15 P olice Fleet Expo returns to St. Louis, Aug , 2018! St. Louis was also host to PFE in 2010 and Centrally located in America s heartland, St. Louis is an easy drive or quick flight away. With an average of 500 daily flights and 68 non-stop destinations, St. Louis Lambert International Airport is just minutes from downtown with quick and easy access to interstates and the MetroLink light rail system. For PFE 2018, we are expecting more than 85 exhibitors and 550 attendees. Our host hotel is the Marriott St. Louis Grand Hotel (formerly Renaissance Grand St. Louis). This Marriott is conveniently located across the street from the America s Center and connected via a pedway. Both venues underwent extensive renovations in the last couple of years. The Ride & Drive will be held on Monday, Aug. 20, 2018 at Gateway Motorsports Park, from 10:00am 3:00pm. This popular event will showcase the usual events where attendees can test-drive vehicles from Chevy, FCA and Ford as well as motorcycles and alternate vehicles. We ll also have use of the dirt track for off-road testing. Training and classroom sessions will span four days, from Aug at America s Center. We have sessions tailored to the new Fleet Manager a well as those who ve held the position for some time. Exhibit hall hours are on Wednesday, Aug. 22 and Thursday, Aug. 23. St. Louis Attractions St. Louis provides Police Fleet Expo attendees a world-class experience with many diverse dining options. Attendees will enjoy Peruvian, Italian, French, Mediterranean and more cuisine from around the world. The tallest monument in the U.S is just steps away from America s Center. Attendees can experience the $380 million transformation of the 90-acre Gateway Arch grounds featuring a fully renovated museum, new spaces for performances, events, and paths for biking and walking. A new underground-glass entrance will feature natural lighting and face the park over the highway. This west-facing entry plaza gives visitors an easier way to enter the Gateway Arch and its Museum of Westward Expansion. The park site will increase with 11 new acres, a renovated historic Old Courthouse, and an expanded Museum of Westward Expansion. The museum will explore America s western journey and the important role St. Louis and its people played in the growth of the United States. 13

In addition to the Gateway Arch National Park along the Mississippi River, there s Great Rivers Greenway (a 600 mile network of trails), Forest Park and much more. Home of the Blues, St. Louis celebrates the opening of the National Blues Museum adjacent to America s Center. Every night, St. Louis is alive with the rhythm of live music including jazz, country and rock featuring both national and local acts. Another must-see venue is Ballpark Village, a world-class dining and entertainment district in the heart of downtown. Opened in 2014, this multi-purpose event destination is a mix of sports and nightlife sure to create lasting memories for PFE attendees. This 100,000-square-foot venue can easily accommodate groups from 10 to 5,000 and is open year round, regardless of the season and weather. Ballpark Village is within walking distance of the convention center, and is within a four-block radius of five hotel properties and the MetroLink station is right across the street. Anchored in the rich tradition of Cardinals baseball and Anheuser-Busch, Ballpark Village sets the bar for exceptional service and offering unique experiences for groups of all sizes. The 75,000-squarefoot St. Louis Aquarium, scheduled for completion in the fall of 2019, will be part of a $70 million entertainment complex at St. Louis Union Station. The attraction will feature one-of-a-kind exhibits and tanks with one million gallons of water housing thousands of aquatic species. A shark tank holding one of the largest collections of sharks in the Midwest will be a highlight of the new attraction. The exhibit will feature a Shark Bridge, a unique rope bridge that will suspend visitors just inches above the 385,000-gallon shark-filled tank. In addition, the venue will include an 8,500-square-foot private event space featuring the Shark Tank as a backdrop for a memorable meeting experience and one-of-a-kind photo opportunities. Other components of the entertainment complex at St. Louis Union Station will include the St Louis Wheel, a 200-foot-high wheel offering views of the St. Louis skyline, a boardwalk, a Train Park, and an impressive fi re and light show along the property s scenic water feature. In addition, 2019 is the final model year for the PI Sedan and PI Utility before the all-new 2020 PI Utility hits the pavement. PURSUIT RATED 2019 Ford Police Interceptor Sedan This is the final model year of the Ford Police Interceptor Sedan, which reflects customer shift to SUVs. As an example, the Police Interceptor Utility was 80% of Police Interceptor sales in Outfitted with the 365-hp2 EcoBoost V63 and standard AWD, comfort is also first-rate in the PI Sedan. Finely upholstered in heavyduty cloth, the power driver s seat accommodates six ways and includes manual lumbar support. Slim seat bolsters make getting in and out of the vehicle easy, and they supply ample room for a holstered pistol. Wrapped in heavy-duty vinyl, the rear bench maximizes space and access is made easy with wide-opening rear-door hinges. Within the super-capacity trunk, 16.6 cubic feet of room stows equipment out of sight. Pull up the flat load floor for the standard full-size spare stationed inside. A slide-out, custom-fit electronics tray and an auto-running circulation fan are designed to keep conditions temperate for sensitive devices. Armed with the 365-hp2 EcoBoost V63 and standard AWD, the PI Utility out-accelerates the competition s V8-equipped utility. To allow for a comfortable fit, the six-way power driver s seat is standard. Devices and K-9 partners can be kept cooler with the auxiliary air conditioning. The liftgate release switch in the overhead console is handy and helps provide added security by relocking the mechanism after 45 seconds if unopened. A rear view camera with washer is standard; the camera display in the 4-inch center-stack LCD screen is standard too, or offcers can choose to have that display in the rearview mirror as a no-charge option. As a cost-control measure, a number of components on the Utility are identical to the Sedan. The standard 3.7L V6 and available 3.5L Eco- Boost V6 share many parts for simplified service. This holds true for the front seats, brakes, wheels and tires. In addition, the Police Interceptor key doesn t contain a microchip. The vehicle s 3.3-kilowatt onboard charger allows agencies to fully charge the 7.6-kilowatt-hour battery in just 2.5 hours on a 240-volt, level-two charger. But Ford is confident most agencies won t need anything more than a regular 120-volt wall outlet to recharge. The lithiumion battery can move the vehicle up to 21 miles on a single charge and up to 85 mph on battery power alone. Once the battery runs down, the vehicle is powered by its gasoline-electric hybrid powerplant with a range surpassing 500 miles eliminating any concerns of range anxiety typically associated with battery-only electrics. Potentially decreased fuel usage leads to fewer fill-ups per shift and can help vehicles and offcers spend more time on the beat. The custom interior features heavy-duty cloth front seats with reduced bolsters, for offcer comfort, and rear anti-stab plates, plus vinyl rear seating and flooring. Other highlights include a reinforced top tray for mounting equipment, metal console mounting plate, red and white task lighting in the overhead console, police engine-idle feature, unique alloy wheels, and an auxiliary power distribution box in the trunk. Several unique options are available for the Special Service Plug-In Hybrid Sedan, including a driver spot lamp, a trunk storage vault, trunk ventilation system, and a rear door control-disabling feature. A special dark-car feature turns off interior lighting and allows the dash cluster to be dimmed 100 percent for surveillance, and several emergency lighting packages like those found on other Ford police vehicles are also available. The new Special Service Plug-In Hybrid Sedan joins two other Ford police vehicles revealed this year: Ford Police Responder Hybrid Sedan and F-150 Police Responder. Recently, both successfully completed rigorous testing conducted by Michigan State Police at Grattan Raceway in Belding, Michigan, and Los Angeles County Sheriff s Department at Auto Club Speedway in Fontana, Calif. Customers will be able to order the Special Service Plug-In Hybrid Sedan in December with sales starting next summer. F-150 SSV / Expedition SSV / Transit Prisoner Transport Vehicle The 2019 F-150 Special Service Vehicle (SSV) has a segment-exclusive combination of advanced materials that are durable and inhibit corrosion, technologies that improve productivity, effciency and driver confidence, plus the best towing capability of any F-150, ever. Both the F-150 and Expedition SSV have updated powertrains, including a second-generation 3.5-liter EcoBoost or newly upgraded 5.0-liter V8 for F-150, paired to a segment-exclusive 10-speed automatic. The Ford-built transmission delivers improved acceleration and performance over previous six-speed automatics. Both vehicles add Auto Start-Stop for greater fuel efficiency. On the Expedition SSV, a 3.73 rear differential is now an electronic limited-slip differential. A high-output 240-amp alternator replaces the stock unit to accommodate for extended idle times and meet the demands for additional on-board electrical power in both vehicles. Standard 40/20/40 seats are replaced with 40/blank/40 seats, with the center section deleted to create more space for customization. Because law enforcement work can be messy, a vinyl bench in place of the rear seat aids in quick cleanup, while easy-to-clean vinyl flooring replaces carpeting. While our Police Interceptor Utility remains the best-selling law enforcement vehicle in the country by a large margin, some agencies need to haul five people with higher equipment-carrying capacity, or off-road capabilities are required, said Stephen Tyler, Ford police brand marketing manager. That s where the F-150 SSV and Expedition SSV come in. The F-150 SSV provides a selection of configurations so fleets can pick what best suits their needs. 41 Several motorcycle companies are debuting new police motorcycles as well as improving previous models. Here is a preview of some innovative police models to enhance your fleet. Yamaha Yamaha took their previous motorcycle, the FJR1300 Sport Touring motorcycle, and made a police version. According to the company, this particular motorcycle had all of the necessary attributes that a police bike would need. This bike offers optimal performance, easy handling and agility, and includes equipment specifically for police officers. Additionally, the FJR1300 has a dignified appearance that is ideal for police escort situations. Other details include: a 1298cc, DOHC, 16-valve, liquid-cooled inline engine; it is a fourcylinder so that makes it small and lightweight. Additionally, the transmission is six-speed and the bike is equipped with the company s one-of-a-kind Chip Controlled Throttle (YCC-T) ride-by-wire system. Other features include: good traction and cruise control; shaft drive; D-mode; adjustable engine mapping ability; LED headlights; taillights; and LED position lights. Officers will appreciate the adjustable seat and handlebar options, a windscreen that is electronically adjustable, plus detachable side cases. Though Yamaha does not sell accessories specifically for police use, there are several features included in the FJR1300 just for law enforcement. These accessories and support features include electrical connectors that are pre-wired, making it easy to install both front and rear flashing lights. There are also electrical pre-wired connectors for a siren and a speaker. Also featured are a handlebar control switch, an auxiliary battery compartment, a radio box, and a 6.6-gallon fuel tank. Protective attributes include a windscreen that is higher than the standard screen; wind deflectors positioned to protect officer s feet; knuckle visors integrated into the rearview mirrors; and engine guards. Harley Davidson Harley-Davidson will be coming out with two new police motorcycles in Both include features that officers have been asking for since the company takes customer feedback into careful consideration. 43 American Honda The ST1300PA is based on the ST1300 sport touring motorcycle. However, the ST1300PA is engineered for police use. It is ideal for pursuit needs, featuring combined ABS for excellent braking ability no matter what the road or weather conditions may be. Also included are gear-driven shafts that are able to counterbalance since they are installed in the lower crankcase. As a result, the ride is very smooth. For additional comfort, there are adjustable windscreens offering over 7-inch and 13-degree protection. The seat has three different positions based on the rider s preference. The rear area of the bike has a cover specially made for protecting electronics in extreme weather. Lights are mounted on custom brackets also made for sirens. The antenna mount and radio are also on a custom bracket for the best fit possible. Additional brackets are included on either side of the lower engine area for accessory mounting. Switch controls are located on the right handlebar with multiple function control, including the engine and drivetrain. For speed purposes, a unique patrol speedometer is installed in this model. Intake valves measure to 31 mm with the exhaust valves measuring to 27 mm. Honda Also included are four throttle bodies, measuring at 36 mm, injecting 50 psi due to the high-pressure PGM-FI. In this model, the PGM- FI combines the throttle sensor with a 3D digital fuel injection and ignition map capability. This creates a smooth throttle response. Additionally, a 45 mm multi-action system cartridge front fork provides good suspension control. This feature gives the rider excellent control over handling in any type of weather. The ST1300PA features a five-speed transmission. Also featured are rearview mirrors with breakaway capability. This protects the mirrors if an accident occurs and limits any damage to a minimum. Due to the fact the two bikes are built on different platforms, there are a few characteristics that stand out between the DSRP and Zero s FXP police motorcycle. The DSRP has a larger battery pack, which means it has more range and a higher performance motor with a top speed of 102 miles per hour and 116 ft-lb torque. The DSRP also has a lower seat height and more carrying and storage options than the FXP. The FXP is ideal for numerous patrol and pursuit situations since it is lighter and more nimble in terms of maneuvering. Though both are capable of enduring on road and off-road situations, the FXP has more off-road ability making it ideal for unpaved roadways. It has a taller and narrower stance than the DSRP, which allows it to fit in tight spaces such as entertainment and sports venues. The DSRP is compatible with any patrol scenario an offcer encounters. Both the Zero DSRP and FXP police motorcycles are completely electric. Additionally, they weigh about half of the total weight of most police motorcycles. There are several features that make these particular motorcycles unique. They are very economical in cost when it comes to fuel and maintenance. The powertrain requires no scheduled maintenance and the bikes charge with a standard 110V outlet. The DSRP has fast charging capabilities and may be charged using the J1772 charging stations. These stations are already being used by many agencies for other electric fleet vehicles. When designing the DSRP and the FXP, the company took into consideration the time, effort, and cost it takes to maintain fleet motorcycles. Zero acquired input from other departments on what aspects they saw as important, such as the ability to add additional police lighting. Included in the police motorcycle packages are emergency lights, siren and PA systems, protection bars on the front frame, and a Stealth Mode. The Stealth Mode Switch is able to cut off the headlights, the taillights, and the light on the dash. Zero also has a variety of accessories made for comfort and storage for riders. In regard to lights, the FXP has a telescoping blue LED pole light that makes the bike and rider more visible to other vehicles on the road. These accessories include windscreens, hand guards, and extra cases. Any added accessories chosen for the police motorcycles are installed upon order in the factory. Patrol Motorcycles Though police motorcycles have been around for years, companies are taking into consideration the needs of departments and the officers who ride their bikes. 47 AN NG GO PU UR RS SU UI IT For 100 years, the Dodge brand has carried on the spirit of brothers John and Horace Dodge, who founded the company in Their influence in the Law Enforcement vehicle market continues today with the recent debut of the 2019 Dodge Durango Pursuit at the National Sheriffs Association Show in New Orleans. Over the past few years, the Dodge Police Product Team has really changed the landscape of Law Enforcement vehicles and what defines a purpose-built police vehicle. After the legacy of the Crown Victoria ended in 2011, there was a void in the Police sedan marketplace. Many agencies decided this was the turning point to switch their fleets over to all SUVs or at least a large percentage of their vehicles to SUVs. Even though many looked to SUVs to fill the void, there was still a demand for a Pursuit Rated sedan police vehicle and Dodge answered the call with the Dodge Charger Pursuit. What resulted is what s now known as arguably the best Pursuit Rated Police sedan available. Part of that success is attributed to Dodge listening very closely to both their Police Advisory Board and their customers. This allowed them to develop a Police program that encompasses some industry-leading products. Sales of the Dodge Charger Pursuit against any of the competition Police sedans clearly speak for themselves. The Charger Pursuit is the top-selling Police sedan in the U.S. market. The pursuit sedan success is great, but it still wasn t enough for the Dodge Police Product Team. The Dodge engineers and product development team realized that given the high take rate of SUVs in Law Enforcement, they must also match the success of the competition s Pursuit Rated SUV products. What then followed within the highly coveted Pursuit Rated Police SUV market dominated by Ford s Police Interceptor Utility and the Chevrolet PPV Tahoe was a rather fierce competitor. Dodge spent development time and money into the expansion of its police vehicle lineup in the three-row SUV segment with a Pursuit version of the Dodge Durango for the 2019 model year. The 2019 Dodge Durango Pursuit was previously marketed as a Special Service Vehicle. But now it has had some serious engineering enhancements that make it the vehicle to watch, as the 2019 Dodge Durango Pursuit will be included in Dodge s offcial testing lineup at this year s MSP 45

In keeping with the success of the Charger Pursuit sedan, the Durango Pursuit SUV now features a new, all-black grilled front fascia with integrated brake-cooling air ducts for improved brake performance and durability. The Police Product Team has spent a great deal of time engineering this solution, providing instructions on how to properly set up RealVNC on a computer to integrate with the Uconnect 12.1 screen with various mobile Computer Aided Dispatch (CAD) software. In addition, the Equipment Mounting Bracket and the Patrol Package Base Prep allow for the addition of police-specific communications and equipment. Aftermarket upfitters should see little or no change with the availability of emergency lighting and equipment since the vendors have already designed and engineered their accessories and lighting for the Special Service Version of the Durango that s been out for several years. The 2019 new front fascia should lend itself to some new lighting design changes that will fully integrate with the new design. Dodge has always packed their vehicles with features and options that the competition often chooses to list as optional. The Durango has standard keyless Enter n Go, a push-button ignition system with proximity entry. The driver can leave the key fob in his/her pocket, and the doors are unlocked by touching the exterior door handle. The vehicle will then start with the push of a button on the instrument panel when the brake pedal is depressed. While the overall silhouette might look very familiar and fool you into thinking it s the same old Explorer at first, the new front end and subtly different proportions confirm that this is indeed a new model, which rides on a new platform. In keeping with Ford s overall plan to electrify the majority of its fleet over the next few years, it is very likely that a version of this gasoline-electric powertrain will make its way into the retail production Explorer, too. Another little detail Ford is letting out at this point is that the 2020 model, despite having batteries onboard, actually has slightly more cargo space than the outgoing Police Interceptor Utility, which probably will translate to other versions. Passenger volume remains at 118 cubic feet. Cargo volume behind the first row seats goes from 85 to 89 cubic feet. Cargo volume behind the second row seating goes from 48 to 50 cubic feet, making a total overall interior volume up from 166 to 168 cubic feet. The new retail Explorer s proportions align with its switch to a traditional rear wheel drive configuration with a longitudinally mounted engine, as has been confirmed for its Lincoln sister, the Aviator, which will likely launch next year. The dash-to-axle ratio is different and the front and rear overhangs appear significantly reduced, while the rising beltline, combined with the tapering roofline, make for a Range Rover-esque look. A high-performance Explorer ST is said to be in the cards, likely with a version of Ford s 3.5-liter EcoBoost V-6 underhood. The Explorer ST will mimic the Ford Performance Division input that we have already seen with the all-new Edge ST. Technology has also been at the forefront of what the Police Program Team has been developing. Not only was Ford the first to leverage existing retail safety systems to enhance offcer safety with Surveillance Mode, but they continue to push the envelope with the 2020 PIU. Now called Police Perimeter Alert the system is much improved over the last generation. It uses Blind Spot Information Sensors (BLIS) for an approximately 270-degree monitoring zone outside the vehicle and analyzes the motion to determine if the behaviour occurring outside is a threat. It features a visual display in the instrument panel cluster that shows moving objects, the motion trail, and potential threat level. When potentially threatening behavior is detected, it will also sound an audible alert, roll up windows, lock the doors, and activate the rear-view camera. Police fleet managers will also love the fact that every 2020 Ford PIU comes with a built-in Ford modem and complimentary twoyear Ford TelematicsTM subscription for fuel savings, CO2 emissions, vehicle health, and more. This simple-to-use, yet powerful tool delivers manufacturer-grade information, insights, and solutions directly to fleet managers for analysis and potential savings. Also for 2020 is standard hands-free Bluetooth. This technology allows for pass-through voice commands to mobile devices, allowing offcers to keep their hands on the wheel and eyes on the road. For additional safety not only when in Police Perimeter Alert, the RVC can also be activated independently with the push of a button, which is not limited to just when the vehicle is in Reverse. As we enter into the 2019 model year order cycle, it is sure to be a short build cycle with the Explorer 2019 schedule starting in August 2018 and running only until February The month of March will be used for Chicago Assembly Plant retooling to be ready for the 2020 model year production shortly thereafter. Explorer enthusiasts are highly anticipating the Jan. 14, 2019 start to the North American International Auto Show (NAIAS) where it is likely we will see the unveiling of the new 2020 Explorer and Explorer ST. But don t hold your breath for the PIU Hybrid to be there, since Ford marketing loves to break from tradition and host the PIU Hybrid reveal all on its own. If you re planning an upfit project for your fleet, this strategy can help you get the most for your money and best meet the needs of your organization. We already discussed how planning a vehicle upfitting project for your fleet starts with setting goals that are specific and measurable. Today, I ll cover how to also make your goals attainable, relevant, and time-bound. Set Attainable Goals One way people and organizations commonly sabotage their own success is by setting unattainable goals. It s unrealistic to expect to lose 50 pounds in two months or run a three-hour marathon after six weeks of training; setting these kinds of unattainable goals is a recipe for failure and frustration. It would be fantastic to upfit your fleet with Jetsons-style flying car technology this year, but setting this goal as part of your upfit plan isn t realistic. Similarly, you may want to upgrade every SUV, truck, and passenger vehicle in your fleet to the latest in communications technology, but you may not realistically have the time or money to do so. Work with an experienced upfit professional to identify your needs and what upfits can be implemented to meet as many of them as possible within your budget. For example, a cheaper metal prisoner barrier in the rear seat of a police vehicle may be more vulnerable to compromise as it gets older due to the lighter weight of the metal structure. This could put your personnel s safety at risk or necessitate replacing your equipment more frequently than your plan (or budget) allows. SPECIFIC MEASURABLE ATTAINABLE RELEVANT TIME-BOUND An experienced vehicle upfitter can help you figure out the products that are best tailored to meet your needs without adding unnecessary cost to your upfit project. Finish Strong with Time-Bound Goals Since your budget for upfitting and fleet costs is typically associated with all public service vehicles, try to schedule upfits as early in the year as possible. Other agencies may be comparing bids for months and then compete to find an upfitter that is able to get the work finished before the fiscal year s end to fit in the budget. Choosing a vehicle upfitter that is pre-approved for Iowa state contracts, for example, removes the need for and expense of the bidding and RFP process and allows you to get an early start on your upfit projects. This lets you schedule your upgrades and replacements for the first half of the year. 58 TECHNOLOGY Ford and Telematics Help Save Money and Lives FORD AND TELEMATICS HELP SAVE MONEY AND LIVES BY YESENIA DURAN Remember General Motors OnStar back in the 1990s? That was the first time many people in the United States experienced a telematics system in a vehicle. Although the more popular elements of OnStar were the navigation and concierge service, OnStar also included telematics technology that monitored the condition of the vehicle through sensors and alerted the company s operators to warn customers when something was wrong. How did this work? Telematics systems like OnStar received data from a vehicle s onboard sensors via the built-in computer and transmitted that data in real time via cellular connection to a cloud or other type of server outside of the vehicle. Software on the server then analyzed the data and that information was eventually relayed back to the car s owner. Currently, telematics systems are most commonly found on commercial vehicles where fleet managers use them to reduce costs of operation. However, some law enforcement fleet managers are beginning to test telematics systems in patrol vehicles. Building upon Ford s long-standing commitment to commercial and government fleets, as well as the Dearborn, Mich.-based company s commitment to deliver 100-percent connectivity across its vehicle lineup, Ford Commercial Solutions is introducing two products designed to help fleets easily access useful data about their vehicles that will improve their operation. First, the new Data Services product gives fleet managers and telematics service providers direct access to valuable OEM-grade vehicle data, allowing them to better manage their fleets. A second product designed for police fleets takes data collected through the Data Services product and distills it into information that can help improve fleet effciency and driver behavior. Ford Commercial Solutions has entered into new service agreements with Geotab and Spireon while continuing to work with Verizon Connect to ensure fleet operators have a choice in telematics service providers. Experts say telematics can save agencies money and prevent offcers and civilians from being injured or even killed in patrol vehicle accidents. Minimizing waste and reducing cost are crucial to fleet operations, said Beth Leverton, product owner, Ford Telematics for Law Enforcement, and part of the Ford Commercial Solutions team. Through the Ford system, fleet managers can monitor the fuel consumption of all their vehicles and not only identify areas of waste, but what the causes are too, such as excessive idle time or harsh acceleration outside of pursuit mode. This enables the fleet manager to act on improving effciency and save money over the life of their vehicles, Leverton said. A business unit of Ford Smart Mobility, Ford Commercial Solutions has one goal according to the company: to help fleets improve their operational effectiveness by offering OEM-grade data verified by Ford engineers such as fuel use and vehicle health alerts. The Transportation Mobility Cloud, an open platform that securely manages information flow to and from Ford vehicles embedded modems, facilitates both new products. Integrated Ford modem technology straight from the factory is used to send vehicle data to the Transportation Mobility Cloud. This translates to no installation downtime or third-party device management. Our developers as well as third-party authorized service providers can securely and easily access our APIs to leverage processed vehicle data, Leverton stated. These interfaces are secured using current best practices and technologies, allowing powerful applications to be built on top of the platform. Saving Lives and Money It s safe to say the adoption of telematics by law enforcement agencies has the potential to save both offcer and civilian lives. The systems can flag unsafe driving patterns by offcers so that agencies can coach the offcers to make changes in their driving behavior. Gary Oldham, manager of public safety business development for Telogis, and a former Southern California police offcer, said in Ford Commercial Solutions is introducing two new connected vehicle products designed to provide fleets with key insights about their own performance and solutions to help improve their operation. 56 Police Fleet Manager Jul-Aug 2018

59 Ford s new Data Services product gives fleet managers and telematics service providers direct access to valuable OEMgrade vehicle data, allowing them to better manage their fleets. a statement that offcers should not think of a telematics system as a Big Brother tattletale that will get them in trouble, but as a safety tool that could prevent even more serious trouble. The Ford Telematics-based fleet information tool provides law enforcement fleets with information flowing from their Ford vehicles translated into insights on a variety of different aspects of vehicle operation, including location, direction, speed, seat belt use, passenger presence, air bag deployment, engine RPMs, braking, light bar activation, siren status, gun lock status, and trouble codes. That data is presented through an intuitive, cloud-based website providing law enforcement fleet managers an easy way to check how their fleet is operating whether they want to view how effcient they are as a whole or to get data on a specific vehicle, Leverton noted. It also provides a range of insights related to driver safety such as seat belt usage and speeding alerts. Seat belt usage among law enforcement offcers is still in the 42% range. These insights allow fleet managers to implement coaching for their drivers to enhance their safety, Leverton said. Telematics systems can also alert watch commanders and supervisors via text or that a patrol car s air bag has been deployed, and this can lead to fewer offcers dying alone from injuries incurred in an accident when timely medical response could have saved their lives. In such an incident, the telematic would not only send an alert that the offcer had been in an accident, it would also pinpoint the offcer s location, which is critical at the time of an accident when an offcer may be incapacitated. While offcer safety is always number one, Law Enforcement fleet managers can t ignore that telematics also can help agencies reduce the operating costs of their vehicles. The technology has the potential to do this two ways: through savings on fuel and by letting fleet managers know a vehicle has a problem before the problem becomes serious and therefore much more costly. With the current turmoil affecting the cost of gasoline, tracking fuel economy is becoming a greater concern for fleet managers. One of the many things the company s telematics tools can do is allow fleet managers to analyze gas mileage performance in detail and make comparisons between drivers. Let s say you have two identical vehicles and you want to know why one is getting 17 mpg and the other is getting 21 mpg. You can use our product to determine what is in the driving behavior of the drivers that s giving you different gas mileage, Leverton commented. Fuel is a major operating cost for Law Enforcement fleets but an even larger cost concern is vehicle maintenance and vehicle replacement. Telematics systems can alert agencies when a vehicle needs routine maintenance such as an oil change. More importantly, a telematics system can let a fleet manager know when a car is indicating a trouble code, which is typically something offcers have been known to ignore until a car breaks down. Offcers ignoring warning lights can be a source of great pain for Law Enforcement agencies. Fleet managers report that offcers have been known to bring their vehicles in for oil changes and say something like, Oh, this warning light has been on the dashboard for three weeks now. What does that mean? It s a New, Better Way Ford s new Data Services product focuses primarily on serving large company fleets, telematics service providers, and fleet management companies. The service takes advantage of Ford vehicles built-in modem to transfer vehicle data directly from the vehicle to the cloud, without the need for additional third-party hardware, management or installation downtime, as is required for a third-party plug-in device. The vehicle data is relayed to a fleet s internal IT system or telematics service provider through an application program interface. Utilizing Data Services, fleets can gain access to Ford vehicle information such as GPS location, mileage, fuel use data, vehicle health alerts, driver behavior, and more. Because Ford designed the vehicle including its electrical architecture, data systems, and vehicle technology the company is able to provide the newest updates and vehicle signals as soon as they become available, and deliver insights as quickly as agencies need them. Additionally, Ford Commercial Solutions is committed to ensuring fleets have the power to choose which telematics service provider or fleet management company is the best fit for their agency. While continuing its existing relationship with Verizon Connect, Ford Commercial Solutions has secured new service agreements with Geotab and Spireon to ensure fleet operators have a choice in telematics service providers. 60 TECHNOLOGY FirstNet FirstNet Update: FLEET MANAGEMENT OF THE FUTURE BY STEPHANIE KANOWITZ As first responders begin to research First- Net, the country s first cellular network dedicated to use by public-safety officials, the possibilities for police fleets are beginning to emerge. AT&T, which is using its infrastructure as the backbone for FirstNet through a public/private partnership between the company and the First Responder Network Authority, made its Fleet Complete management platform available on the FirstNet network. In a January blog post, Mike Zeto, general manager of AT&T Smart Cities, wrote that Fleet Complete can bridge connected devices, such as phones, cameras and radios, and FirstNet to facilitate public-safety efforts in several ways. First, Fleet Complete details location, destination, speed and engine diagnostics. And it also allows for geofencing and customizable exception reporting, Zeto wrote. It s integrated with AT&T s Enhanced Push-to-Talk, which lets fleet managers and dispatchers communicate directly with offcers in the field. Additionally, Fleet Complete can support wearable technologies such as body-worn cameras and sensors that send data to incident commanders, improving situational awareness, he wrote. The authority also has a vision of what fleet management can look like. In a 2016 blog post, the FirstNet CTO Devices Team outlined the Vehicle Network System (VNS), which would replace mobile communications units. A VNS is a set of radio access and other technologies that enable a first responder s vehicle to act as a virtual cell site for Band 14 Long Term Evolution (LTE) devices, according to the blog. The system has particular potential for remote fleets, which can implement satellite connectivity or HP-UE radios or LTE Relay to access FirstNet s terrestrial network. What s more, VNS would be built into first responder vehicles that they use every day, so VNS is there when first responders need it, without calling for a conventional deployable to be sent to the incident, the blog stated. Guarded Optimism In practice, fleet managers are still getting up to speed on what FirstNet means for them. Many, like Capt. Matthew Ayers, patrol division commander at the Sevierville, Tenn., Police Department, know they need to modernize their communications. For instance, during the Gatlinburg fires of 2016, GPS, voice on radio, and cell signals failed in the smoky mountain terrain. To that end, he s compiled a capabilities wish list. If I could start all over with a brand-new piece of paper and complete ability to utilize our funding in a way that we would want, and the ability to do a full technology refresh, I would want body-worn cameras, integrated in-car cameras all of it able to livestream to dispatch or supervisors mobile devices, Ayers said. I would want radio communications in there with full spectrum, meaning we can talk to anybody else within our realistic operating area. But his yearly operational budget is about $900,000, and for the 60 units he oversees, that puts technology such as bodyworn cameras, which would cost the department about $60,000 just for subscriptions and data, out of reach. When I think about FirstNet, I need to know more. I need to know how forward-compatible it is, and what is the realistic cost to get on board, Ayers said. The first concern I would have about adopting any technology is what is the lifespan? How long until it s obsolete? What we re seeing right now is new stuff comes out and it s very quickly obsolete. Tips for Getting Started Scott Coy, president of EVC, an emergency vehicle conversion company in Kalamazoo, Mich., spent 14 years in law enforcement, leaving as an executive lieutenant in charge of the information technology department. Now, he helps agencies determine how to outfit their fleets, from computer and video systems to light bars. It s with those perspectives he offers advice on what fleet managers need to consider as they look into FirstNet-enabled opportunities. The first priority for a fleet manager is communication, cooperation, and planning with the IT and getting the base knowledge of what FirstNet is all about, said Coy, who chairs the Police Fleet Expo for this publication. You re going to have to learn something or the IT guys are going to bowl you over, or they re going to tell you what you need. You need to know what it is you need. You need to know base functionality. Fleet managers should conduct a self-evaluation to understand what technology they have, what they need, and what they might need down the road. It s a heck of a lot easier to do it now than to add it later, Coy said of functionality. Existing systems should continue to work with FirstNet at least initially, he said. If something doesn t, the change should be minimal, he added. For instance, if the modem isn t compatible with FirstNet, the one that is still runs on 12 volts and needs one antenna. It s a footprint change of something that s already there. In terms of paying for FirstNet capabilities, he s optimistic. In fact, small departments in which officers still drive cars with nothing but lights and radios stand to gain the most from FirstNet, Coy said. There will be grants available for this type of thing, he said. I think this is an awesome opportunity for agencies that could never afford any of this stuff.
