3 SLEET IN SLOVENIA HOW DOES IT OCCUR: Low temperatures in the lower layers of the atmosphere and near the ground Worm winds and higher temperatures in the higher atmosphere layers Raindrops turn into ice upon touching any kind of surface First major issues related to sleet occur on Friday, 31 January 2014 Because of the heavy burden and weight accumulating on different surfaces trees and electrical infrastructure start to collapse and fall down. On 2 and 3 February there is widespread damage on electrical infrastructure and forests; a lot of households are without electricity

4 SLEET IN SLOVENIA 11 out of 13 regions and 160 out of 212 municipalities are affected Affected regions Non-affected regions

5 SLEET IN SLOVENIA - CONSEQUENCES Over 2000 km of electrical grid was affected 40 % of forests in Slovenia are damaged Combined estimated damage is over 430 million Long-term reconstruction of electrical grid (until the end of the summer in some parts) It will take decades to mitigate damage in the forests

8 SLEET IN SLOVENIA Na0onal response Civil protection HQ of the RS, regional and and municipal CP HQ were activated Firefighters (volunteer and professional), other rescue services, Civil protecion units and electrical companies were involved On a state level Civil protection units, Slovenian army, Police and electricity distribution companies (SODO - electricity distribution system operator) 1 casualty and 23 injured at the end of the intervention among rescuers, electrical company workers and army personnel

11 SLEET IN SLOVENIA Interna0onal response On 2nd February 2014, at UTC Slovenia requested assistance in the frame of the Union Civil Protection Mechanism through the Emergency Response Coordination Centre (ERCC). Request for 100 power generators (between 70 and 300 kva) was made First teams with generators arrived to Slovenia in 14 hours after the request On 5th February, at UTC additional request for 5 high power generators (1000 kva) Additional power generators were offered bilaterally by several countries, international organizations and individuals

12 SLEET IN SLOVENIA Interna0onal response During the first week of February Slovenia received offers from 14 countries (Austria, Bulgaria, The Czech Republic, Germany, France, Croatia, Hungary, Italy, Poland, Romania, Slovakia, Serbia, Kosovo and USA). Slovenia accepted and received assistance in the form of 172 generators from 11 countries (Austria, The Czech Republic, Germany, Croatia, Hungary, Italy, Poland, Romania, Slovakia, Serbia, and USA). Altogether 650 rescuers from other countries participated within the emergency response (3-28 February 2014)

14 SLEET IN SLOVENIA Host Na0on Support In order to effectively receive and coordinate international assistance Host nation support (HNS) system was established. Within the HNS international unites have been provided with: Escort and tolls exemption Accommodation and food for all units Fuel and spare parts for the power generators Transport of personnel Informing the Embassies of the sending countries
