Bose Secretary Federal Energy Regulatory Commission 888 First Street, NE Washington DC Dear Ms. Bose: On December 26, 2000 the Federal Energy Regulatory Commission (Commission) issued an Order Amending License that approved a turbine upgrade at the Holt Project, FERC Project No Paragraph (C) of the Order required the Alabama Power Company (APC) to install new turbine and generator nameplates following completion of the upgrade and to provide photographs of the nameplates to the Commission. On October 30, 2003, APC filed with the Commission a report documenting the required nameplate changes. It has come to our attention that the October 30, 2003 filing is not included in FERC s E- Library. As per our discussion with FERC Staff this week, APC is providing the enclosed copy of our October 30, 2003 submittal. Please contact Jason Powers at if you need additional information. C.2M26 DearMs. Salas: On December 26,2000 the Federal Energy Regulatory Commission (Commission) issued an Order Amending License that approved a turbine upgrade at the Holt Project, FERC ProjestNo Paragraph (C) of the Order required the Alabama Power Company (Licensee) to "install a new nameplate on the generator to indicate the 46,000 kw capacrty of the generator as if it were operated at a power factor of 1.0. A new nameplate for the turbine shall also be installed to indicate the capacity described in paragraph B of the order. Within 30 days of installation of the nameplateq the licensee shall provide photographs of the nameplates to the Commission, and the Commission's Atlanta Regional Office, for verification." The initial start-up of the Holt unit, following the upgrade outage, was attempted on March 15, Shottly after the unit was placed in service, there were obvious performance problems. Vibration levels were high, and power output was well below expected levels. After a short period of rough operation, a steel dowel pin dropped from the upper bearing bracket, and lodged in the rotor fan blades. The pin severely damaged the insulation on the stator coils, rezulting in a shutdown of the unit. An inspection was conducted, and it was decided the stator coils would have to be replaced. Both parties agreed the first priority was to return the unit to service, and to delay any discussion of commercial and contractual responsibilities until later.

5 Holt Project FERC Project No October 30,2003 Page2 Following the replacement of the stator mils, and other required repairs to the stator iron and rotor poleg the unit was restarted on August 3,2001. The unit continued to perform well below expectations, which was confirmed by a field performance test conducted on August 30, The contractor then began an investigation into the performance problems. This was a lengthy process involving the installation of temporary equipment at the plant, laboratory testing at the contrsctor's facility, and various tests being conducted at the plant. In January 20A2, field rnodifications were conducted by the contractor to re-profile the bottom ring and discharge ring. This was a tedious process, requiring a 2}-day out4ge to accomplish the modifications. ' On February 7, 2002, the unit was restarted and performed very well. All the previous operational problems had been rectified and all performance guarantees were met. This was officially confirmed by a February 28,20A2, field perforrrance test. Once the unit was in service and operatrng acceptably, the process of negotiating the damages began. This involved numerous correspondence being exchaqged, and internal discussions and meetings with legal council. f,)uring this period, all remaining or outstanding project matters, which included nameplate discussions, wetre placed on hold. A final letter of settlement was signed by both parties in December The process of requesting, reviewing, rwising and approving draft nameplates was very slow following the agreement process. It has taken the majority of 2@3 to obtain both nameplates. The generator nameplate had to be re-ordere4 due to a problem with the GE procurement syster4 and was finally received at Holt Dam on October 2,20f-3. On October 6,2003, the generator and turbine nameplates were installed. Auached are pictures ofthe installed nameplates, rellecting the post-outage capacities. Also enclosed is a performanc summaf,y of the upgraded unit detailing the calculation of the installed capaclty. The Licensee respectfully requests that the Commission incorporate this as-built installed capaclty, which would revise partgrapht. B(ii) ofthe license, in part, to read as follows:

11 Turbine Nameplate, as installed 10/0612A03 Holt Project FERC Project No Authorized Installed Capacity Summary The following are the new performance parameters for the Holt unit: Turbine Rating (klv) GeneratorRating (kw) Holt unit 49,807 46,944 Both the generator and turbine ratings were calculated at the maximum efficiency outprrt for the unit. The formula used for calculating generator and turbine ratings is ihe Commission's authorized installed capacity equations from the Code of Federal Regulations. Generator - The rating of the generator is the product of the continuousjoad capacity rnting of the generator in kilovolt-amperes (kva) and the system power factor in kwlkva. Turbine - The rating of the turbine is the product of the turbines capacity in horsepower (hp) at best gate (maximum ef;eciency point) under the manufasturer's rated head times a conversion factor of 0.75 kwlhp. Authorized Installed Capacity * The lesser of the ratings of the turbine and generator units ofthe hydro project. The turbine has the lesser rating for the upgraded unit. The new Authorized Installed Capacity for the Holt unit is: Holt Unit I 46,944 kw
