2 تقديم هيي ة الا مارات للمواصفات والمقاييس هي الهيي ة الوطنية المسي ولة عن ا نشطة التقييس بالدولة ومن مهامها ا عداد المواصفات القياسية واللواي ح الفنية الا ماراتية بواسطة لجان فنية متخصصة. وقد قامت الهيي ة ضمن برنامج فريق عمل" دراسة مواصفات المحركات البحرية الخارجية " والصادر UAE.S بقرار ادارى رقم 41 و 52 لعام 2013 باعداد المواصفة القياسية الامارتية رقم 5015:2013 "مستوى الا نبعاثات المسموح بها من المحركات البحرية الخارجية" وقد اعتمدت هذه المواصفة كمواصفة قياسية ا ماراتية الزامية وذلك في اجتماع مجلس ا دارة الهيي ة رقم 2013/4 بتاريخ 2013/09/25 Foreword Emirates Authority for Standardization & Metrology (ESMA) has a national responsibility for standardization activities in UAE. One of ESMA main functions is to issue Emirates Standards /Technical regulations through specialized technical committees (TCs). ESMA through the technical program of work group Study Marine Outboard Engine Specification which formed by ESMA decision No. 41 and 52 for the year 2013 has prepared UAE standards No. UAE.S 5015:2013 Allowable Emissions level from Marine Outboard Engines This standard has been approved as Emirates Technical Regulation by ESMA Board of Directors in its meeting no. (4/2013), 25 / 9 /2013

3 Allowable Emission Level from Marine Outboard Engines 1. Scope This standard establishes the maximum allowable emission levels from all the marine outboard engines. 2. Definitions 2.1 Emissions: Pollutants transferred to the environment with exhaust gases while the engine is running; these pollutants include hydrocarbons and nitrogen oxides. 2.2 Exhaust Gases: Gases produced by combustion of the fuel, emitted to the environment at any point downstream of the exhaust pipe of the engine. 2.3 Supplier: - The outboard engine manufacturer, if domiciled in the UAE, or any person presenting himself as outboard engine manufacturer by naming the product after its name or by appropriate commercial description or any person renewing the product. - The manufacturer s agent in the UAE, if the manufacturer is domiciled outside the UAE, or the importer in case there is no manufacturer s agent in the UAE. - Any person from the supply chain whose activity has an impact on the product properties. 3. Technical Requirements Outboard engines classified as marine engines covered in this standard in accordance with the emission limits are in two categories. The first category is the maximum emission pollutants allowable from Marine outboard engines and is the minimum compliance standard for import into the UAE. The requirements are determined for each category as follows: 3.1 First Category Requirements: The mass of gaseous pollutants in the exhaust gases shall not exceed the amounts given in Table (1). 4 3.2 Second Category requirements: The mass of gaseous pollutants in the exhaust gases shall not exceed the amounts given in Table (2). Sum of hydrocarbons and nitrogen oxides (HC)+ (NOx) * ( /P 0.9 ) * ( /P 0.9 )+2.1 Table No. 2 Maximum allowable masses of exhaust pollutants For outboard engines- Second Category Carbon monoxide Engine power CO (5.0 x P) (5.0 x P) 300 kw P < P 40 P > 40 - The Second Category corresponds to 3 stars rating of California Air Resource Board system (CARB). - P -refers to power of engine in Kilo watts. 4- Instruction Booklet Each outboard engine shall be accompanied with an instruction booklet in both Arabic and English languages including operating and maintenance instructions. 5- Criteria of Technical Conformity 5.1 The supplier shall provide the responsible authorities with all technical data about outboard engine as required in Annex (A). 5.2 Emission test report for each model shall be sent to ESMA by the supplier before shipping the engine(s) to the UAE. The test report shall be from accredited laboratory or laboratories acceptable by ESMA or from manufacturers self- certification program and shall also contain the essential technical data as referenced in Annex (A). 5.3 Data plate shall be installed in way that cannot be removed or re-installed easily and shall include the following data: Manufacturer Name Manufacturer Address Outboard Engine Serial Number Outboard Engine Model 2
