Introduction 1.1 Purpose This instruction booklet covers the operation and maintenance of a breaker lifting device and breaker lift pan accessory for 5-27 kv type VCP-W circuit breakers and medium voltage switchgear. It is not encompassing of all possible contingencies, variations, and details that may arise during installation, operation, or maintenance of this equipment. 1.2 Application and description Breaker lifting device (Figure 1) and lift pan (Figure 2) are optional accessories available for use with 5-27 kv Type VCP-W horizontal drawout circuit breakers and switchgear. These accessories are only supplied when included in Eaton s scope of supply. When a lift pan is included in Eaton s scope, a set of short rails (Figure 3A) is also supplied. VCP-W circuit breaker installation and removal using a lifting yoke For installation and removal of VCP-W circuit breaker into a medium voltage switchgear using a breaker lifting yoke in conjunction with a breaker lifting device and a set of standard extension rails, reference the following instructions. A. Installation: 1. To lift circuit breaker from its shipping pallet: a. Remove the mounting bolts from the shipping pallet. For a non-direct roll-in breaker, the mounting bolts can be accessed from the rear of the breaker. These bolts engage the internal brackets (Figure 7A). For a direct roll-in breaker, external brackets are used in conjunction with the mounting bolts (Figure 7B). These brackets can be discarded once removed. b. Engage the lifting yoke to VCP-W breaker (Figure 9). c. Spread-out the breaker lifting device legs by moving them to alternate position (Figure 8) using a 3/4-inch hex wrench. d. Position the lifter in front of the breaker. Engage the lifting hook to the yoke and lift the breaker off the pallet (Figure 9). Figure 5C. Extension Rail Placement with Receptor on Outside of the Pan 2. Check available space in front of the circuit breaker compartment. If there is not sufficient space, for example, end structure is adjacent to a sidewall; move the breaker lifter legs back to its standard position before proceeding. 3. Insert the extension rails (Figure 5A) into the circuit breaker compartment. a. For switchgear equipped with a pan that has the receptor on the inside of the pan rails, the extension rail with the half-moon cut-out will only fit in the left-hand side of the pan (Figure 5B). b. For switchgear equipped with a pan that has the receptor on the outside of the pan rails, the extension rail with the halfmoon cut-out will only fit in the right-hand side of the pan (Figure 5C). Figure 6. Breaker as Shipped. 4. Move the breaker lifting device with the breaker hanging on its hook. Carefully, raise it past the extension rails and position it in front of the breaker compartment. Once the breaker is positioned such that all four wheels are just above the rails, and aligned with the rails, lock the lift truck wheels by pressing wheel lock paddle (Figure 17) by foot. 5. Lower the breaker gradually on to the extension rails making sure both front and rear wheels are aligned on top of the rails (Figures 10 and 11). 6. Disengage the lifting device hook from the breaker lifting yoke, and then remove the lifting yoke from the breaker. 7. Unlock the lifter wheels by pressing release bar on either side of the wheel lock paddle (Figure 17) and move the lifter away from front of the breaker. 8. Push the breaker manually into the compartment until it latches in the disconnected position, confirmed by a clicking sound. 6
7 Instructions for operation and maintenance of breaker Instruction Booklet IB E B. Removal: 1. Open the circuit breaker. Withdraw the breaker to its disconnected position. 2. Insert the extension rails (Figure 5A) into the circuit breaker compartment. a. For switchgear equipped with a pan that has the receptor on the inside of the pan rails, the extension rail with the half-moon cut-out will only fit in the left-hand side of the pan (Figure 5B). b. For switchgear equipped with a pan that has the receptor on the outside of the pan rails, the extension rail with the halfmoon cut-out will only fit in the right-hand side of the pan (Figure 5C). 3. Lift the pull-handle on the breaker and pull the breaker onto the extension rails until it is completely withdrawn onto the rails. 4. Engage the lifting yoke to the breaker. 5. Raise the breaker lifter hook to appropriate height and position the lifter in front of the circuit breaker. 6. Engage the lifter hook to the yoke (Figure 9). 7. Lock the lift truck wheels by pressing wheel lock paddle (Figure 17) by foot. 8. Lift the breaker off the rails. 9. Unlock the lifter wheels by pressing release bar on either side of the wheel lock paddle (Figure 17) and move the lifter away from front of the breaker. 10. VCP-W circuit breaker installation and removal using a lift pan For installation and removal of VCP-W circuit breaker into a medium voltage switchgear using a breaker lift pan in conjunction with a breaker lifting device and a set short rails, reference the following instructions. A. Installation: Figure 13. Breaker Wheel Interlock. 1. Follow steps outlined in Section 2, A-1 to lift the breaker from its shipping pallet using breaker lifter and breaker lifting yoke. At this time, the circuit breaker is hanging on the lifter hook (Figure 9). 2. Position the lifter behind the lift pan such that circuit breaker is positioned above the lift pan. 3. Carefully lower the breaker on to the lift pan making sure all four breaker wheels are seated on the lift pan rails. Once the breaker is fully lowered on to the lift pan and seated, disengage the lifter hook from the lift yoke, and remove the lifting yoke from the breaker. Now pull the breaker towards the front until the breaker front panel is rested against the two rubber stops (Figure 12) on the lift pan. As the breaker is being pulled towards the rubber stops, interlock bars on the lift pan will engage breaker wheels shaft (Figure 13) to keep the breaker from sliding off the lift pan. The interlock bars are further illustrated in the lift pan drawing (Figure 34) and labeled as Clamp seen in the side view. WARNING FAILURE TO ENGAGE THE INTERLOCK BARS ENTIRELY MAY LEAD TO MOVEMENT OF THE CIRCUIT BREAKER WITHIN THE LIFT PAN. THIS CAN RESULT IN DEATH, SERIOUS PERSONAL INJURY OR PROPERTY DAMAGE. 4. Engage the lift pan hooks (Figure 23) to the lifter horizontal lifting bar (Figure 24) by lowering the lift, pushing the lifter slightly forward, and then raising the lift. When properly engaged, the lift pan can be raised/lowered to raise/lower the breaker (Figure 14). 5. Engage the short rails (Figures 3A, 21 and 22) into the breaker compartment. 6. Move the breaker lifter with lift pan and breaker, and carefully position in front of the circuit breaker compartment (Figure 14). 7. Raise/lower the lift to align the two holes on the lift pan to rail pins. (Figures 25A, 25B and 25C). Two site holes (Figure 23) are provided on the lift pan for visual verification of final alignment of the lift pan with the short rails, when installing breaker in the upper compartment. Once aligned, push the lifter and lift pan to fully engage the rail pins. When fully engaged, a spring-loaded bracket on each rail will lock the rails to the lift pan. Verify that the lift pan rails are now aligned with the compartment rails (Figures 15 and 16). Figure 14. Lift Pan Being Raised. WARNING FAILURE TO ENGAGE THE SPRING-LOADED BRACKETS SEEN IN FIGURES 15 AND 16, MAY LEAD TO UNEVEN RAIL ALIGNMENT AND/OR MOVEMENT OF THE LIFT PAN. EITHER OF THESE CIRCUMSTANCES CAN CAUSE THE CIRCUIT BREAKER TO DROP WHICH CAN RESULT IN DEATH, SERIOUS PERSONAL INJURY, OR PROPERTY DAMAGE. 8. Now lock the lift truck wheels by pressing wheel lock paddle by foot (Figure 17). 9. Push breaker wheel release handle (Figure 18) upward to release breaker wheels from the lift pan, and at the same time push the breaker manually into the compartment. Breaker wheel release handle can be let go once the breaker has been moved towards the compartment by about 1/2 inch or so. Keep pushing the breaker (Figure 19) until it reaches its disconnected position and latches with the compartment interlock, confirmed by a clicking sound. 9
10 Instructions for operation and maintenance of breaker 10. Unlock the lifter wheels by pressing the release bar on either side of the wheel lock paddle (Figure 17). 11. Release the breaker lift pan and rails interlock by pushing the lift pan release handle (Figure 20) towards the compartment, and at the same time, pull the lifter away from the compartment. 12. Remove short rails from the breaker compartment and store them on the lifter (Figure 3B) for future use. Removal 1. Open the circuit breaker. 2. Withdraw the breaker to its disconnected position. 3. Engage the short rails to circuit breaker compartment (Figures 21 and 22). 4. Position the lifter behind the lift pan and engage the lift pan hooks (Figure 23) to the lifter horizontal lifting bar by lowering the lift, pushing the lifter slightly forward, and then raising the lift. When properly engaged, the lift pan can be raised/lowered (Figure 24). 5. Position the breaker lifter with lift pan in front of the circuit breaker compartment. 6. Raise/lower the lift to align the two holes on the lift pan to rail pins (Figures 25A, 25B and 25C). Two site holes (Figure 23) are provided on the lift pan for visual verification of final alignment of the lift pan with the short rails, when installing breaker in the upper compartment. Once aligned, push the lifter and lift pan to fully engage the rail pins. When fully engaged, a spring-loaded bracket on each rail will lock the rails to the lift pan. Verify that the lift pan rails are now aligned with the compartment rails (Figures 15 and 16). this time, also engage the lift pan wheel locking pins to lock the lift pan wheels (Figure 29B), to keep the strap from unwinding. Figure 31 shows breaker fully withdrawn onto the lift pan. WARNING FAILURE TO ENGAGE THE INTERLOCK BARS ENTIRELY MAY LEAD TO MOVEMENT OF THE CIRCUIT BREAKER WITHIN THE LIFT PAN. THIS CAN RESULT IN DEATH, SERIOUS PERSONAL INJURY, OR PROPERTY DAMAGE. 11. Unlock the lifter wheels by pressing release bar on either side of the wheel lock paddle (Figure 17). 12. Release lift pan and rails interlock by pushing lift pan release handle (Figure 32) towards the compartment, and at the same time pull the lifter away from the compartment. 13. Remove short rails from the breaker compartment. WARNING FAILURE TO ENGAGE THE SPRING-LOADED BRACKETS, SEEN IN FIGURES 15 AND 16, MAY LEAD TO UNEVEN RAIL ALIGNMENT AND/OR MOVEMENT OF THE LIFT PAN. EITHER OF THESE CIRCUMSTANCES CAN CAUSE THE CIRCUIT BREAKER TO DROP WHICH CAN RESULT IN DEATH, SERIOUS PERSONAL INJURY, OR PROPERTY DAMAGE. 7. Now lock the lift truck wheels by pressing wheel lock paddle (Figure 17) by foot. 8. Disengage lift pan wheel locking pins from both wheels (Figure 29B), and then unwind the strap (Figures 26A and 26B) from lift pan winch assembly by simply pulling it. eave enough slack. Make sure the strap is positioned above the spring rod and not below it (Figure 26B) before proceeding to the next step. 9. Lift the breaker pull-handle upward (Figure 27A) and slide the strap metal piece horizontally underneath the handle (Figure 27A and 27B), then rotate it 90 degrees downward, and push it straight down. When properly inserted, this metal piece will lock in with the breaker cross piece just below the handle and will maintain breaker pull-handle in the raised position, thus releasing breaker and cell interlock to allow breaker to be withdrawn from its disconnected position. Now pull the strap (Figure 28) just to be sure that the metal piece is engaged correctly as shown before proceeding to the next step. 10. Now rotate the lift pan wheel (Figure 29A) clockwise. There are two wheels, one on the left and one on the right. Either wheel can be used. As the wheel is rotated clockwise (Figure 30), it will wind the strap and pull the breaker from its compartment. Continue to pull the breaker onto the lift pan until the breaker front panel is rested against the two rubber stops (Figure 12) on the lift pan. As the breaker is being pulled towards the rubber stops, interlock bars on the lift pan will engage breaker wheels shaft (Figure 13) to keep the breaker from sliding off the lift pan.
