. This effort involved scheduling trips, conducting customer surveys, gauging customer satisfaction, and collecting data. Print The RTC Supervisor noted that the agency had developed a variety of print materials including, but not

Mail Ms. Magnera informed the Transportation Access Advisory Committee that direct mail is another communication option. She cited the printed versions of customer surveys as an example. Digital The RTC Advertising and Creative Supervisor detailed that digital communication methods included the RTC website, the RideCheck webpage, the interactive Paratransit Service Area Look Up Tool, and online resources that enable customers to purchase ADA Paratransit fares. Social Media Ms. Magnera reported that the RTC was active on several major social platforms including Facebook, Twitter, Instagram, YouTube, and LinkedIn in order to share information. Questions and Answers Chair Jean Peyton asked how passengers with impaired vision could access information posted on the RTC s ADA Paratransit Service vehicles. Ms. Magnera explained that the RTC had a number of ways to address this to some degree. She mentioned that the agency could develop custom-made, large print signage and/or provide the materials in an audio format. In addition, she said that some information was available online via the RTC website. Chair Peyton continued, stating that she was concerned that such passengers may not get information in real-time. Ms. Magnera responded that RTC staff members would investigate if there were measures that could be taken to help customers access printed information that was posted or displayed on board the paratransit vehicles. Mr. Havander Davis suggested that the RTC study bar code technology to determine if it could be utilized to assist visually impaired clients in receiving information posted in paratransit vehicles. Ms. Magnera responded that she would research this matter. Motion: A motion was not necessary. Vote/Summary: A vote was not taken. Item: 8. RECEIVE AN UPDATE ON THE PILOT PROGRAM FOR THE USE OF TRANSPORTATION NETWORK COMPANIES IN THE DELIVERY OF REGIONAL TRANSPORTATION COMMISSION OF SOUTHERN NEVADA SPECIALIZED TRANSPORTATION SERVICES Comments: ON DEMAND PILOT PROGRAM REPORT Ms. Antonette Braddock, Manager of Paratransit Operations for the Regional Transportation Commission of Southern Nevada (RTC), provided a report on the pilot program for the use of transportation network companies (TNCs) to deliver some of the agency s specialized transportation services. Number of Participants Ms. Braddock stated that more than 173 participations were involved in the program as of October

Cost Savings Ms. Braddock mentioned that approximately 9, on-demand rides had been provided via Lyft, the TNC providing the on demand service, from February to October 218. She explained that if these rides had been handled by an RTC supplemental contractor and/or RTC paratransit, the cost would have been almost $35,.
