2 Who are We Bringing Together? State Fleets: agencies, DOTs, and universities/colleges Alternative Fuel Providers: gas, electric, and gas & electric utilities; municipal power generators; and electric cooperatives Federal: civilian ili and military fleets, individual agencies as well as GSA Federal Alternative Fuel Providers Transit State Private Other Municipal

3 Why are We Bringing Them Together? Many regulated fleets do not have access to AFs they need to meet or exceed compliance requirements Many voluntary fleets also suffer from lack of available refueling infrastructure for AFs Fuel providers/marketers/ distributors may be willing to install AF infrastructure or otherwise supply AFs, if a sufficient demand can be demonstrated d Existing AF infrastructure may be underutilized getting the word out may help

4 So Why These Workshops? Rarely is a single fleet enough to support AF infrastructure (particularly retail) Workshops are being used to foster links between both mandated and voluntary fleets and the fuel providers that can help solve AF availability issues regulated fleets can serve as anchor fleets for demand Bringing these organizations together at the local levels (and explaining what a regulated fleet must do) will help facilitate the cooperation needed for progress Outreach on existing (possibly underutilized) AF infrastructure

5 Fleet Requirements SFP Under EPAct 1992, certain State and Alternative Fuel Provider (SFP) fleets are subject to AFV-acquisition iii requirements if: The fleet has 50 non-excluded LDVs total The fleet has at least 20 non-excluded LDVs in a single MSA (250,000 or more in 1980) Excluded d vehicles include: Take-home vehicles Law enforcement or emergency vehicles Vehicles used to restore electricity operation in emergencies Non-road vehicles (such as NEVs)

6 Fleet Requirements SFP At this point, it acquisition iiti requirements are: States 75% of annual covered LDV acquisitions must be AFVs Alternative Fuel Providers 90% of annual covered LDV acquisitions must be AFVs Alternative ti Fuel Providers must use AF in each AFV whenever the AFV is operating in an area in which h the AF is available Model Year for Program -- 9/1 to 8/31

7 Fleet Compliance Options SFP Initially, fleets could only comply by acquiring AFVs AFVs such as E-85 FFVs, CNG or LPG dedicated or bifuel vehicles, dedicated EVs Conversions -ONLY if <120 days of entry into fleet Exemptions if no appropriate AFV or AF available Fleets can bank/trade credits for early/excess acquisitions In 1998, Congress added option for fleets to meet up to 50% of annual requirements through purchase for use of biodiesel, if blend >20% biodiesel (B20) [Note: No banking/trading g of these credits] One acquisition credit for every 450 gallons of B100 Must be in excess of state or Federal fuel requirements This is Standard Compliance (SC): currently only AFV acquisitions, Biodiesel use, and credits

8 Fleet Compliance Options SFP Additional Ways to Comply under Standard Compliance: EISA 2007 called for DOE to determine credit levels for various Electric Drive Vehicles (hybrids, PHEVs, MD/HD electric vehicles, NEVs) rulemaking is underway State Fleets also have an additional option, the State Plan A State can obtain voluntary commitments of AFV acquisitions from non-regulated fleets to meet its requirements No state has yet submitted a complete State Plan

9 Fleet Compliance Options SFP In EPAct 2005, Congress added the Alternative Compliance (AC) Option Instead of SC AFV acquisitions or biodiesel, a fleet may opt to demonstrate petroleum reductions equal to amount of AF that would have been used if all of fleet s AFVs ran on AF 100% of time Allows for counting AF in fleet vehicles Adds more flexibility for certain options - Biodiesel can be >50% of requirements, and can be in blends <B20 Adds petroleum reduction options such as increased efficiency (smaller vehicles or hybrids), idle reduction, and VMT reductions

10 SFP Fleet Overall Status ~300 fleets covered nationally 10-20,000 AFVs acquired annually, nearly all are now E85 FFVs (a few hundred d NGVs/year) Since MY1997, 60% FFVs, ~25% NGVs, ~10% LPGVs 3-6M gallons of B100 each year (over last 5 years), several times amount credited Virtually 100% Fleet Compliance usually a few that DOE needs to work things out with each year, but these do come into compliance Only a handful of fleets are in AC (~10), but MY2008 was first year

11 Who are Local SFP Fleets? TXDOT TX Railroad Commission TX Dept of State Health Services Universities - UT (multiple locations), University of North Texas, Texas A&M Austin Energy CPS Energy Fleet Operations Lower Colorado River Authority Others. Together, these fleets annually acquire >300 AFVs (now, nearly all FFVs) and over 41,000 gallons of B100

12 Fleet Requirements - Federal Federal Fleet requirements from EPAct 1992 are similar to those for SFP Fleets Applies to Federal fleets of 20 or more LDVs that are centrally fueled and operated primarily in a single MSA/CMSA There are 21 covered Federal Agencies Similar excluded vehicles to SFP, although also include military tactical vehicles

13 Fleet Requirements - Federal EPAct 1992: Federal fleets must acquire AFVs EPAct 2005: AFVs must use AF unless they receive a waiver from DOE (AF unavailable or too expensive) 53 percent of Federal duel-fueled AFVs waivered in FY 2009! OMB: Reduce the number of waivers received annually from DOE E.O : 2% annual petroleum reduction and 10% annual AF use increase requirements. Also included requirement to acquire and use PHEVs.

14 Fleet Requirements - Federal Additional requirements along the way National Defense Authorization Act (NDAA) added Alternative Fuel Vehicle definitions: Advanced Lean Burn Vehicles Qualified Hybrid Vehicles Any other vehicle that demonstrates significant petroleum reduction Energy Independence and Security Act (EISA) of 2007 Section 141: Feds must acquire only low Green House Gas (GHG) emitting vehicles (EPA finalizing guidance) Section 142: Petroleum consumption and AF use goals for 2015 (DOE finalizing guidance) Section 246: Agencies must install renewable fuel pump at each Federal fueling center in the U.S. by January 1, 2010

20 Industry Day II October 8, 2009 Goal Stimulate infrastructure development by bringing fleets and fuel providers together (at a national level) Help resolve development barriers First Industry Day held in June 2008 was successful and led to development of 50(?) new AF sites so far Participants Bring supply ppy and demand side together: fleet managers, fuel providers, infrastructure developers. Agenda General session followed by breakout sessions (E-85, Biodiesel, CNG, EV, PHEV?) 23 So Where s this Leave Us? Fleets need help to increase use of AFs, either to meet regulatory requirements, fleet initiatives, or voluntary commitments Teaming with other fleets to create sufficient demand for AFs Fuel providers willing to install infrastructure Breakouts will provide opportunity for fleet and fuel representatives to discuss needs and next steps The beginning g of an on-going g dialogue!

24 Codes and Standards Something critical to make sure you address when looking at adding infrastructure. Why? Set uniform safety and performance standards Allow for the implementation of technologies Without them, may be difficult to implement technologies because code officials may not approve projects where there are no safety requirements Projects get reviewed on a case-by-case basis Applicability Scope of requirements will be fuel-type dependent (i.e., Scope of requirements will be fuel type dependent (i.e., hydrogen, E85, etc.)

25 Codes and Standards (cont d) What? Some basic definitions Permitting - legal review and approval process to protect public and worker safety Jurisdiction - entity that has the legal authority to enforce laws Regulation the legal requirements promulgated by the appropriate jurisdiction Code - a document that requires that something be done Standard - a document that defines how the something in the code be done Building codes and sprinklers - sprinkler protection required and sprinkler standard states how the sprinklers must be designed, installed, and operated

26 Codes and Standards (cont d) Who are the standards organizations? American National Standards Institute (ANSI) sets requirements for codes and standards development The ANSI consensus process - open, equitable, structured, endless Non- ANSI codes the International Building Code uses their own consensus process How to get projects implemented? 1. identify applicable codes and standards 2. Identify the Authority Having Jurisdiction (AHJ) 3. Meet with the AHJ and submit required permit applications 4. Track permit applications to ensure review process does not get stalled
