2 About ANEC ANEC is the European Association for the Co-ordination of Consumer Representation in Standardisation. The mission of ANEC is the European consumer voice in standardisation. It is a non-governmental organisation, and it was established in 1995 as an international nonprofit association. One of the main fields of its activity is the road traffic safety. 2

3 Proposals for revision of the GSR The following issues have their origin in publications of newspapers. timely and important problems in the field of traffic safety But: existing technical solutions ANEC would like to submit these issues for consideration of the MVWG To find coordinated and common positions on these problems & initiate possible harmonized regulations at European level 3

4 The revision of the General Safety Regulation Background These issues are recently out of the scope of the harmonized provisions of Regulations. In recent years the technological development provides possibilities for their feasible technical solutions. The initiation of regulatory activity for them would increase the traffic safety thus it is in the interest of the consumers 3 issues for consideration: 1. On board indication of malfunction of lighting and light-signalling devices for four-wheel motor vehicles 2. Warning systems to prevent forgetting child in car 3. Requirements on automotive cabin air filters regarding filtration efficiency 4

5 1. On board indication of malfunction of lighting Background It often occurs (2-4% of vehicles being in road traffic) that on one side of the vehicles the light source (bulb) of the head/rear lamps (dipped beam, position lamp, stop lamps, turn signals) does not give light (usually the bulb burns out). at bad visibility (heavy rain/snowfall, dense foggy weather, darkness) this vehicle can be considered as a two-wheeler. very misleading and possible reason for a serious accident, especially when passing in opposite direction. informing the driver on failure of these lamps is a very important traffic safety issue. On the today s vehicles there is no indication/warning signal for the driver regarding this failure of these lamps. 5

On board indication of malfunction of lighting Proposal Taking into consideration the today existing on-board electronic systems the indication/warning of fault in the function of the above mentioned lighting would be simply and cheaply realizable. For the technically and economically feasible regulations of warning devices the standpoints of companies involved (automotive industry, organisations for traffic safety, associations of car owners) and cost-benefit assessments can be considered as first step. 6

7 2. Warning systems to prevent forgetting child in car Background Forgetting small child in a vehicle can lead to deaths of numerous infant. When ambient temperatures rise, so does the risk of kids accidentally left strapped in a car seat and dying from excessive heat exposure. Heat stroke or hyperthermia is one of the leading causes of non-crash vehicular deaths of children under 14 (National Highway Traffic Safety Administration of USA). 665 children died left in vehicles between 2002 and 2006 in USA, average 133 kids every year (KidsInCars.org.) According to experts the human brain is wired to perform certain tasks on autopilot making it terrifyingly easy for a parent to forget that they must stop at the day-nursery on the way to work 7

Warning systems to prevent forgetting child in car Patents& systems available to prevent this The Child Presence Sensor developed for cars by NASA Specification: A thin sensor detects weight changes as slight as 8 ounces is placed between a child safety seat cushion and the frame of the seat. Merely placing and removing a baby from the seat activates or turns off the sensor. A transmitter mounted on the seat activates an alarm on a special key chain the parent carries when the parent walks too far from the vehicle. Warning systems to prevent forgetting child in car Patents& systems available to prevent this Baby Safety Device (12 IT 56Z4 3QA7) Italian design, patented with CE trademark easy to set and use system Specification: two detectors: one connected to the baby car seat and the other either on the drivers' seat or other seats in the car. Audio or visual signals goes on when the adult leaves the vehicle with a child inside. Signals stops either when the child is picked up or the driver comes back to the driving seat. Device can be used to remind of anything one need not to forget in a car (suitcases, laptop etc.). 9

10 2. Warning systems to prevent forgetting child in car Conclusions Statistics show: child-left-behind warning systems are needed by all means. Infants or young children left inside a vehicle can die of hyperthermia in few hours, even when the temperature outside is not especially hot. No safety standards at present for warning drivers on small occupants in a vehicle. If we leave the headlights on or keys in the ignition, we get a buzz. Warning systems to prevent forgetting child in car Proposals Based on the studied patents and technologies the technical feasibility, expected costs of such warning system will probably not prevent the realisation of regulation on this issue. Patents, proven technologies, even products are available. The retrofitting of the warning device in existing CRS could help its large scale introduction. These devices could be used later (if the child(ren) becoming too big for using it) for reminding the driver to prevent forgetting a valuable subject or pet in the car. 11

Automotive cabin air filters - filtration efficiency Background The cabin air filter helps trap particulates as pollen, bacteria, dust, and exhaust gas components which can get into a vehicle's ventilation system, making healthier the interior of the car. This is a device composed usually of fibrous materials which removes the harmful components from the ambient air. A chemical air filter consists of an absorbent or catalyst for the removal of airborne molecular contaminants such as volatile organic compounds or ozone. 12

Automotive cabin air filters - filtration efficiency Conclusions No existing airworthiness standards or regulations which specify the level of filtration removal efficiency to be used on automotive cabin air filters The majority of cabin air filters will take out particulate contamination in size greater than PM10, only. Usually neither the fine particulates (smaller than 100nm) nor the odours and volatile organic compounds (VOC s) will be removed. Time (mileage) interval for changing out a cabin air filter is only a recommendation. There is no warning on its clogging. 13

Automotive cabin air filters - filtration efficiency Proposals cabin air filter is a relatively recent addition to automobile equipment information on the filtration efficiency, range of size of the filtered pollutants, proposed interval of its change (depending on the particulate pollution of the ambient air) has to be a part of the operation manual. minimum technical requirements for harmonized regulation regarding the main filtration parameters of these filters would be very informative for the consumers. Clogged or dirty cabin air filters can significantly reduce airflow to the cabin s ventilation system warning on filter s clogging would be useful 14
