2 15KV POWER CIRCUIT BREAKERS Request For Bids September 2018 The City of Maryville Electric Department is requesting bids for a quantity of Eight (8) Siemens Type SDV7-SE, 15KV distribution circuit breakers (Non-arc-resistant with stored-energy operators). Bids shall meet the following specification, with any exceptions listed. Bids are due by no later than 2:00 p.m. October 4, Please submit bids to David Morton, City of Maryville Purchasing Agent. No bid will be accepted for any reason whatsoever, which is not submitted to the office of the Purchasing Agent within the specified time. The City of Maryville reserves the right to waive any informality in any bid, to reject any or all bids, and to accept the best bid for the City as determined by City Officials. The City also reserves the right not to enter into any contract as a result of this bid invitation. Each sealed envelope containing a bid must be plainly marked on the outside as Bid for 15KV Circuit Breakers. Bids may be mailed to: Purchasing Agent City of Maryville, Tennessee 414 W. 4 CITY OF MARYVILLE ELECTRIC DEPARTMENT Maryville, Tennessee SPECIFICATION FOR POWER CIRCUIT BREAKERS POWER CIRCUIT BREAKER - 15 kv 1. GENERAL These specifications cover substation class power circuit breakers. They cover electrical, mechanical and safety features as well as characteristics of outdoor, vacuum, 60 hertz automatic circuit breakers, with 5.0 cycles (or less) interrupting time. The power circuit breaker will be used to switch load current and to interrupt faults in outdoor substations and will be connected to a nominal 13 kv system. Power circuit breakers used on the nominal 13 kv system must be able withstand operating voltages up to 15 kv. 2. APPLICABLE STANDARDS The manufacturer shall furnish equipment that will comply with all latest applicable standards and regulations of the Occupational Safety and Health Administration (OSHA), ANSI, IEEE and NEMA concerning the design of power circuit breakers. It should be further understood that these standards represent the minimum requirements. 3. RATINGS Operating Voltage: BIL: Continuous Current: Interrupting Rating: 13 kv (15 kv maximum) 110 kv minimum 1200 Amperes 20 ka minimum The breaker shall be so designed that it will meet or exceed the appropriate values for outdoor circuit breakers in the ANSI "Schedule of Required Load Current Switching Capability and Life for AC High-Voltage Circuit Breakers." The manufacturer shall certify that the design shall be such that the nameplate rating shall be maintained during the expected life of this type equipment under normal operating and maintenance conditions. 4. INTERRUPTERS Each interrupter shall contain a pair of butt type contacts of a special non-welding alloy with a construction to insure interrupter integrity for a proper dielectric level over a 40 year service life. The interrupters shall be mounted in such a way to prevent mechanical stresses from 1

5 being transmitted to the seals. Test point(s) along with a detailed test procedure to facilitate testing the integrity of the interrupter shall be provided. 5. CONTROL VOLTAGES Closing: 240 VAC (125 VDC for Magnetic Actuator Control Boards) Tripping: 125 VDC Motor: 240 VAC 6. MECHANISM AND CONTROLS Circuit breaker shall be equipped with a mechanically and electrically trip free mechanism provided with an anti-pump scheme. Mechanism shall be motor-spring type mounted in a mechanism housing. Provisions for manual tripping/closing and other standard equipment shall be located within this housing. Motors for motor-spring mechanism drive shall be single phase 230 volt AC. Magnetic actuator control boards shall accept 125Vdc. Other equipment to be supplied is as follows; A. Two 125 volt D.C. trip coils. Each trip circuit shall be wired such that the Owner can monitor the integrity of the trip coils with the breaker both in the open and closed positions. B. One closing relay, electrically trip-free with seal-in contact. C. One latch checking switch (a.k.a. close spring is not fully charged alarm or motor overrun alarm) with spare contacts wired to terminal blocks for monitoring. D. A mechanism position indicator, visible from outside the housing. E. Other necessary terminal blocks and wiring. All terminals within the mechanism housing shall be identified. Terminals for connection to circuits external to the circuit breaker shall be identified and marked as to function e.g., 240 volts AC, 125 volts DC, etc. F. Breaker shall be equipped with an external manual trip device painted red for significance. A device 69 Close cutout is not required, but if supplied, must be easily accessible within the enclosure for wiring changes and adjustments to the mechanical linkage of the emergency trip switch that operates it. G. Mechanism housing shall be weatherproof. H. A ten-stage (or more) auxiliary switch, completely wired to terminal blocks in the control cabinet. I. Guarded heaters shall be provided for both the control and mechanism compartments. The heaters shall be 240 VAC and shall be thermostatically controlled. The heaters shall be properly sized for temperatures expected at the location of the Owner. The mechanism housing shall be furnished with thermostat for heater control. J. One 120VAC 15A GFI duplex receptacle, and one 120VAC 100W light socket with manual switch and bulb guard shall be located inside control cabinet. K. Breaker shall have an operations counter. 2

6 All wiring should be properly supported. Glue type stick-on wiring supports are NOT ACCEPTABLE. All wiring shall be labeled at termination ends indicating opposite end connection point (destination). 7. BUSHINGS A. All bushings shall be of the NEMA standard 15 kv class, extra creep and equipped with external terminal and terminal connector. B. Stud connectors shall be supplied by the manufacturer and should receive a range of #2 to 1000 MCM copper cable, similar to Anderson type DS. C. The bushing color shall be light gray ANSI No BUSHING CURRENT TRANSFORMERS A. Equip bushings 1, 3 and 5 with one multi-ratio, five tap, bushing current transformer with distributed windings. Relay accuracy class C400 Ratio (amperes) 1200/5 B. Equip bushings 2, 4 and 6 with one multi-ratio, five tap, bushing current transformer with distributed windings. Relay accuracy class C400 Ratio (amperes) 1200/5 C. All leads from the bushing current transformers shall be terminated on Penn-Union Type 6006 or approved equivalent, shorting-type terminal blocks in the relay/mechanism cabinet or in the relay cabinet if separate from the mechanism cabinet. Shorting bar and thumb screws shall be provided. 9. CONSTRUCTION A. All sheet metal shall be of suitable quality and thickness to provide rigid enclosures and cabinets with smooth surfaces. B. Bolts, cap screws, nuts, unpainted metal, etc. exposed to the weather shall be made of non-corrosive stainless steel material. C. All mechanism and relay cabinets shall have hinged doors with a three point, handle operated, latch and shall be fully gasketed with non- sticking material. These doors shall be full-sized such that a person can fit through each. 3

7 D. All enclosures and cabinets shall be water proof and dust tight. All filters shall be removable, washable and of sufficient density to prevent dust from entering the enclosure. E. The high voltage compartment shall have a roof made of rigid metal and shall be sloped or have a raised center to prevent standing water. F. All mechanism and relay cabinets shall have at least one minimum 8 x 14 control conduit entrance area located below the terminal blocks. G. All high voltage compartments shall be labeled as follows: DANGER HIGH VOLTAGE COMPARTMENT DO NOT OPEN UNLESS BREAKER IS DE-ENERGIZED The label shall be made of etched stainless steel or anodized aluminum with a minimum life expectancy of 35 years. H. The minimum height from the base line of the breaker to the lowest energized part of the breaker shall be 10.0 feet. I. Provide four copper-faced or stainless steel grounding pads with two - 1/2" x 13 tapped holes on 1-3/4" centers, two welded to the breaker frame on diagonally opposite corners, and two in the vicinity of the arrester brackets, for attaching grounding connectors. The intention is to allow the Owner to create a continuous external ground loop from one side of the breaker to the other to which the arresters can easily tap. J. The grounding pad nearest the control cabinet shall be directly connected (with #10 AWG wire) to any grounding bar located inside the control cabinet. K. All parts of the breaker shall be thoroughly cleaned, primed and painted before final assembly. The color of the finish paint shall be Outdoor Light Gray, ANSI No. 70. L. Lifting eyes or hooks shall be provided and arranged so that slings will not damage bushings. 10. STANDARD EXTERNAL ACCESSORIES A. Lightning arrester mounting brackets shall be located off the load-side of the breaker, near the bushings, for easy tap up to the connections to these bushings. Arresters provided by others, brackets provided by breaker manufacturer. All hardware for mounting these brackets shall be provided by the manufacturer. A drawing of these brackets must be submitted with approval drawings which clearly details all dimensions and mounting locations. B. Breaker shall be equipped with adjustable legs. 4

8 11. RELAY, AMMETERS AND TRANSDUCERS No relays are required for this order. 12. SWITCHES, INDICATING LAMPS AND WIRING A. Each control cabinet shall be equipped with a 2-pole, fused knife switch or a low voltage circuit breaker for connecting and disconnecting the following circuits: 1. Mechanism closing circuit (240 VAC) 2. Heater circuit(s) 3. Each tripping circuit (125 VDC) 4. Note: The trip coil shall be slugged and not be fused. Fuses provided for initial testing/commissioning only Vac convenience outlet and lighting. B. The breaker control shall be supplied with an auxiliary switch with ten- stages or more following the breaker interrupting contacts. Five (5) spare poles are to be supplied and wired to terminal blocks, three (3) a and two (2) b. C. All control wiring shall be minimum #14 AWG type SIS. D. All CT wiring shall be minimum #12 AWG type SIS. E. Each wire going to the hinged swing panel (relay panel) shall go through a terminal block in the stationary compartment; no wiring shall go from swing panel directly to mechanism components. F. All wiring shall be labeled at termination ends indicating opposite end connection point (destination). All equipment shall be mounted, wired and ready for operation. All devices and terminal blocks shall be well-labeled per the device name given on the drawings. 13. TEST SWITCH & PK BLOCK A. CT s for 1, 3, & 5 bushings do not require any test switches. B. CT s for 2, 4, & 6 bushings shall be connected through a GE PK-2 style test block, 6- pole, G.E. part # G4 before going to terminal blocks. When pulled, this PK block should short the CT s to ground and leave the outgoing circuit open. If two sets of CT s are specified, two PK blocks shall be supplied. 5

9 14. INSTRUCTION BOOKS AND DRAWINGS Equipment approval drawings to be distributed as follows: 1 electronic set to Owner and Engineer. The Engineer will return via a set to manufacturer with comments. One complete set of instruction books and record drawings shall be sent in the breaker compartment. One set of instruction books, record drawings and 1 copy of all CAD generated drawings in AutoCAD or DXF, and PDF format shall be sent to the Owner and Engineer via . 1 copy of all record drawings and CAD generated drawings in PDF format shall be sent to Owner. 15. DELIVERY Supplier shall deliver breakers as complete as possible to substation site. Quotation shall indicate approximate time for delivery. More specific directions to the site will be supplied upon issue of an order. 16. PROPOSAL Supplier's quotation shall be specific about any addition or exception to the characteristics described herein. Dimensional drawings shall be included with proposal, and drawings for approval shall be submitted to Patterson & Dewar Engineers as soon as possible after receipt of order. 17. SERVICE Supplier should include in the base quotation charges for use of manufacturer's service engineer, equipment, etc., to conduct on-site assembly and testing of breaker, if required. This includes such things as contact alignment check, bushing installation, adjustments, etc. If such services are not required, manufacturers shall so state in the proposal. Otherwise it will be assumed that they are included in the bid. 18. TEST REPORTS Test reports of all tests performed on the breaker during manufacture shall be provided to Patterson & Dewar Engineers and the Owner. 6

10 19. SPARE PARTS Prices and manufacturer's part numbers for the following spare parts shall be provided with the bid: 1 - Primary bushing 1 - C400 class CT 1 - Spring rewind motor 1 - Close coil 1 - Trip coil Prices are assumed to be good for 30 days after issue of proposal by manufacturer, unless otherwise stated. 20. WARRANTY Breaker shall be covered by manufacturer s warranty for at least 12 months after installation by Owner or 18 months from date of shipment. 21. GENERAL CONDITIONS Acceptance and Rejection The Owner reserves the right to reject any or all bids and to waive any informality in bids. The Owner reserves the right to award the bid to the lowest and best bidder, as determined by the Owner and Engineer. Price Policy Quoted prices shall be FOB at the Substation. (Manufacturer has the responsibility of unit during shipment.) Freight shall be allowed and prepaid. 7
