3 MARPOL Annex VI: Tier III Russian paper to MEPC 65, a year of uncertainty, 2016 or 2021? MEPC 66 agreed to retain date of 1 January 2016 by Resolution MEPC.251(66) for existing North American ECA with 5 year exemption for large yachts and further Tier III application dates for new ECAs to be as specified in the IMO amendment designating a new ECA MEPC 67 drafted amendments to add gas only engines to Regulation 13. 5 MARPOL Annex VI: Tier III for DF Engines Note: Regulation 13 is a NOx limit based on test cycle weighted value Test cycles based on ISO 8178 E3 propeller law operated, E2 constant speed main propulsion, D2 constant speed auxiliary, C1 variable speed and load Not to Exceed concept Industry questions on gas availability for Tier III compliance first build, dry dock, start/stop, maneuvering, low load restrictions, exemptions, etc PPR 2 has prepared an informative circular for further consideration 5

17 ISO: LNG as Fuel for Ships ISO TS Guidelines for system and installations to supply LNG as fuel for ships now published as an ISO Technical Specification on 15 January 2015 ISO is undergoing a reorganization of LNG standard activity. TC67/WG10 and JWG13 to be replaced by new TC67 SC9 subcommittee Liquefied Natural Gas Installations and Equipment, expected mid 2015 TC67/SC9 activities: WG01 takes over TS18683, liaise with TC28/SC4 for LNG quality as a marine fuel. WG02, WG03, WG04, WG05, WG06, TC8 WG8 to start new standard for LNG bunkering (connectors) to support IGF Code MSC 94 decision, publish same day as IGF Code 17

19 USCG & Transport Canada USCG has published design criteria in CG-521 Policy Letter No dated 19 April 2012 for gas fuelled ships If policy not applicable, alternative design basis requests can be made USCG has two DRAFT policy letters Guidelines for LNG transfer and training of personnel Guidance for LNG vessels and waterfront facilities conducting LNG bunkering Transport Canada utilizes Marine Technical Review Boards to develop criteria for gas fuelled ships. Past projects applied Interim Guidelines, new projects using draft IGF Code. 19
