HARMFUL AQUATIC After the consideration the topic Committee approved the report of the working group in general and, in particular:.1 endorsed the revised Methodology for information gathering and conduct of work of the GESAMP-BWWG 1 and approve its dissemination as a BWM circular to supersede the existing BWM.2/Circ.13/Rev.1 of 26 April 2012;.2 agreed that the revised Methodology should be applied to all submissions for Basic Approval to MEPC 69 and onwards, and subsequent submissions for Final Approval of those systems;.3 approved the draft circular on Guidance on entry or re-entry of ships into exclusive operation within waters under the jurisdiction of a single Party and instructed the Secretariat to disseminate it as BWM.2/Circ ;.4 invite submissions on draft guidance for situations when ballast water is loaded from a BWTBoat to a ship not intending to discharge the ballast water to another BWTBoat (Mobile Ballast Water Treatment Boats) or reception facility; and.5 re-establish the Review Group at MEPC 67, in accordance with the provisions of regulation D-5.1 of the BWM Convention. Explanation ofterm BWTBoat: Reference: Fig.2: Mobile Ballast Water Treatment Boats As most of the ships are spending considerable time at sea than the ports and number of ports in turn number of berths there in, are quite lesser than the total number of ships, it is possible to provide Port-based Mobile Ballast Water Treatment Boats (BWTBoats) to cater service to ships for Ballast Water Management on the shared basis. Thus it eliminates option of fitment of Ballast water treatment systems onboard Ships. Though IMO came long ahead with the approach of onboard fitment of Ballast Water Treatment Systems, by this reinvented concept of BWTBoats, we can atleast cover Regional and Coastal Trading Ships. This will reduce the burden of ships for Global Implementation of the BWM convention. Even for some ship types like LNG carriers, we can think of Global use of BWTBoats. Also, to avoid detentions of ships due to Non compliance at 1 Group of Experts on Scientific Aspects of Marine Environment Protection- Ballast Waters Working Group

4 discharge ports, BWTBoats can be used as Contingency Measure. From technology point of view, as the Ballast Water treatment systems fitted on the BWTBoats can be customized with respect to ballasting port water qualities, there will be lesser chances of non compliance as well as better marine environmental protection at discharge port. Fig.3: Major 4 in 1 advantages of BWTBoat Approach The following items of REVISED METHODOLOGY FOR INFORMATION GATHERING AND CONDUCT OF WORK OF THE GESAMP-BWWG, endorsed by MEPC 66 and close to STCW/ ISM Code, can be of IAMU universities interest: Risk characterization Human health; Risk characterization Environment; Risk assessment. After the consideration a number of Ballast water management systems approved. The MEPC granted Basic Approval to four, and Final Approval to two ballast water management systems that make use of Active Substances. The MEPC also approved BWM-related guidance, including Guidance on entry or re-entry of ships into exclusive operation within water under the jurisdiction of a single Party and a revision of the GESAMP-BWWG Methodology for information gathering and conduct of work. In addition, the Committee requested the Secretariat to explore the possibility of conducting a study on the implementation of the ballast water performance standard described in regulation D-2 of the BWM

5 Convention, with the aim to address a number of industry concerns, including proposals to amend the Guidelines for approval of ballast water management systems (G8). On the status of the of the International Convention for the Control and Management of Ships' Ballast Water and Sediments, 2004, the MEPC noted that the number of Contracting Governments was currently 38, representing 30.38% of the world's merchant fleet tonnage (35% is needed to meet entry into force requirements), and urged those States which have not yet ratified the Convention to do so at the earliest possible opportunity. (4). AIR POLLUTION AND After the consideration the topic Committee approved the report of the working group in general and, in particular:.1 concurred with the group's recommendation to agree with the proposal for the use of DWT in table 1 of regulation 21.1 of MARPOL Annex VI, as contained in paragraph 12 of document MEPC 66/6/11 (paragraph 6);.2 adopted the 2014 Standard specification for shipboard incinerators and the associated MEPC resolution and approved consequential draft amendments to MARPOL Annex VI;.3 agreed to the draft terms of reference for a correspondence group for the fuel availability review under the coordination of the United States;.4 approved the draft amendments to MARPOL Annex VI regarding engines solely fuelled by gaseous fuels, for circulation, with a view to adoption at MEPC 67;.5 agreed to invite interested delegations to submit draft amendments to the NO X Technical Code for inclusion of provisions on engines solely fuelled by gaseous fuels;.6 approved the draft amendments to regulation of MARPOL Annex VI and to item of the Supplement to the IAPP Certificate, for circulation, with a view to adoption at MEPC 67;.7 agreed with the group's recommendation to instruct the Secretariat to prepare a draft circular for the guidance on the Supplement to the IAPP Certificate;.8 adopted the 2014 Guidelines on the method of calculation of the attained energy efficiency design index (EEDI) for new ships and the associated MEPC resolution; The MEPC continued its work on further developing guidelines to support the uniform implementation of the regulations on energy-efficiency for ships that entered into force on 1 January 2013, and adopted the 2014 Guidelines on the Method of Calculation of the Attained Energy Efficiency Design Index (EEDI), applicable to new ships..9 noted the draft 2014 Guidelines on survey and certification of the energy efficiency design index (EEDI), with a view to further consideration and adoption at MEPC 67;.10 endorsed the view of the group relating to the Interim Guidelines for determining minimum propulsion power to maintain the maneuverability of ships in adverse conditions;

6 .11 endorsed the view of the group, and invite further input, on the Interim Guidelines for the calculation of the coefficient fw for decrease in ship speed in a representative sea condition for trial use;.12 agreed to the minimum data required to support the reviews required under regulation 21.6 of MARPOL Annex VI; In-depth analysis of items can initiate a number of independent and joint IAMU Research Projects (Deck and Engine approaches) associated with safety of navigation. The following additional issues were the subjects of discussion on AIR POLLUTION FROM SHIPS: Urgent matters emanating from PPR 1 Meeting 2014 Guidelines in respect of the information to be submitted by an administration to the Organization covering the certification of an approved method as required under regulation of MARPOL Annex VI 2014 Guidelines on the approved method process Standard specification for shipboard incinerators Review of fuel oil availability as required by regulation 14.8 of MARPOL Annex VI Fuel oil quality Amendments to MARPOL Annex VI regarding engines fuelled solely by gaseous fuels Use of emerging waste-to-energy technology Guidance on the completion of Item of the Supplement to the IAPP Certificate Treatment of ozone-depleting substances used to service ships Sulphur monitoring for 2013 Studies on the use of LNG as a fuel 2009 Guidelines for Exhaust Gas Cleaning Systems The following additional issues were the subjects of discussion on OF SHIPS: Guidelines on the method of calculation of the attained EEDI for new ships Guidelines on survey and certification of the EEDI Guidelines for the calculation of the coefficient fw Speed trials and model tests Interim Guidelines for determining minimum propulsion power to maintain the manoeuvrability of ships in adverse conditions Unified Interpretation of regulation 2.24 of MARPOL Annex VI (MEPC.1/Circ.795) EEDI reviews required under regulation 21.6 of MARPOL Annex VI IMO model course on energy efficient operation of ships TECHNICAL COOPERATION AND TRANSFER OF TECHNOLOGY The MEPC discussed the implementation of resolution MEPC.229(65) on Promotion of Technical Co-operation and Transfer of Technology Relating to the Improvement of Energy Efficiency of

7 Ships, welcoming the financial contribution from Norway for the organization of workshops on the transfer of technology. The Ad Hoc Expert Working Group on Facilitation of Transfer of Technology for Ships, established in accordance with the resolution, met during the session and agreed a work plan, which was endorsed by the Committee. The work plan envisages: assessing the potential implications and impacts of the implementation of the energy efficiency regulations in chapter 4 of MARPOL Annex VI, in particular, on developing States, as a means to identify their technology transfer and financial needs; identifying and creating an inventory of energy efficiency technologies for ships; identifying barriers to transfer of technology, in particular to developing States, including associated costs, and possible sources of funding; and making recommendations, including the development of a model agreement enabling the transfer of financial and technological resources and capacity building between Parties, for the implementation of the energy efficiency regulations. The following tasks were set out in the plan: Task 1. Assess the potential implications and impacts of the implementation of the regulations in chapter 4 of MARPOL Annex VI, in particular, on developing States, as a means to identify their technology transfer and financial needs, if any; Task 2. Identify and create an inventory of energy efficiency technologies for ships Task 3. Identify barriers to transfer of technology, in particular to developing States, including associated costs, and possible sources of funding; Task 4. Make recommendations including the development of a model agreement enabling the transfer of financial and technological resources and capacity-building between Parties, for the implementation of the regulations in chapter 4 of MARPOL Annex VI; (5) REDUCTION OF GHG EMISSIONS FROM SHIPS The following topics were considered: IMO Update Study for the GHG Emissions Estimate for International Shipping UNFCCC matters (6) CONSIDERATION AND MANDATORY INSTRUMENTS The MEPC adopted amendments to MARPOL Annexes I through to VI to make the use of the IMO Instruments Implementation Code (III Code) mandatory. The amendments add definitions and regulations relating to verification of compliance, thereby making the IMO Audit Scheme mandatory under MARPOL. The amendments are expected to enter into force on 1 January The III Code was adopted by the IMO Assembly in Similar amendments to other IMO treaties are also in the process of being adopted, to make the Audit Scheme mandatory once the relevant amendments enter into force in 2016

8 The MEPC also adopted: Amendments to MARPOL Annex I, the Code for the Construction and Equipment of Ships carrying. Dangerous Chemicals in Bulk (BCH Code) and the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (IBC Code), on mandatory carriage requirements for a stability instrument for oil tankers and chemical tankers, expected to enter into force on 1 January 2016; Amendments to MARPOL Annex VI concerning the extension of the application of the Energy Efficiency Design Index (EEDI) to LNG carriers, ro-ro cargo ships (vehicle carriers), ro-ro cargo ships, ro-ro passenger ships and cruise passenger ships with non-conventional propulsion; and to exempt of ships not propelled by mechanical means and independently operating cargo ships with ice-breaking capability, expected to enter into force on 1 September The MEPC adopted amendments to MARPOL Annex VI, regulation 13, on Nitrogen Oxides (NO X ), concerning the date for the implementation of Tier III standards within emission control areas (ECAs). The amendments provide for the Tier III NOx standards to be applied to a marine diesel engine that is installed on a ship constructed on or after 1 January 2016 and which operates in the North American Emission Control Area or the U.S. Caribbean Sea Emission Control Area that are designated for the control of NOx emissions. In addition, the Tier III requirements would apply to installed marine diesel engines when operated in other emission control areas which might be designated in the future for Tier III NOx control. Tier III would apply to ships constructed on or after the date of adoption by the Marine Environment Protection Committee of such an emission control area, or a later date as may be specified in the amendment designating the NOx Tier III emission control area. Further, the Tier III requirements do not apply to a marine diesel engine installed on a ship constructed prior to 1 January 2021 of less than 500 gross tonnage, of 24 m or over in length, which has been specifically designed and is used solely, for recreational purposes. The amendments are expected to enter into force on 1 September NO X control requirements apply to installed marine diesel engines of over 130 kw output power, and different levels (Tiers) of control apply based on the ship construction date. Outside emission control areas designated for NOx control, Tier II controls, required for marine diesel engines installed on ships constructed on or after 1 January 2011, apply. The following three criteria for NOX reduction technology should be met: (Sourse: IMO MEPC 66 NOx Regulations and Arguments on SCR Technology Officer of the Watch.mht) 1. The technology must be able to provide effective nitrogen oxides neutralization in the whole of the interval of the marine diesel engine operation and should not lead to a great amount of

9 side products whose content in the emissions is already regulated by the instruments of the IMO. 2. The technology should not have an adverse effect on competitiveness of ports and marine transport as a whole. 3. The capital and operational cost required for the implementation of such a technology should be reasonable. It also considered the proposed draft amendments to MARPOL to make the Polar Code mandatory. A correspondence group was established, to finalize the draft MARPOL amendments and the environmental requirements and to report to the next session (MEPC 67) in October The MEPC also agreed to request the IMO Council to approve the holding of an intersessional working group ahead of MEPC 67. The draft Polar Code covers the full range of design, construction, equipment, operational, training, search and rescue and environmental protection matters relevant to ships operating in the inhospitable waters surrounding the two poles. Environmental provisions include requirements covering prevention of oil pollution; prevention of pollution from noxious liquid substances from

11 ships; prevention of pollution by sewage from ships; and prevention of pollution by discharge of garbage from ships. (12) WORK OF OTHER BODIES The MEPC approved Guidelines for the reduction of underwater noise from commercial shipping to address adverse impacts on marine life, recognizing that underwater noise radiating from commercial ships may have both short- and long-term negative consequences on marine life.
