4 GENERAL 1.1 Instruction to tenderers Tenders are invited for the supply and delivery of low voltage capacitors banks and accessories, as defined in Schedule A: Bill of Quantities and Schedule of Prices, to PEDE, Damascus, Syrian Arab Republic. The equipment offered shall comply with the requirements of the IEC standards applicable at the time of contract placement and with the technical requirements of this specification. Tenderers are required to examine carefully the tender documents in order to ascertain the matters on which they will be deemed to have satisfied themselves and the risks and obligations which they are to undertake. The Schedules shall be completely filled in and shall form the contractual guarantee schedules. If any tenderer is in any doubt as to the true meaning of any part of the tender documents or wishes to make enquiries regarding the documents he should make all enquiries in writing to: Public Establishment for Distribution of Electricity Damascus Syrian Arab Republic P.O. Box Telex: SYRPED Fax: PEDE. org 1.2 Language The offer and its enclosed documents and references shall be submitted in English. The correspondence if abroad shall be in English and if inland shall be in Arabic. 1.3 Tenderer s qualification and experience The tenderer is required to state in the offer the manufacturers experience in the design and manufacture of the equipment they have proposed. In the event that the tenderer proposes different manufacturers for the conductors and accessories, the tenderer is to provide the required details for each manufacturer. In particular the tenderer shall state: Manufacturer s annual production capacity Manufacturer s client reference list over the last two years File : Capacitor banks 140 Kvar

5 1.4 Quality Assurance The tenderer is required to describe in the offer the applied design and manufacturing quality assurance (QA) procedures and to submit accredited independent QA verification certificates such as ISO 9001 Certification where these are available. PEDE reserves the right to inspect the tenderers design and manufacturing facility to undertake a QA audit during the period of tender evaluation. 1.5 Prototype manufacturing, routine and type test The contractor shall manufacture a single prototype for routine and type testing during one month from the date of signing the contract. The prototype will be inspected and a full set of type and routine tests performed. The contractor shall submit a complete schedule of proposed tests for approval by PEDE and shall inform PEDE of the date of prototype tests at least one month prior to conducting such tests. PEDE reserves the right to attend the prototype tests and the contractor will bear the costs of attendance of two PEDE representatives at such tests. The costs borne by the contractor will include all accommodation and subsistence expenses for one week in the country of the manufacturer s test premises. In the case of rejection of the prototype the contractor will bear the same costs for inspection and test of the new prototype. The prototype can be accepted only in case that the tests results are in compliance with or better than the contractual specifications and IEC requirements. If during inspection and testing the prototype does not comply fully with the required specifications, the prototype may be rejected. In case the prototype is rejected, the contractor will prepare a new prototype, during one month only, at his own expense. The new prototype will be fully tested to the approved test schedule. In case of rejection of the new prototype the contract will be cancelled. 1.6 Participation in routine testing PEDE will witness factory testing of a sample quantity of the offered equipment. The contractor will bear the costs of attendance of two PEDE representatives at such tests. The costs borne by the contractor will include return air fares from Damascus to the manufacture s test premises and all accommodation and subsistence expenses for one week in the country of the manufacturer s test premises. The offerer is bound to send an expert to Damascus in order to train PEDE s engineers and technicians in erection and exploitation of the offerer s product. The duration of the training program shall be 6 work days for each delivery. 1.7 Acceptance, rejection and replacement Final acceptance will be in the Syrian warehouses subject to the following: File : Capacitor banks 140 Kvar

6 v Verifying that the delivered equipment complies with the requirements of the contractual documents and standards. v If during inspection tests carried out or supervised by PEDE any material or equipment provided is proved defective or not manufactured according to the contractual specifications, PEDE shall have the right to reject such material or equipment. In such a case the contractor shall be required to replace the defective material or equipment without being entitled to any extra payment whatever or to any extension of the time of completion. 1.8 Packaging The type of packaging shall be suitable for export and shipping to the Syrian Arab Republic, shall be robust and of suitable dimension and strength and shall provide complete protection for marine, truck or rail loading and transportation. Appropriate measures shall be taken to prevent vibration or movement inside boxes or crates. The packaging and transportation to the Syrian port shall be the contractor s responsibility. Packaging should be acceptable to the insurance company and to PEDE approval. Each crate must be marked clearly and on two sides of the crate with the following: v Purchaser name: PEDE v PEDE Contract number v PEDE Delivery and shipment numbers v Manufacturing date v Name of Manufacturer v Equipment v Quantity v Main technical specification: rating, etc. v Gross weight v Net weight 1.9 Tender technical submission A complete tender shall include three copies of the following documents in English: Fully completed technical specification schedules and all associated drawings and documents required by those schedules. 7 2- TECHNICAL SPECIFICATION 2.1 Introduction This section covers the technical specification for low voltage capacitor banks and accessories. The low voltage capacitor banks are to be used on the Syrian Electrical Network and shall be constructed in compliance with relevant standards to an accredited quality control system and shall be suitable for use at the specified ambient conditions. 2.2 Applicable Standards The design of the low voltage capacitor bank and accessories shall comply with the requirements of the latest current edition of following standards and with the specific technical requirements of this specification: IEC 44 : IEC 255: IEC 269: IEC 289: IEC 529: IEC 831: IEC 947 : BS 381C : BS 1361 : BS 2569 : BS 3382 : BS 3692 : BS 6231 : Part 1 : Specification for current transformers. Electrical relays. LV fuses. Reactors. Degrees of protection provided by enclosures (IP Code). Parts 1 &2 - Shunt power capacitors of the self healing type for a.c. systems having rated voltage up to and including 1 kv. Low-voltage Switchgear and control gear Part 2 : Circuit-breakers Part 3 : Switches, disconnectors, switch-disconnectors, and fuse- combination units Part 4 : Control gear for voltages up to and including 1000 V a.c. and 1200 V d.c. 9 2.4 Technical Requirements Capacitor Bank arrangement. The capacitor equipment, unless being supplied in the LV distribution section of a Package Substation, should be mounted in a free standing enclosure designed for indoor/outdoor use. The scope of supply shall include, but shall not be limited to, the following: a) Capacitor units, comprising several capacitor elements connected in a three phase arrangement enclosed in aluminum case, with their terminals brought out. b) MCCB c) Switching devices to connect the capacitor sub-banks to the supply. The switching of the capacitors shall be in response to the changing reactive load. d) Reactive power regulator and controller and associated cabling. e) Protection equipment and all associated cabling. f) All CT s required to implement the scheme. g) All primary and secondary cabling Capacitor Elements The capacitors elements shall preferably be wound from a metallized polypropylene film dielectric to produce a dry type cell. The wound dielectric/electrode coil shall be contained within a suitable case with wired out connections. The case shall be flexible to accommodate changes in the internal pressure. If aluminum foil is used as the electrode then to minimize the ionization the foil shall be either folded at the edges or laser cut. The use of PCBs as the dielectric medium is strictly prohibited Capacitor Units. The single capacitor elements shall be assembled into delta connected groups of 3, as many groups of 3 capacitors being connected to achieve the required capacitance of the capacitor unit. The assemble group of capacitor elements shall be contained within aluminum case with the terminals brought out through bushings. The bushings shall be of well processed porcelain or cast resin, approved for outdoor use at continuous voltage, and shall be hermetically sealed to the aluminum case. Bushings connected to the capacitor container using metal alloys such as solder will not be acceptable. The terminals shall be heavily tinned and shall be suitable for standard copper conductors. All capacitor units shall be provided with an insulating terminal cover. v The clearance between two capacitor units not less than 5 cm. File : Capacitor banks 140 Kvar

10 Discharge resistors shall be connected across the external terminals, which shall be suitably rated to drain the residual voltage to 50 volts within 60 seconds after the capacitor is disconnected from the supply. A common and interchangeable design of capacitor unit shall be used for all banks supplied under this contract Containers for Capacitor Units. The containers shall be of aluminum steel Capacitor Sub-Banks The capacitor bank will be made up of a number of sub banks which can be switched onto the network to vary the amount of capacitance connected to it. The sub-bank may be made up of one or a number of capacitor units as required making the required capacitance or kva rating of the sub bank. The total capacitance of the capacitor bank shall be such as to produce the kvar rating specified in schedule A. The capacitor sub-banks shall have ratings of ( ) kvar for capacitor banks rated at 140 kvar, Protection of Capacitor Units Internal protection. Self-healing dielectric: this is a result of the characteristics of the metal deposit which forms the electrode and the nature of the insulating support (polypropylene film). This manufacturing technique avoids blowing the capacitor due to over voltages. The dielectric is perforated when over voltage occurs, causing discharges which vaporize the metal around the short circuit and instantaneously restore electrical insulation. Over pressure disconnecting device: if an electrical fault cannot be overcome by the self- healing dielectric. Gas is emitted, deforming a membrane and taking the defective coil out of the circuit External Fuses. Each capacitor sub bank will be protected by fuses located externally to the capacitor units. External fuses shall be in accordance with IEC 269 and shall protect the sub bank against faults not clear by the internal fuses such as faults on the bushings of capacitor units. The fuse shall be capable of withstanding the inrush current, as may be modified by any inrush current limiting devices provided on the sub bank, and also withstand the surge current from capacitors due to an external fault. 11 2.4.7 Switchgear Moulded case circuit breakers. If a Moulded Case Circuit Breakers (MCCB) is used as the mains supply isolator to the capacitor bank then it s circuit breaker mechanisms shall be of the trip free pattern to prevent closing the breaker onto a faulty circuit, and shall be engraved to indicate ON/OFF position and rated current. The MCCB shall ensure protection against circuit overloads and against short circuits by means of electronic protection thermal and instantaneous magnetic trips. all MCCB can be adjustable to rated current of capacitor bank thermal protection adjustment range (0.5 1 ) In magnetic protection adjustment range (2 10) In. The MCCB shall have the feature to limit the fault current to the rating of the MCCB. for capacitor banks rated at 140 kvar the rated current for MCCB 400 A, ICU 45 KA. ICS 50% ICU for all MCCB Contactors. Contactors used for power factor correction including limiting resistor to avoid inrush current Contactors used for switching the capacitor sub-banks shall be designed to withstand the surge currents associated with capacitive switching. Means shall be provided to prevent manual operation of the contactor. Terminals and contacts shall be shrouded to prevent inadvertent finger contact. All switchgear and protective devices and their connections shall be capable of carrying continuously 1.5 times the rated capacity of the capacitor unit to which they are connected, in accordance with IEC 831 section 6. Operating voltage for coil of contactors 220 v ± 10% Current Transformers Secondary of current transformer 5A with output 5 VA Small Wiring Small wiring shall be carried out in PVC-insulated cable colored black to BS 6231, Type B, with 7/0.67 mm conductors, and with cores ferruled. 12 Control Gear Reactive Power Regulator. TECHNICAL SPECIFICATION The capacitor bank shall be equipped with reactive power controller which will detect and measure the reactive power on the LV network and initiate a control unit to switch the appropriate number of capacitor sub banks in or out. There shall be a manual on/off push button provided which will take control of the sub bank to allow switching to be under operator control. Indication and push buttons for manual operation of each sub bank shall be provided. The controller shall select the sub bank to be switched in and means shall be provided to vary the duty cycle to ensure a reasonable distribution of switching operations between different sub banks. The system should be designed to minimize disturbance on the system and to avoid hunting. The controller shall automatically switch off the capacitor bank in the event of loss of the 20 kv supply and be capable of restarting the capacitor bank automatically on restoration of the supply. v The regulator should measure and display the following ( active, reactive power, current, voltage, harmonies, power factor, frequency, capacitive load, number of stage in service..). v The regulator must protect the capacitor bank if the harmonies is equal or more than v ( 15 %). v The regulator should select the suitable capacitor unit to put it in service with regarding to ( work's hours and the required reactive power). v The dimension of all the regulators are the same. v Operating voltage 380 V with suitable protection. v Regulator can be adjustment automatic and manual. v C/k automatic no need program. v Adjustment range (0.8.1 inductive, capacitive) acc. to IEC v Adjustment for time operation for range ( sec) v Regulator can put the stages in operation after select the power factor ( no need v program) v Power consumption from voltage circuit 15 VA. v Starting current 20 ma Capacitor Bank Enclosure Each enclosure is to be fully complete with front hinged and lockable access doors and have side mounted cable entry chamber for dry type cable entry from below. The enclosure is to comprise folded steel panels appropriately welded to ensure a rigid design is provided. If the enclosure is constructed of panels bolted to a weled steel frame, the frame must be hot dip galvanized to ISO 1461 to ensure long maintenance free life. File : Capacitor banks 140 Kvar

13 The design shall be such that there is adequate dissipation by radiation and convection of the heat generated by capacitor losses. For large indoor capacitor banks fans may be required mounted in the enclosure. The final enclosure shall have a rating of IP43 and be suitable for outdoor and indoor use Paint Specification All metal shall be protected using an electrostatic painting applied in accordance with the best modern practice. The application process should as a minimum include the preparation of the metal surface using a shot blast or similar process to remove all surface contamination. The prepared surface should then have a primer coat applied to it which shall be rust inhibiting if applicable. The paint work shall be finished using the number of under and surface coats applicable to the type of paint being used. Full details of the paint and the painting procedure shall be submitted with the tender. The final coat shall be Dark Admiralty Grey, color 632 acc. to BS 381C Rating Plate A capacitor bank rating plate shall be provided suitably mounted on the rear of the enclosure at a height so as to easily read. This plate shall include the rating plate data as specified in IEC 831 section 5. the stages of capacitor rating contain Testing of the Capacitor Bank Each complete low voltage capacitor bank shall be subjected to tests in accordance with the IEC 831 parts1 and 2 and the IEC relevant to the particular items of associated equipment as follows: Fuses : IEC 269 Low voltage switchgear and control gear: IEC 947 parts 2 and 3 The test program for capacitor units is to be submitted and agreed prior to commencement of the tests. The tests to be performed shall include the following: Routine Tests 1- Capacitance measurement, at 400 V and 50 Hz. 2- Measurement of tan 8 (loss angle). 3- Voltage test between terminals. 4- Voltage tests between terminals and container. 5- Test of discharge device - by measurement of the discharge rate from 2 Un to 50 V. 6- Sealing test. 16 Schedule B Drawings and information (Information to be provided with the tender) 1- GENERAL Attention is drawn to the general requirements for all documents, drawings, operating and maintenance instructions to be submitted in both English and Arabic. 2- DRAWINGS/DOCUMENTATION Attention is called to the general requirements for submission of drawings for approval and to the details laid out below :- Drawings for approval shall be submitted as paper prints, and after these have been approved, the Contractor shall supply any further copies required by the Purchaser, one at least being a reproducible copy of the approved material. This print shall be suitable for alteration without the use of chemicals.
