1 European Union - The new harmonized parts of EN Global On August 10, 2018, the latest Commission Communication of the implementation of Directive 2009/48/EC of the European Parliament and of the Council on the safety of toys was published in the Official Journal of the European Union. This communication mentions the following new standard parts of EN 71, to which the presumption of conformity with the above directive now applies: ï EN 71-1:2014+A1:2018 ï Mechanical and physical properties ï EN 71-3:2013+A3:2018 ï Migration of certain elements ï EN 71-7:2014+A2:2018 ï Finger paints: Requirements and test methods ï EN 71-8:2018 ï Activity toys for domestic use ï EN 71-14:2014+A1:2017 ï Trampolines for domestic use The presumption of conformity for the replaced standards ends on 28 February 2019.

2 With regard to the new Amendment 1 of EN 71 Part 1, it should also be mentioned that this is a consolidated version of the following drafts: ï pra1 (Cords and drawstrings in toys and packaging) ï pra2 (Projectiles, rotors, propellers and flying toys) ï pra3 (Various) These drafts have thus been completely adopted in EN 71-1:2014+A1:2018. The following pages list the most important changes to the new standard parts. If you have any further questions, please do not hesitate to contact us. You will find our contact details on the last page. ï EN 71-1:2014+A1:2018 ï Mechanical and physical properties I. Cords and drawstrings in toys. - Drawstrings in toy disguise costumes for playing have not been considered in EN 71 up to now. In the future, EN 71-1 will refer to the standard EN "Safety of children s clothing Cords and drawstrings on children s clothing Specifications" (undated reference, however, the current version shall be applied).

3 - Extension of the exemptions: The requirements acc. to EN 71-1, clause 5.4 do not apply to imitation safety harnesses (e.g. on toy pushchairs), as well as to shoulder straps on fairy wings. - Electrical cables: In the future, electrical cables > 300 mm will not be possible for children aged < 18 months (a warning will not be possible for children aged < 18 months). Requirement for children aged â 18 months and < 36 months: Cables may be longer than 300 mm if there is a warning acc. to clause Two cords that are attached at one point with the potential to tangle: ïƒ introduction of a cylindrical neck gauge (diameter 60 mm): placement of the neck gauge between the two cords with the potential to tangle and test if the cords make contact at their tangle points OR ïƒ The combined length measured from end to end shall not exceed 220 mm (< 18 months) respectively 300 mm (â 18 months and < 36 months). OR ïƒ There shall be a breakaway feature. - Mobiles that are attached to a cot: new warning required (similar to the warning acc. to EN 71-1, para. 7.11) II. Projectiles, rotors and propellers

4 - New definition of the term flying toy": e.g. wind-up helicopter - New definition of the term remote controlled flight toy": e.g. remote controlled helicopters; propulsion e.g. by compressed gas, springs, electricity; rotor blade length â 175 mm in length; mass of the toy not greater than 50 g - Toy slings and toy catapults that are supplied with projectiles will be covered by EN Two new definitions will be introduced. - Exempted from the requirements are "projectiles" which are permanently enclosed within a toy or which do not describe a flight trajectory (so-called ground-based toys"). - The general requirements as well as the requirements for projectile toys with and without stored energy do not apply to projectiles that have a maximum range of 300 mm. - Projectiles with stored energy shall have rounded edges. - For the projectile tip, a ring gauge has been defined. - The firing mechanism for projectiles with stored energy shall be designed so that it is impossible to launch specified improvised projectiles. These specified improvised projectiles are defined in the new version of the standard. - If there is a foam shaft projectile, where the suction cup diameter is â to the shaft diameter, a special tensile test (tension force of 60 N) must be applied to the suction cup. - A new limit value of J/m² for the surface-related

5 kinetic energy will be introduced. - Determination of the impact surface by means of a suitable colorant when fired from a distance of 300 mm. - For this case cancellation without substitution of the limit value for the maximum kinetic energy of 0.5 J. - Bow and arrow sets: Stretching of the bow either up to 150 N or up to the maximum length of the arrow. - New wall impact test to simulate the foreseeable use. - Introduction of certain extended geometrical requirements for "flying toys" and their propellers. III. Various - Pegs for air intakes of toys which can be inflated by the mouth are exempted clearly by the requirements of 4.11 "Mouth-operated toys and other toys which are intended to be taken into the mouth". - For the future, it is normatively defined that toy bicycles and tricycles with a push rod have to be constructed in such a way that children s feet cannot be jammed into the pedals etc. while they are being pushed. - Amendments of 4.18 "Water toys and inflating toys": a) Toy that can be inflated by the mouth ïƒ peg must not get off nor produce small parts.

6 b) Water toys that cannot be inflated by the mouth ïƒ peg must not get off so that it cannot get lost i.e. risk of suffocation due to small parts is not considered - Frame joint lines between the front wheel fork and the wheel frame for the so-called "balance bikes" will also fall under point "front joints" in the future. ï EN 71-3:2013+A3:2018 ï Migration of certain elements This standard replaces the previously harmonised version EN 71-3:2013+A1:2014. In the meantime, the version EN 71-3:2013+A2:2017 "Organic Tin" has also been published by CEN. This was already the valid version of the standard from December 31, 2017, but has now been skipped during harmonisation. However, EN 71-3:2013+A3:2018 contains all changes introduced in the context of the A2 version. Contents of Amendment 2 were possible "false positive results" for organostannic compounds. Appendix H.10 "Organic Tin" has been supplemented for this purpose: - The laboratory should take care of the quality and purity of the derivatisation reagent. - Hint on "false positive detection of organotin compounds in samples with high concentrations of inorganic tin": Inorganic tin substances may react under certain conditions with the derivatisation reagent sodium tetraethylborate to form organic tin compounds (especially methyl tin). - Sources of Sn(II):

7 ïƒ coated tin toys where samples had been scraped off during sample preparation ïƒ wet oil paints stored in tinplate containers - Recommendation to take special care to avoid false positive results by: ïƒ repeating the scrape off process by avoiding the scrape off of metallic parts and/or ïƒ using a further organic tin method (e.g. ISO/TS 16179) fo confirming the EN 71-3 results ïƒ improved method on organic tins will be in a revised future version of EN 71-3 The core of the A3 "Adaptation of Limit Values" is the adjustment of the lead limit value to Directive (EU) 2017/738 (valid from 28 October 2018): - The major revisions concern modifications of Clause 4 equirements": Replacement of the migration limits for lead in Table 2 Migration limits from toy materials Category I: 13.5 mg ïƒ 2.0 mg Category II: 3.4 mg ïƒ 0.5 mg Category III: 160 mg ïƒ 23 mg

8 - Modifications to Annex ZA: Replacement of Table ZA.1 "Correspondence between this European Standard and Directive 2009/48/EC": Hint to adapted limits of barium and lead - Modifications to the Bibliography: Addition of the legal documents amending the limits of barium (Regulation (EU) No 681/2013) and lead (Directive (EU) No 2017/738) ï EN 71-7:2014+A2:2018 ï Finger paints: Requirements and test methods This standard replaces the previous version EN 71-7:2014. In the meantime the version EN 71-7:2014+A1:2017 "Preservatives" has also been published by CEN. This was already the valid version of the standard from February 28, 2018, but has now been skipped during harmonisation. However, EN 71-7:2014+A2:2018 contains all changes introduced in the context of the A1 version. The main point of Amendment 1 is the adaptation of the requirements for preservatives to the amendment of Annex C with regard to isothiazolinones, among other things. - Replacement Table B.1 in Annex B - List of preservatives allowed for use in finger paints ïƒ Deleted preservatives: ï Paraformaldehyde ï Pyrithione zinc

9 ï 5-Chloro-2- (2,4- dichlorophenoxy) phenol (Triclosan) ï Poly(methylene),.alpha.,.omega.-bis[[[(amino iminomethyl)amino]imino methyl] amino]-, dihydrochloride (Polyaminopropyl biguanide) ï Mixture of 5-Chloro-2-methyl-isothiazol-3(2H)-one and 2- methylisothiazol-3(2h)-one with magnesium chloride and magnesium nitrate ï 2-methylisothiazol-3(2H)-one (MIT) ï 4,4-Dimethyl-1,3-oxazolidine ïƒ Added Preservatives: ï phb esters: butylparaben, propylparaben, sodium propylparaben, potassium propylparaben, sodium butylparaben, potassium butylparaben ï p-chloro-m-cresol (4-chloro-3-methylphenol) ïƒ Modified limit values: ï 2-Chloroacetamide: Maximum allowed concentration reduced from 0.3 % to < 0.1 % - Clause "Marking": ïƒ New NOTE concerning harmful ingredients: "H- and P- phrase information specified in Regulation (EC) No.

10 1272/2008 can be required by certain dangerous substances and dangerous mixtures supplied in the finger paint (e.g. EUH208 on sensitization)." ïƒ Supplementation of the warning for finger paints supplied in powder. Current: "Warning. Mix with water in accordance with the instructions before giving to a child. " New Addition: "Avoid inhalation of the powder. " - Annex A: Non-exhaustive list of colorants which are commonly used in finger paints: General Requirements: Deletion of the text: he composition of the colorant shall be known to the manufacturer of the finger paint and made available to the competent authorities on request." For harmonisation, however, the EC Policy Officer called for the inclusion of a "clarification" in informative Annex A. Consequently, in the context of a second amendment to Annex A under the heading "Specific purity requirements", the following reference has been inserted: - Certain restrictions, e.g. those referring to Regulation (EC) No 1223/2009, may mean that the particular colourant is unsuitable for use in a finger paint." ï EN 71-8:2018 ï Activity Toys for Domestic Use - Only playhouses made of rigid material (e.g. made of wood) will be within the scope of EN 71-8 but neither playhouses nor play tents made of textile, paper or flexible material. - Falling (e.g. from a swing) will no longer be regarded as "forced movement".

11 - The section on entrapment of head and neck has been revised as follows: 1. A new test gauge E (test gauge for small heads) has been introduced. Renaming of test gauge E (evaluation of entrapments) into test gauge F. 2. The requirement that accessible, rigid, round openings must not show an interior diameter between 130 mm and 230 mm, has been cancelled. 3. Modification of the requirements for partly enclosed and V-shaped openings: now the evaluation depends additionally on the area of the angular alignment of the opening. 4. For combined swing sliding devices: swing devices with suspension rope pending from a crossbeam must not create entrapments for head and neck in the area of seat and sliding part of the slides. - The requirements acc. to 4.5 for "slides" are no longer valid for nclined planes" of: a) free drop height < 600 mm and total slope < 30 OR b) free drop height < 400 mm. - The requirements have been added that slides must consist of at least one seat part, one sliding part and an outlet section and that the connection between the sliding part and the outlet part must be a continuous curve.

12 - For paddling pools, the blue pictogram only shall be required in the future; the red prohibition sign has been omitted from the standard. ï EN 71-14:2014+A1:2017 ï Trampolines for Domestic Use - Increase of the load factor of 2.5 to 5 (valid for mediumsized and big trampolines for testing the deflection of the jumping mat) - The load factor for small trampolines remains at 2.5.
