A week later, Mr Brown swaps his Plug in Hybrid EV for a Plug in EV. All is well for a couple of weeks but then at Easter weekend they are all planning a trip so charge their cars fully. It is also a cold Easter so local heating is on. The Local Substation Fuse blows leaving most of the customers in the street without supply. 13

17 Key Facts that explain why this solution now? DNOs have been allowed some funding for EV readiness, it needs to be used efficiently, it is customers money Research shows a healthy market for the provision of Charge Management solutions Relevant facts DNOs have a responsibility to keep the power on and the network safe We can continue to monitor and test the market for alternative solutions. Customer choice drives EV uptake, the trend can accelerate rapidly 17
18 Solution sits inactive until the local fuse is at risk Rules/ thresholds will apply as to how often this solution actively manages charging This solution is interim, it is not the only or the preferred solution. It is a tool to ease the deployment of EVs. DNOs will regularly test the market to identify permanent solutions where needed. The solution allows time for data to be gathered and other solutions deployed on an informed basis. The solution will go to tender, there will be no barriers to any tender response that meets the requirements economically. Key Features of the proposal The solution will only be used with customers consent with suitable customer engagement to explain the benefits Managed Charging should not impair the ability of a customer to charge their EV 18
19 Key requirements of tendered solution Can be installed at any location within a few hours. Can be installed simply. Can be partially or wholly redeployed (if only addressing the immediate EV Charge Management issue). Will function for all UK EV Chargers and car models. Can use widely available communications channels OR be standalone. Secure and safe 19
20 What else are we doing now: Co-ordinating with all DNOs through the ENA Working with key stakeholders in a range of projects Sourcing data to improve modelling of network headroom Sourcing data to improve anticipation of EV uptake Applying analytics to the analysis of combines data sets to provide greater insight Preparing to roll out targeted monitoring Preparing EV readiness teams to target locations freeing up network capacity, managing the assets and managing network losses. Leveraging Smart Meter data as it becomes available

Temporarily modifying the charge rate to support the energy system Three flavours of DSR markets: Flexibility Markets (System Operator) Energy Trading and Arbitrage (Energy Supplier) Demand Response to support networks (DNO) EA Technology OpenStreetMap, Mapbox Our specific focus (DNO use case): Keep Low Voltage networks within safe limits Potentially enabling the other use cases

EV charge controllers Receive signals that load reduction is needed Switching or curtailment functions 3. Back office Manage the devices Reporting Devices fitted by the DNO at the customers premises accept to delay or curtail charging rate Back-office Distribution Substation A substation controller measures demand on the cable and assesses whether a managed charging event is needed

Period of operation Maximum of 18 months In all cases: market based solution takes precedence

It s all about risk EVs open up opportunities for customers to truly engage with the energy market Smart charging could be a key enabler From today s viewpoint, there s some challenges: Most chargers are not smart Few customers have time of use tariffs (excl. E7) Still debate over the effectiveness of TOU pricing, especially for local network peaks British Gas
39 Should customers be compensated? Socialisation of costs debate Cost of reinforcement of networks is socialised across GB customers do not pay directly: Cost to the customer of electricity distribution in remote Scottish highlands is the same as central Aberdeen Therefore reinforcing due to EVs also impacts (e.g.) customers who choose not to drive Should EV drivers also help to solve the issue?
