2 1. Key issues from the last six months (UK standards) 1. Electrical clearances remain an issue: RSSB has agreed to work with Network Rail to consider the risk assessment methodology at the design and use stages. Work supporting AC and DC rule books and GLRT New Railway Industry Standard to be published. 1500V and 750V dc overhead line systems (Tram trains). 3. Reconciliation of differing opinions into a single Network Rail position. 2
3 2. Key issues from the last six months (TSIs) 1. Revisions to ENE TSI 2018 Energy Metering open point. Currently available for consultation. Related changes to LOC & PAS TSI Expected to be published mid Fourth Railway package Technical and operational issues of the use of multiple pantographs, provisions to improve energy efficiency, and review and increase of number of interoperability constituents and taking into account Ex Post Evaluation comments. Start up meeting in December UK attendance from RSSB (via CER) and Network Rail (via EIM). ERA keen for UK input. ENE TSI Mirror Group will be reconvened. Develop a strategic plan. 3
4 3. Key issues from the last six months (European Standards) 1. European Standards work reported to ENE SC Electrical interfaces, Mechanical interfaces, Electrical safety, Safe working methods and Overhead line design all with active working groups. Pressure of timescales and committee members availability. Recent standards consulted have received substantial comment. 4
5 4. Committee operation 1. The committee adhered to the Code and Manual in conducting its business. 2. Network Rail has nominated two further representatives. 3. No non passenger representative on the committee. Passenger TOC representative will provide a non passenger view. 5
6 5. Look ahead and impact on strategy (1) 1. Working in accordance with the approved ENE SC Strategic Plan. Need to be updated during Withdraw remaining Energy standards that are not NTRs. GEGN8623 Guidance on the Change Process for Projects Affecting Compatibility Between Electric Trains and Electrification Systems will be revised to align with GERT8270 Assessment of Route Compatibility of Vehicles and Infrastructure. 3. Bi mode (electric and diesel) trains changes to standards and rules. Network Rail Bi Mode System Authority. Although raised in context of Intercity Express Programme (IEP), this is a whole industry issue. Risk of proliferation of stock specific solutions. 6
7 6. Look ahead and impact on strategy (2) 1. RSSB has agreed to work with Network Rail to consider the risk assessment methodology at the design and use stages, to meet the challenge of developing usable rules that comply with employers obligations under the Electricity at Work Regulations. Revisions to AC and DC rule books. New guidance for risk assessment of operation. Support for GLRT 1210 requirements for electrification design. 2. Chair will ask ENE SC if they wish to submit a request for help to initiate a revision to GLRT1210 to: Apply the current strategy for National Technical Rules. Review effect of the ENE TSI in the revision to be published in Review effect of the changes to GMRT2111 requested by RST SC. Align with risk assessments and align with Network Rail safety processes. RIS for any requirements that are not suitable as National Technical Rules. New rules to address operation of bi mode rolling stock. 7
8 7. Look ahead and impact on strategy (3) 1. Recent Pantograph introductions jointly with RST SC Three industry meetings held, another scheduled. Met with NR technical and Brecknell Willis technical experts. Network Rail proposed a compatibility methodology RST committee proposed research. A way clear technical way forward is still not established. May be taken forward as a sub group of V/T SIC 8
