7 BRPL Solar City Initiative: Solarize Dwarka BRPL Solar City Initiative, a utility anchored rooftop program in residential sector launched on 07 th Jan 18. This is in association with Organizations of repute viz. TERI and GIZ. Aimed to create a platform to catalogue and aggregate all interested rooftop consumers in its distribution area, starting with single point delivery consumers in Dwarka and the solar rooftop vendors / integrators who are empanelled by IPGCL, GoNCTD / SECI/MNRE. Guided by DERC Net Metering Regulations and Delhi Solar Policy 2016 In the first phase, the program is aimed at Single Point Delivery Societies in Dwarka area, where about 200 societies are being targeted. Total No. of Single Delivery Point Societies: 200 Total Sanctioned Load: 194 MW RTS Potential: 9.7 MW (assumed 5% of Sanctioned load) 24x7 Solar Helpline & one stop web portal launched

10 Learning & Enablers for faster roll-out for Solar Discom driven consumer outreach program has resulted in successful interest generation, which is also getting converted. Discoms driven initiative helped bridge the trust gap between vendor and consumers. Availability of cheaper funding option for Residential Sector needed to boost CAPEX mode - Delhi Co-operative Housing Finance Corporation (DCHFC) has launched a scheme in collaboration with Delhi Discoms Limited number of vendors available in RESCO segment due to lack of credit rating of residential consumers. Partially mitigation has been achieved by societies agreeing to give BG equivalent to 3 to 6 months of solar generation, to the vendors. To mitigate the impact of lowering of tariff and hike in FC as per recent DERC order it is proposed Enhancement in GBI amount by at least Rs. 1/ kwhr for eligible consumers. Extension of period for disbursement of GBI, (currently it lapses by 31 st December 2018).

11 Learning & Enablers for faster roll-out for Solar Hybrid model (Gross metering + Net metering) can be explored, PPA can be signed by Discoms with RESCO vendor for complete off-take of power The consumers (roof top owner) get roof rent equivalent to Net metering benefits including GBI as per extant Net Metering Regulation 2014 and Delhi Solar Policy GNCTD & Regulator s support vital The above addresses the concerns of consumers as well as solar vendors inresco mode Lack of clear Policy in case of roof rights of DDA flats: Policy and Procedures for alteration in DDA flats does not clearly bring out, whether the top floor owner, can set up solar roof top on the roof, without NOCs from vertically stacked owners. This is preventing adoption of RTSPV by DDA flats Simplified and clear policy in this regard can help off take RTS in this largely untapped segment
