4 1. Introduction 1.1 Commission for Regulation of Utilities The Commission for Regulation of Utilities (CRU) is Ireland s independent energy and water regulator. The CRU s mission is to regulate water, energy and energy safety in the public interest. Further information on the CRU s role and relevant legislation can be found in here. 1.2 Background This report provides an update on the status of the RoCoF Implementation Project in Ireland. The CRU s Decision Paper, CER/14/081, requires that generators undertake technical studies to confirm their compliance with the new RoCoF standard. on the overall Delivering a Secure Sustainable Electricity System (DS3) Programme is available here on the EirGrid website. In its Decision Paper CER/14/081, the CRU approved, in principle, MPID 229, the proposed Grid Code change to increase the RoCoF withstand level from 0.5Hz/s to 1.0Hz/s over a sliding window of 500ms. However, the CRU will not apply the new standard in the Grid Code until it has received confirmation from EirGrid that a sufficient number of generators can comply with the standard to allow EirGrid to safely operate the system in a manner reliant on the new RoCoF standard. 1 In May 2016, as part of the DS3 RoCoF Alternative/Complementary Solutions project, the TSOs published the final report RoCoF Alternative Solutions Phase 2 on the EirGrid s website. 1 Further information about this project can be found on 3

5 2. DSO Status Update 2.1 Wind There is good progress with changes to settings for wind farms in Ireland, with 95.28% of wind farm settings changed. 6 2.2 Non Wind The 2017 target for non-wind distribution connected generators is 110MW, and the remainder to be completed by end of The level of generator compliance has now reached 155MW which exceeds the 2017 target of 110MW. Project The RoCoF Implementation Project formally commenced on 21 st November 2014 and the 36-month deadline was 21 st November The majority of units have competed the testing phase and are RoCoF compliant. Engagements with the outstanding generators on the RoCoF project are ongoing. of each generator and the overall project status is assessed against the project programme using corresponding traffic light indicators. - On schedule; - Schedule is at risk; - Delay to schedule. 3.1 Project Status Overall Summary The majority of units have competed the testing phase and are RoCoF compliant. The current status of the project is red due to a number of units that are behind schedule. Two Category 1 units and a Category 2 unit are still in the testing phase and a number of Category 3 generators have failed to meet the deadline. The CRU will continue to closely monitor progress of the outstanding generators. Seven of the nine Category 1 units have completed RoCoF testing. The remaining two Category 1 units (Dublin Bay and Aghada unit 2) have had their studies submitted and are undergoing an agreed programme of works prior to testing. The implementation work and testing was expected to be completed by Q has submitted the studies for Poolbeg CCGT and it is currently in the testing phase. Category 3 units are progressing, however a number of units have failed to meet the deadline. With deadlines now passed, GWM has been requested to update their programme with revised timelines for completion. Bord Na Mona (BnM) ED1 is RoCoF compliant. ED3 and ED5 have completed testing awaiting final approval. SSE SSE is RoCoF compliant. 8

11 4. Next Steps As per CER/14/081, the CRU has published RoCoF reports at the end of each quarter during the project period. Given that implementation of the new RoCoF standard will not begin as planned in Q1 2018, the CRU will continue issuing reports at the end of each quarter in 2018 until the new RoCoF standard is implemented.
