EIA-1/ECC(1) (182/2018) Myanma Oil and Gas Enterprise Letter No. U.Nya.Ma-(15)2/6 (1049)2018, dated (2) This ministry, Union Minister Office Letter number (Forestry) 3(2) / 16(GaGyi) (2464/2018), dated Based on the EIA Report for Natural Gas Drilling of Offshore Block A-6 submitted by MPRLE&P Pte. Ltd, in joint venture with MOGE, Environmental Compliance Certificate ECC with Schedule 1 and Schedule 2 was issued with the following conditions as per above reference letter No.1. a. Prevent, minimize, and /or offset adverse environmental and social impacts; b. Confirm the Project commitments and obligations of the Project Proponent; c. Impose Project specific conditions; d. Set standards and performance measures for acceptable environmental performance; e. Provide for the ongoing environmental management of the Project; f. Require regular monitoring and reporting; 2. In the ECC issued as per above reference letter No.1, it was stipulated that The project needs to submit the Environment Managements Plan for approval for further exploration and drilling activities in 2018/2019, therefore the Environmental Management Plan EMP for Exploration Drilling for 2018 was submitted as per reference letter No.2.

2 3. The Union Minister approval was sought to approve with the ECC Amendment No.1, for the EMP of Block A-6 Exploration Drilling 2018 by MPRL E&P Pte. Ltd. and the approval was informed by reference letter No Therefore, the EMP for Block A Exploration Drilling is hereby approved and to comply with the conditions from ECC as per above reference letter No.1 and as per ECC Amendment No.1. 5 Commitments as per EMP for the 2018 drilling in Block A-6 by MPRL E&P Pte. Ltd. (a) To comply with the Environmental Law (2012), Environmental Act (2014), Myanmar National Environmental Quality (MNEQ) Guidelines, 2015, Environmental Impact Assessment Procedure (2015). (b) To comply with The International Convention for the Prevention of Pollution from Ships 1978, Convention of Biodiversity (1992), Basal Convention on the control of Transboundary Movements of Hazardous Wastes and their disposal, Asia Least-cost Greenhouse Gas (ALGAS), Abatement Strategy (1998), The International Convention for the Safety of Life at Sea (SOLAS) (1974), IFC Performance Standards (IFC PS) (2012), IFC EHS Guidelines for Offshore Oil and Gas Development (2015), World Bank Group (WBG) HS General Guidelines (2007). (c) In the EMP, the commitment letter confirms in respect of the proposed drilling program that the EMP: 1. has been presented in a manner which is accurate and complete; 2. has been prepared in a manner which complies with applicable laws including the Environmental Impact Assessment Procedure 3. acknowledges operations in A-6 with respect to the proposed drilling program are required to comply with commitments, mitigation measures and the environmental management plan in the EMP. (d) For the drilling operation, to use the Marine Fuel with Maximum Sulphur Percentage of 500 Parts Per Million (ppm) or 0.05% (e) To comply with IFC Environment Health and Safety Guidelines for Oil and Gas. (f) To comply with IFC Clause 59 and 60 regarding the disposal of drilling fluid and cuttings. (g) The well test duration will be reduced to the extent practicable and engine maintenance to minimise unburned hydrocarbons. (h) The MODU and Vessels will have International Air Pollution Prevention (IAPP) certificates for the prevention of air pollution from ships, and comply with the requirements of Annex VI MARPOL 73/78 and International Marine Organization IMO Standard. (i) The discharge of Sewage and Grey Water will be in compliance with MARPOL 73/78 (Annex IV) and International Sewage Pollution Prevention (ISPP) Certificate. (j) The discharge of Putrescible (food) waste will be in compliance with MARPOL 73/78 (Annex V). (k) The discharge of Bilge Water and Deck Drainage will be in compliance with MARPOL 73/78 (Annex I). (l) Solid and Hazardous Waste Discharge will be in compliance with MARPOL 73/78 (Annex IV & V).

6 (m) No discharge of Bilge water which contains NADF Drilling Fluids. (n) In the proposed project, to use Group (III) Synthetic Organic Based Fluids with lower toxicity. (o) NADF drilling fluid Mixing will be conducted only at the Mud Plant on-board or at the Mud Plant Facility in Ranong, Thailand. (p) As per IFC Guideline 2015, average oil on cuttings to be discharged to the sea will be 6.9% or less. (q) The average oil content for discharge of NADF pit cleaning slops will be limited to less than 1%. (r) In order to control Invasive Marine Species, MODU will not approach Myanmar Coast. (s) MODU and vessels will comply with international regulations for collision avoidance (COLREGs 1972). To comply with Chapter 5, Regulation 19 of SOLAS. (t) In order to reduce the impact from underwater noise generation on marine fauna, to conduct the following: 1. To have 1.8 mile (3 km) observation zone 2. To observe prior to generate noise and to do it slowly. 3. To do continuous observation for Wales or Marine Turtles within 1 km observation zone. 4. As for prevention, 1640 ft (500 m) exclusion zone to be maintained. 5. To implement low visibility / night-time procedures. 6. During the period of low visibility, as described in the operating procedure, the noise generation can be done as follows: if there were 3 or more wales sighted during the preceding 24 hours to shutdown completely, after the preceding 24 hours shutdown period and no wales were sighted after two hours, the operations can restart. 7. To have one of the crews as trained observer and to observe and take record of the marine fauna. (u) The Biocide intended to use is Solacide and it is Non-toxic as per Material Safety Data Sheet. Woodside Energy (Myanmar) Pte. Ltd. on behalf of JV will not use the biocides containing organohalogens. (v) In case of spills (for potential transboundary impacts) to have control measures by having Ship Oil Pollution Emergency Plans (SOPEP) on MODU and support vessels. (w) (x) In case of changes in scope of the project and there will be any relevant laws, MPRL E&P Pte. Ltd. on behalf of JV to inform ECD. To inform ECD the well locations prior to drilling and to issue notice to mariners to the public 4 weeks prior to the drilling. To include well locations in Notice to Mariners.

7 (y) Environmental Management Plan EMP will be prepared and submitted to ECD for any additional exploration wells to be drilled in A-6 during 2018 and 2019 prior to activities. (z) On behalf of A-6 JV, MPRL E&P Pte Ltd. to submit to ECD the DDKG-2 Class Certificate of Transocean Co., Ltd. prior to activities. (aa) To submit Waste Management Plan to ECD prior to activities. (bb) Not to discharge any chemicals with high Mercury and Cadmium to Marine Environment and to comply with Mercury and Cadmium content in Stock Barite to be less than IFC standard. (cc) In order to avoid impact on fishermen and fishing activities, MPRL E&P Pte. Ltd. to conduct the following in offshore block A-6: - A 1,640 ft. (500 m) radius safety zone will be maintained around the drilling rig as required. - MODU and Vessels to comply with International Regulations regarding the Collision Avoidance, Navigation and Maintenance. - To have and MOGE representatives on board and other Myanmar speaking crew members available on MODU. - To conduct Stakeholder consultations, communication and disclosure of information in time and to disclose the drilling project activities information to stakeholders. - To prepare and issue notice to mariners with drilling plans and well locations to the public 4 weeks prior to the drilling. - In case of any Grievances, to implement timely investigation and feedback mechanism and to disclose the information. (dd) There will be no liquid hydrocarbon discharge to marine environment due to Well Blowout. Only dry gas is expected from this exploration well. To submit the Emergency Response Plan including Dry Gas Blow Out response to ECD prior to activities. (ee) As there will be no simultaneous drilling of wells and there will only be temporary discharge of drill cuttings in deep water offshore environment, the cumulative Impact Assessment is not required. (ff) On behalf of Block A6 JV, MPRL E&P Pte. Ltd. to arrange consultation with Stakeholders during drilling and after drilling. (gg) MPRL E&P Pte. Ltd. distributed EIA Executive Summary Translation to Tharbaung, Gwa, Pathein, Chaung Thar and Shwe Thaungyan GAD offices and to DOF and ECD regional offices in Pathein. (hh) MPRL E&P Pte. Ltd. to share the FFI Report regarding the Coral Reef and other activities which was conducted in collaboration with Flora and Fauna International (FFI). (ii) On behalf of Block A6 JV, MPRL E&P Pte Ltd. to meet and discuss with Department of Maritime Administration (DMA) prior to any additional exploration activities.

8 (jj) On behalf of Block A6 JV, MPRL E&P Pte. Ltd. to submit Emergency Response Plan to ECD and DMA prior to activities. (kk) The proposed project location is 21 miles (35 km) away from populated coastal region and there will be no health impact due to temporary drilling activities. There will be no possibility of well blowout and as such no impact on coastal and nearshore receptors.
