13 EU Directive EC 59/2000 Complements MARPOL by requiring ports to provide adequate facilities, and by requiring ships to deliver. recognise that individual Port Waste Management Plans were the tool to force the shipping industry (ports and ships) to comply with national and international legislation Key elements : Mandatory Port Waste Management plans Economic incentives (cost recovery system /indirect fee) Efficient waste notification Detailed guidelines
